The Board of Aldermen, of the City of Wichita Falls Texas, met
on the above date for the transaction of the business of the City
with Mayor A.H.Brittain presiding and with the following officers
present:

Fire Chief McClure
Minutes of the regular session of January 24th were read and apT
approved.

a report by Mrs.T.B.Smock, Food and Dairy Inspector, was read,
and on motion by Alderman aioholt - seconded by Alderman hill-
approved and ordered spread on the minutes. Chich report is as
follows:
total number of visits to restaurants, groceries, fountains,
meat markets,bakeries and confectioneries 388 -1
Number of visits to Dairies 57
Number places scored 90
Number of milk samples tested 41
Average per cent of fat in samples from wagons 4.2%
Average per cent of butter fat in samples from Restaurants2.4
Normal per cent of butterfat in milk in winter 4to5
Less than 3.25 per cent butter fat indicated that the milk
has been skimmed, or that there is skim milk or water in the
the whole milk.

alderman Aicholt moved that the owners of the Kemp and Kell
building and the First National Bank Building be granted
p permission to install fire escapes in the rear of said building
tl and that the St.James Hotel be granted permission to enstall
Fire escape on the East side of said hotel, in allgy. All of
said fire escapes to be installed under the supervision of
the Fire Chief of the city of Wichita Falls,Texas, and in
1-tivvy accordance with State laws and Begulations governing fire
escapes and under the rovi ion th owners of the said
Kemp and Kell Buildings no 'W . ames TICAel Building, save
the city eh rml s from any damages which may be caused by the
installation,."of safa`'fire escapes, which motion was seconded
by alderman Gardner and carried.

Alderman Aicholt moved that a committee consisting of Fire
Chief MoUlure,City engineer Cooke, and Street Supt.,Dobson
be appoi4ed to investigate and recommend a plan for
numberin ouses in certain parts of Floral Heights and
Southland Additions to the city, which motion was seconded
- by Alderman Gardner and carried.

Alderman ;'(icholt moved that Mayor Brittain be authorized to sap
employ an auddtor to audit the citys books from April 1st,
1917, to April 1st, 1918, which motion was seconded by
Alderman hill and carried.

An ordinance prohibiting the giving or delivering or causing
to be given or delivered, or being in any concerned in the
giving or delivering of any spiritous,vinoua,malt or other
intoxicating liquors to any soldier in the service of the
United States of America, definition,penalties eto., was
on motion made by alderman Gardner, and seconded by Alderman
Hill, put on its second reading and passed by the following
yea and nay vote:

Alderman Gardner - yea
Alderman Hill - yea
Alderman Lea - yea

Mayor Brittain then declared ordinance No.247 passed on its *se
second reading by the unanimous vote of all the Aldermen
of the city present, voting yea.
