Min 03/14/1918 l' 6 % Wichita Falls, Texas, March 14th 1918. The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date for the transaction of the business of the City with Alderman, M. J. Gardner, Mayor Protem, presiding and with the following officers present: • Alderman J. A, Richolt " J. L. Lea, Jr. " Marvin Smith " E. G. Hill City Attorney, Nutt " Clerk, Walkup " Marshal,Humphris • " Engineer, Cooke Fire Chief, McClure in attendance. Minutes of last regular session were read and approved. 0 Mr. Lawton,representing the Wichita Falls Water Company,came before the Board, and asked permission to install Pump Station in street at the corner of 10th Street and Kemp Boulevard for the purpose of forcing water to Call Field; thereupon Alderman Lea moved that said re- quest be granted under the usual provisions, to wit: that the Wichita Falls Water Company hold the City harmless from all damages that may be caused by the installation or maintenance of said Pump Station and to remove same upon notice by the Board of Aldermen within sixty days from said notice, which Motion was seconded by Alderman Richolt and carried. 0 W. M. McGregor and R. E. Huff, representing the Security Loan and Investment Company, came before the Board and petitioned the Board for vAltpermission to install stairway in sidewalk on Eighth street adjoining .,,a,""am,A the First National Bank Building. The amount of the Street to be used being three feet wide by seventeen and one-half in length, commencing nineteen and one-half feet from line of Indiana Avenue; also the use of two feet of side walk around three of the windows of said building ���✓� for lights and protection to said lights; Whereupon Alderman Hill t�(.,', t� moved that said petition be granted under the usual provisions, to wit: 10 That the work be constructed under the supervision of the City Engin- eer, and that the said, The Security Loan and Investment Company hold the City harmless from any damages that may be caused by the installa- tion or maintenance of said staryway, which Motion was seconded by Alderman Smith. The Motion being put to Yea and Nay vote resulted as follows: Alderman Hill Yea, Alderman Smith Yea, Alderman Richolt Nay, Alderman Lea Nay. The vote being a tie, Mayor Pro-tem Gardner voted Yea, and declared the Motion carried. 0 • -r J. C. Hunt appeared before the Board with a petition to have pavement ,.»'\ put in on Lamar Avenue between 9th and 10th Streets; Whereupon Alderman "- Lea moved that Lamar Avenue between 9th and 10th Streets be paved as soon as contracts were signed by property owners, which Motion was van seconded by Alderman Richolt and carried. 0 M. M. Cooke requested the Board for permission to have his office telephone listed in the telephone directory under his own name as well as that of City Engineer; Whereupon Alderman Lea moved that the re- quest be granted, which Motion was seconded by Alderman Smith and carried. o Fred C. Barron, City Treasurer, filed his official bond, for Twenty- Five Thousand ($25,000.00) Dollars; Whereupon Alderman Richolt moved that the Bond be approved and accepted„ which Motion was seconded by Alderman Smith and carried. o Alderman Richolt moved that Alderman Hill be authorized to purchase two car loads of Sewer pipe, which Motion was seconded by • Alderman Lea and carried. 0 The Board of Aldermen then went into Executive Session to consider matters pertaining to the City as provided for in the City Charter to Q�, be considered in Executive Session. The Board then went out of Execu- ; oA tive Session and the following business was transacted: (34 Alderman E. G. Hill and Marvin Smith filed their resignations as City Aldermen to take effect the second day of April 1918, or as soon there- after as their successors are elected and qualified; Whereupon Alder- man Richolt moved that the resignations of Aldermen Hill and Smith be accepted, which Motion was seconded by Alderman Lea and carried. 0 Alderman Lea moved that the City Clerk be instructed to order an Election to be held on the first Tuesday in April, the same being the 1 second day of April 1918, for the purpose of electing officers for the City as provided in the City Charter, and also to include an order for the election of Aldermen to fill the unexpired terms of E. G. Hill 1 and Marvin Smith, which Motion was seconded by Alderman Richolt and carried. The Board then appointed the following named persons to hold said election: City hall Box. ' Court House Box. J.
