Min 12/27/1917 • Wioniva Falls, Texas, December £7tn, 29th, and 31st, 1917. The Board of Aldermen of the City of Wichita Falls met in regular session on 27tn day of December, 1917, when on account of she death of City Clerk, V. G. Skeen, recess was taken until Friday night, December 28tn, 1917, at which time the Board of Alder- men met in adjnnrned session with Mayor a. H. Britain presiding, and with the following officers present, towit: Alderman M. J. Gardner, Alderman J. A. Rioholt. Alderman J. L. Lea, Jr. alderman Marvin Smith. Alderman E. G. Hill. City Attorney Nutt. City Marsnal Humpnris, Fire Chief McClure, Minutes of regular meetings of December 13th, lel?, and December 20th, 1917, were read and approved. Motion was made by Alderman Gardner and seconded by Alder- man Lea, that A. J. Chambers act temporarily as City Clerk until a City Clerk should oe regularly appointed by the Board, which motion was carried. * * * Mr. A. I. Brainard,of the Frick-Reid Supply Company, appear- ed before tne Board and requested permission to nave constructed a railway switch or siding in the alley adjacent to their property oe- tween Fifteenth and Sixteentn Streets, and between the Wichita Val- ley Railway Company's right or way and Lamar Street, where said Company desire to construct a permanent warehouse. The Mayor in- formed Mr. Brainard that it would be necessary to have drafted regular francnise, snowing plat,etc., and suggested that he confer with City Attorney Nutt in its preparation. J. 0. Bobo, of Bobo & Rogers, requested permission to make side walk sloping in front of their place of business at 615 Seventh Street so that cars might oe able to enter their garage. After con- , sidering this matter motion was made by Alderman Richolt, and seconded by Alderman Gardner, that said Bobo & Rogers be granted permission to slope said sidewalk for a width of eight feet, and Tor a distance of four feet from the outer edge of the sidewalk under the usual pro- visions, towit: that they are to have the work done under the super- vision of the City Engineer, save the City harmless from damagrd which may be caused by the slopi,� said side walk, and tnat they or their assigns agree to rem ame upon demand or at the request of the Board or Aldermen, wnicnmotion was carried. The bond of Lenly Humpnris as City Marshal in the sum of One Tnousand Dollars, with American Surety Company ea- surety, on motion made by Alderman Gardner and seconded by Alderman Lea, was approved by the Board. A communioation was read and considered rrom Mrs. T. B. Smock, City Food Inspector, requesting that Miss Opal Hughes be appointed as her assistant, Miss Hughes to give hair or nor time and to receive a salary of Forty-five Dollars ($45.00) per month; Miss Hughes to fu nisn car for time she is working for the city, and the city to pa-0 asoline while the car is used for the City(s work. Upon motion oy Alderman Hill, seconded by Alderman Richolt, this request was granted. * Motion was made and seconded that tne following transfers De made: Tne following amounts snould be credited to the Street Fund and onarged to the following funds from November 1st, 1917, to December 1st, 1917: Sewer Fund, (Sanitary Department). "WHEREAS since our last meeting death has again visited our Official Family and has taken trom nis labors our City Clerk, V. . G. Skeen, leaving another vacancy nerd to be filled by us, and , WHEREAS our deceased City Clerk, by nis honest and faithful discharge of his official duties, oy his genuine kindliness and courtesy, oy his cheerful and happy temperament, by his willing- ness at all times to serve his City, its employees, its citizens, whether high or low, witn an equal alacrity, had come to be as nearly an indispensable official as any man can well be, and N WHEREAS he has filled his office with an unstinted service, keeping at all times tne records in such an accurate and admir- able form, and the finances of the City entrusted to him in such r . an nonest and conscientious manner and all other official duties so willingly and ably tnat many times nis official work has been praised and approved by ootn the governing body or the City and . those entrusted with the audit of its accounts, and v WHEREAS he was not only an efficient officer, out a kind and j indulgent father and husband, a citizen or nigh ideals and a friend to oe loved and trusted: NOW, THEREFORE: Be it resolved, that We, tne Mayor and tne Board of Aldermen, in sorrow attest to the true and genuine wortn or our departed City Clerk and extend to his beloved wife and children, nis motner and relatives, our deepest sympathy and condolence, recognizing that our loss is second only to theirs, and knowing that we speak for the entire official family of the City of Wichita Falls and its employees in our simple, but just tribute, we likewise add to our own the sympathy and condolence of all of the constitutent members of the City Government, and order this testimonial to be spread upon our Minutes, and a copy thereof to oe furnished to his family; so that those who may come after us may know the true love and esteem in which he was held by us." Motion carried. Motion was made by Alderman Gardner and seconded by Alderman Smitn, that tne salary or Desk sergeant A. J. Chambers bd made Ninety Dollars ($'9O.00) per month, beginning January let, 1v18, which motion was carried. * * * Recess was tnen taken until Monday nignt, eeember 312 1v17, when the Board or Aldermen met in adjonrtned session Wifh Mayor A. Hill, City Marshal Humpnris, Fire Chief McClure. A. J. Chambers, acting City Clerk, was in attendance. * * * The resignation of J. W. Walkup, as City Treasurer, was laid before the Board of Aldermen, -and upon motion made oy alderman Hill and seconded by Alderman Gardner, said resignation was ac- cepted. * * Motion was made by Alderman Lea and seconded oy alderman V : r Rionolt, that J. W. Walkup be appointed to fill out the unexpired tern of City Clerk, V. G. Skeen, deceased, which motion carried. J. W. Walkup was then sworn in as City Clerk of the City of Wichita Falls,. Texas, by A. H. Britain, Mayor, to serve the unexpired term of the late City Clerk, V. Skeen, deceased, and said J. W. Walkup was instructed to prepare and file a bond in the same amount required of City Clerk V. G. Skeen, deceased. * * * Motion was made by Alderman Hill and seconded oy Alderman Richolt that W. S. Pyle and Josepn Swink, doing business in the ( name or the Quick Tire Service Company,be granted permission to if ,,Lr move its filling station now located at b12 Ohio Avenue to 61E rt.. Ohio Avenue in the city of Wichita Falls, Texas, under the usual /., provisions required in such cases; that is to say, that the said Pyle and Swink, their successors and assigns, agree to save the City narmless from any and all damages which may be caused by the 4X1 taking up of said filling station and removing, installing, and maintaining the same at the new location, and that the work shall be done under the supervision of the City Engineer, and that the same shall be removed at any time the Board of Aldermen should determine.
