Min 05/22/1919 • Wichita falls, Texas, May 22, 1919 The Board of Aldemman of the city of Wichita Falls, Texas, met in regular session on the above date for the transaction of the business of the City, with Mayor J. B. icarlow, presiding, and with the following officers present, Aldermen J. F. Reed, J. M. AcFail, L. a. Bunny, H. F. Weldon and W. S. Curlee. City Atty Mathis, City Clerk Walkup, City Marshall Smith, Fire Chief McClure and acting City Engineer Donald in attendance. O 0 0 Minutes of the last regular session were read and approved. O 0 0 Alderman Reed vegd that the Southwestern Telephone and Telegraph Company be permitted to EW!S temporary building in the rear of the Telephone building on Scott Ave, for the purpose of storing material for making extensions, under the usual provision to wit: That the said Telephone and Telegraph Company its administrators, successors and assigns, hold the city harmless from any damages that may be caused by erection of said building.The motion was seconded by Alderman McFall andoarried. . 0 0 0 ORDINANCE NO. 257. AN ORDINANCE GIVING AND GRANTING UTO THE WICHITA FALLS TRACTION COMPANY, ITS SUCCESSORS, ASSIGN'S AND LESSEES, THE RIGHT TO OPERATE, CONSTRUCT AND MAINTAIN A STREET CAR LINE OVER AND ALONG CERTAIN STREETS OF THE CITY OF WICHITA FALLS, TEXAS, AND REPEALING SO MUCH OF ORDINANCES NOS. 108 and 1870F THE CITY OF WICHITA FALLS, TEXAS, AS REQUIRES THE WICHITA FALLS TRACTION COMPANY, ITS SUCCESSORS. ASSIGNS AND LESSEES TO PAVE ANY _ART OF THE STREETS OF WICHITA FALLS OCCUPIED BY SILT]) STREETS RAILWAY BELONGING TO THE WICHITA FALLS TRACTION COMPANY AND SO MUCH OF SAID ORDINANCES AS REQUIRES THE PAYMENT OF A GROSS • RECEIPTS TAX OF 'TWO PER CENT TO SAID CITY WHEN ITS POPULATION REACHES TWENTYI FIVE THOUSAND AND PROVIDING THAT A GROSS REC#IIPTS TAX OF TWO PER CENT SHALL BE PAID BY SAID WICHITA FALLS TRACTION COMPANY, 121 SUCCESSORS, ASSIGNS AND LESSEES WHEN ITS NET EARNINGS; EXCLUSIVE OF ALL TAXES PAID, SHALL AMOUNT TO EIGHT PER CENT ON THE AMOUNT OF ITS ACTUAL INVESTMENT. WAS ON MOTION of Alderman Weldon seconded by Alderman Curlee put on its third reading and passed by the following yea and nay vote, Alderman Reed Yea, Alderman McFall Yea, Alderman Bundy Yea, Alderman Weldon, Yea, Alderman flurlee Yea, Mayor Harlow then declared Ordinance No 257 passed on its throb and final reading by the unanimous vote of all the Aldermen voting Yea. • 0 0 o LL� ORDINANCE NO. 264 AN ORDINANCE GRANTING TO THE WICHITA VALLEY RAILWAY COMPANY, A CORPORATION, WHOSE PRINCIPAL OFFICE IS IN THE CITY OF WICHITA FALLS, TEXAS, A FRANCHISE FOR THE CONSTRUCTION OF A SIDING OR SWITCH TRACK ON, AND ALONG AND ACROSS CERTAIN STREETS AND ALLEYS IN THE CITY OF WICHITA FALLS, TEXAS. was on motion of Alderman Curlee seconded by Alderman Weldon put on its second reading and passed the following yea and nay vote, Alderman reed Yea, Alderman McFall Yea, Alderman Bundy Yea, Alderman Weldon Yea and Alderman Curlee Yea, Mayor Marlow then declared Ordinance wo 264 passes on second and final reading by the unanimous vote of all theAldermen voting yea. O 0 0 Alderman Curlee moved that Street Superintendent LDobson and Sanitary Officer Morgan be authorized to raise the wages of the men working in the Sanitary and street department fifty pants per day commencing Saturday "'ay 24, 1919, which • motion was seconded by Alderman Bundy and carried. O 0 o O 0 0 Alderman Reed reported to the Board that the manager of the Salvation Army had requested the use of a house•at the County Farm for the purpose of eareing for charity applicants, whereupon Alderman Weldon moved that the matter be referred to Alderman Reed with power to act, which motion was seconded by Alderman Curlee and carried. O 0 o The Board then went into executive session to condider matters authorized by the city charter to be considered in executive session the board then went out of executive session and the following business transacted. O 0 o Alderman Curiae moved that JBuohanan be employed as an engineer for the city, at salary not to exceed a50.00 a month, which motion was seconded by Alderman Bundy and carried. O 0 0 a. E. Huff came before the Board and presented a contract, signed by himself, M. D. Walker, and M. Stanlforth,paatiesof first part and J. P. Polhenus, be permitted to use 15ft of Tenth Street at the corner of Tenth Street and Scott Avenue for the purpose of storing material for the erection of a building at that point, under the usual provision to wit: That the said J. 0. Polhenus hold the City harmless from any damages that may be caused by storing said material, which motion was seconded by Alderman Weldon and carried. O 0 0 Alderman Reed moved that Fred Fultz be permitted to erect a gasoline filing station at 605 and 607 Indiana Avenue under the usual provision to wit: That the erection of said gasoline filing station shall be made under the supervision of the city Engineer and that the said Fred Fultz his administrators successors and Assigns hold the city harmless from any damages that may be caused by the construction and the maintance of the said gasoline filing station and remove the Sadid upon notice of the Board of Aldermen and to replace sidewalk in proper condition which motion was seconded by Alderman Curlee, and carried. O 0 0 Alderman Reed moved that H. F. Stucky Building Company, be permitted to use 15ft of the street and 6 ft of the Alley in rear at 718 Ohio Avenue for the purpose of repairs on building at that point, under the usual provisions to wit: that the said R. F. Stuoky Building Company its administrators, Successors and Assigns ho,.d the City harmless from any damages that may be caused by storing said material which motion was secondedby Alderman Curlee and carried. O 0 0 The Southern Oil Corporation of Oklahoma presented to the Board as application for a franchise to construct a private telephone line along and across certain streets and alleys in the city of Wichita Faills, Texas, Whereupon, Alderman Weldon moved that the application be received and filed and that said Corpora- tion be permitted to construct said telephone line, under the usual provision to wit: that the construction of said telephone line shall be undet• the supervision of the City Engineer and that the said Southern Oil Corporation of Oklahoma its Legal'representives, Administrators, Successors and Assigns, shall hold the city harmless from any damages that may be caused by the erection and maintanance of said telephone line and to remove same upon notice of the Board of Aldermen which motion was seconded by Alderman Curlee an, carried. 6� 0 o Alderman aeldon moved that Alderman Bundy and Fire Chief McClure be authorized to purchase 1000 ft of fire hose or as much as may seem necessary which motion was seconded by Alderman Cp.rlee and carried. o 0 0 An agreement between R. E. Huff and others owning property joining the alley running North and South in 18 Southh.�,,p� Addition, was presented to the Board, whereupon, Aldermanoved that(`a., eement be approved and filed which motion was seconded by Alderman Reed and carried. 4. 0 0 0 Alderman,Reed moved that Alderman Bundy be authorized to employ two police- men also buy moter cycle if he thinks necessary which motion was seconded by Alderman Weldon and carried. 0 0 0 t s i .
