Min 12/13/1917 Wichita Falls, Texas, December 13th, 1917. The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date for the transaction of the business of the City, with Mayor A. H. Britain presiding, and with the following officers present, towit: 1 Alderman M. J. Gardner. Alderman J. A• Richolt. Alderman J. L. Lea, Jr. Alderman Marvin Smith. Alderman E. G. Hill. City Attorney Hutt. City Clerk Skeen City Marsnal Humphris. • City Engineer Cooke. City Treasurer Walkup. City Deputy Assessor and Collector,Anderson. Fire Chief McClure. in attendance. * Minutes of the last regular meeting were read and approved. * * Mrs. J. W. Lee, as. Chairman, and Mrs. C. B. Felder, Mrs. . J. W. stone, Mrs. J. T. Montgomery, and Mrs. A• H. Britain as members of the Mothers' Camp and Army Committee, appeared before the Board of Aldermen, and requested that the Board of Aldermen permit the giving of Sunday picture shows in the city of Wichita ells by reason of the fact that there were so many soldiers, cadets, and enlisted men at Call Field, who had only one day off ,yy in the week, and that being Sunday, and no place of recreation except to roam the streets of said city, and op reason of the request of Major Krapf, the commanding officer at Call Field, and 4144 I:" many of the other men at said Camp. It was pointed out that pie- ture shows were permitted in many of the other cities in Texas, h and elsewhere where cantonments or aviation fields existed, and that if it were an evil, the lesser or two evils. The mayor ex- C4 plained to the committee that the Board of Aldermen had no author- ity /LI �� mit or powera to grant theiru rhgCity, but seygNuttd that the com- mittee take the matter up with City Attorney Hutt and County At- torney Greenwood. with the view of arriving at some definite plan whereby the picture shows might be given without violating the- % - law, and the Mayor and each member of the Board, with the excep- tion of Alderman Hill, expressed their approval of the oommittee:s efforts and the giving of picture snows under the circumstances. Alderman Hill expressed himself as while not favoring it, that he. did not oppose it. The Board took no formal action in the matter out referred the committee to the above named officers. . * E. I. Zimmerman appeared before the Board of Aldermen, with request that he be permitted to remove the tilling station at 902 Indiana Avenue, to 618 Indiana Avenue, and that he be granted per- mission to take up and remove said gasoline tank at the location a� first named,and to install such gasoline tank at his place ,of ry business at the last named address, towit: 618 Indiana Avenue, ��n. '''���aaa ^^'� whereupon Alderman Lea moved that the said E. I. Zimmerman se j granted permission to so remove said tank and to install such gasoline filling station as requested under the usual provisions, 44.4,1 viz: that he, the said E. I. Zimmerman, shall save the city narm- less from any and all damages which may ne caused by the installa- g� w� tion and maintenance of said filling station as well as in taking a,,. up and removing the same, to have the work done under the super- vision of the City engineer, and with the further express agree- ment to remove the same at any time at the request or upon demand of the Board of Aldermen, which motion was seconded by Alderman Hill, and oarried. * * * Mayor, A- H. Britain, reported to the Board of Aldermen that • I. H. Roberts had agreed, subject to the approval of the Board of liVANVL Aldermen, to do the paving on Ninth Street from Lamar Street to Broad Street, for the property owners at the same price for which ¢� the same had heretofore seen signed up by them, towit: the sum or . '{ $1.28 per square yard or paving, and thirty cents per lineal foot for curbing, provided the city would pay for the street and alley intersections at ine rate or 11.50 per square yard for such paving, and inirty cents per lineal root for curb, and the city to charge nothing for removing the dirt from said pavement, and to do the necessary excavation on the street as heretofore, and after con- sidering said proposition Alderman Richolt moved that the propo- sition of I. H. Roberts be accepted and approved, and that the Mayor be authorized to enter into a contract with said I. H. Roberts to do said paving upon the above basis, which said motion was seconded by Alderman Gardner, and carried. * * * Alderman Hill moved that Mayor, A H. Britain, and Aldermen / - �� p. Gardner and Richolt, be authorized to buy a car for the Pure Food a Department, which said motion was seconded. by Alderman smith, and •carried. * * �+ r� Alderman Gardner moved that another man be employed in the Fire Department, which said motion was seconded by Alderman Hill, and carried. Alderman Bill moved that H. F. Robertson be allowed and paid the sum of $4.60 commission on $92.00 sewer collections, which said motion was seconded by Alderman Gardner, and carried. * * * The officers' accounts were °necked and o.k'd. as follows: 1. The report of H. F. Robertson, City Tax Collector, showed the following exhibits: Current taxes collected for 1917, $3454.83 Delinquent taxes collected, 52.79 Occupation taxes collected, 680.00 Sewer rent collected, 92.00 Pound fees' collected, 12.00 Bicycle registrations, .75 Back taxes, .20 Penalties and interest, 27.88 Total: $4320.45 2. The report of V. G. Skeen, City Clerk, showed the following exhibits: Wire inspection fees, $88.90 House rent, 50.00 Fines collected, 797.50 Sanitary collections. 518.90 Refund Wichita County, 4.50 Total 11459.80 3. The report of J. W. Walkup, City Treasurer, snowed the following exhibits: Street fund balance, $6458.18 Street improvement fund, balance, 17184.53 Sewer fund balance, 60.84 Park fund, 4180.94 Fire station fund balance, 187.45 Interest and sinking fund balance, 3334.02 • General fund, overdrawn, $1100.28 Hospital fund, overdrawn, 1120.60 Balance of all funds, 29185.08 $31,405.96 $31,405.96 There being no furtner business the Board of Aldermen adjourned.
