The Board of Aldermen of the City of "Wichita Falls, Texas, met in regular session on_above date for the transaction of the bus- Aness of the City with Mayor A H Britain presiding and with the following Aldermen present; M J Gardner, J A Richolt, J L Lea, Jr, Marvin Smith and E G Hill. City Marshal Humphris, City Engineer Cooke and City Clerk Skeen in attendance. -00o- Minutes of last regular meeting were read and approved. 1 -o0o- Mr T T T Reese came before the Board of Aldermen to ask permis- 1 sion to erect a-stairway in-the alley leading to the second story of his building at 712 9th St., whereupon J L Lea, Jr. , moved that T T T Reese be granted permission to install a stairway in the alley between Ind Ave and Scott Ave.,leading to the second story of his building at 712 9th street under the usual provisions, .{4'viz;, that he is to have the work done under the supervision of the 4,iri,P ,,Gity.Engineer and. save the city harmless from any damages which may be caused by the erection and maintainance of said stairway, which motion was seconded by Marvin Smith and carried. -o0o- Mrs T B Smock, Food Inspector, appeared before the Board of ' 'Aldermen to report the conditions ih which'_she had found the W._ Grocery Stores and Meat Markets of the City on recent inepec- 1641 ./ tions and complained that some of the owners had shown a dispositbon to ignore the Pure Food Ordinances, whereupon J A Richolt moved that it be the sense of the Board of Aldermen IAS the City Attorney Nutt be requested to do-operate with Mrs Smock in the enforcement of the Pure Food Ordinances and that violators of the Pure Food Ordinances be vigorously prosecuted, which motion was seconded by E G Hill and carried. -00o- J L Lea, Jr moved that Dr J F Reed be appointed on the Board of Health to fill the vacancy caused by the removal of Dr Everett Jones from the City, the Board now-being cotpdsed ef-the follow- ing members. Dre Q B Lee, Made H Walker, M H Moore, Mrs T B Smock, Dr J F Reed, E_G Hill:and Mayor AeE Britain, which motion was seconded by M J.Gardner and carried. -o0o- ORDINANCE No 245. An Ordinance requiring persons owning or operating street cars ��L over and upon the streets of the City of Wichita Falls, 'Wichita L County, Texas to provide and maintain a heating system in said cars; prohibitions, providing a penalty and declaring an emergency, was put on its first reading and passed by the following Yea PlAt;/2f and Nay vote;, Marvin Smith, Yea, J A Richolt, Yea, E G Hill, Yea. -M J Gardner, Yea and J L Lea, Jr, Yea. Mayor Britain then declared Ordinance No 245, an'Ordinance requiring persons owning or oper- ating street cars over and upon the streets of the City of Wichita Falls, Wichita County, Texas, tp provide and maintain a heating systsmiin said,eare;prohibitions, providing penalty and declaring an effiergMncy, Passed on its first reading by the unaimous vote of arlthe Aldermen of the City being present-land'noting•nYea ". -00o- I M J Gardner moved that J M Ashford be granted a leave of absence from duty as a policeman for a period of 60 days beging Nov 1st 1917, which motion was seconded by E G Hill and carried. -00o- Marvin Smith moved that Alderman Gardner be authorized to bujr a Ford Car for the Pura Food Department, which motion was sec- ond by E G Hill and carried. -00o- Marvin Smith moved that the action of Mayor Britain in authorizing the purchase of a wagon for the Sanitary Department, be approved, which motion was seconded by M J Gardner and carried. C. Page 228. Alderman Lea recommended! that Street Lights be installed at 11th and Denver and 3rd and Bluff Streets, whereupon E G Hill moved that the recommendations of Alderman Lea be approved and that he be authorized to have the lights installed accordingly, which motion was seconded by Marvin Smith and carried. -o0o- There being no further business the Board of Aldermen adjourned.
