Min 10/16/1919 Wichita Nalls, Texas, October 16th, 1919. The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date for the transaction of the business of the City with Mayor J. B. Marlow presiding, and the following officers present, Aldermen J. F. Reed, J. M. McFall, M. A. Bundy, H. F. Weldon and W. S. Curies. City Atty Mathis, City Clerk Walkup and Acting City Engineer Donald in attendance. o 0 o Minutes of last regular session were read and approved. 8 0 o Alderman McFall moved that the City Clerk mail Dr. Meredith voucher for $37.60 for balance salary for August 1919 which motion was seconded by Alderman Weldon and carried. 0 0 0 Alderman McFall moved that Edgar Biles be authorized to install a gasoline filing station at 1002 & 1004 Scott Avenue under the usual provision to wit: that the said Edgar Biles his Administrators, Successors and Assigns shall hhdd the City harmless from any damages that may be caused by the construction or maintenance of said Gasoline Filing Station and that said construction shall be under the supervision of the City Engineer and to remove same upon notice of the Board of Aldermen Ind to replace sidewalk in proper condition which motion was seconded by Alderman Weldon and carried. 0 0 0 The SandersHaid Auto Supply Company came before the Board and ask permission to utilize a part of the sidewalk at 908-9th Street for the purpose of filing Automobiles with gasoline whereupon, Alderman Weldon moved that the matter be referred to the Public Utilities Committee with instruction to report back go the Board which motion was seconded by Alderman Bundy and carried. 0 0 0 Alderman Bundy move$ that the Sanders Haid Auto Supply Company a partnership composed of E. E: Sanders and W. S. Haid be—authorized to install two (2) Gasoline Filing Stations at 908-9th Street under the usual provision to wits that the said Sanders Haid Auto Supply Company and E. E. Sanders and W. S. Haid individually their Administrators, Successors and Assigns shall hold the City harmless from any damages that may be caused by the installation or maintenance of said Gasoline Filing Stations'and that the Installation shall be under the supervision of the City Engineer and to remove same upon notice of the Board of • Aldermen and to replacestdewalk in proper condition which motion was seconded by Alderman McFall and carried. O 0 0 Mayor Marlow then placed Mayor Protem Reed in the chair, whereupon, Mayor Marlow moved that Sanitary 0ffioer Morgan be authorized to pay Four ($4.00) Dollars per day for men working on trash wagons which motion was seconded by Alderman Curlee and carried. O 0 o Mayor Marlow moved that the salary of Sanitary Officer Morgan be raised to $160.00 per month commencing October 1st, 1919 which motion was seconded by Alderman Bundy and carried. O 0 o Mayor Marlow then resumed the chair. O 0 0 ORDINANCE No. �Z7O AN ORDINANCE REPEALING ORDINANCE 123 WHICH ZICENED, TAXED AND REGULATED THE RATE OF POP CORN, PEANUTS, CAM-TES, ETO,VPON THE STREETS OF TEE CITY OF WICHITA FALLS, TEXAS AND PROVIDING A PENALTY, was on motion of Alderman Curlee seconded by Alderman Bundy put on its first reading and passed by the following yea and nay vote, Alderman Reed yea, Alderman McFall yea, Alderman Bundy yea;' Alderman Weldon yea and Alderman Curlee yea. Mayor Marlow then declared ORDINANCE NO.270 passed on its first reading by all the Aldermen of the Oity voting yea. o 0 o ORDINANCE No. 269 AN ORDINANCE PROHIBITING THE PARKING OF AUTOMOBILES TRUCKS, TRACTORS $ND TRAILERS, WHICH ARE BEING OFFERED FOR SALE, UPON THE STREETS OF THE CITY OF WICHITA FALLS, TEXAS, AND PRESCRIBING A PENALTY, was on motion of Alderman Curlee and seconded by Alderman McFall put on its dAochd reading and passed by the following yea and nay vote. Alderman Reed yea, Alderman McFall yea,Alderman Bundy yea, Alderman Weldon yea and Alderman Ourlee yea. Mayor Marlow then declared ORDINANCE No. 269 passed on its second reading by all the Alderman of the City voting yea. o Alderman Curlee moved that the City Clerk be instructed to issue a duplicate of Warrant number 8447 dated December 20, 1918, for $3.86 which motion was seconded by Alderman McFall and carried. O 0 0 • The Desk Sergeant of the Police Department filed a report for the week ending Qotober 15th, thereupon Alderman McFall moved that the report be received and filed which motion was seconded by Alderman Randy and carried. 0 0 o Alderman McFall moved that this Board go on record as favoring an amendment o the constitution of the State of Texas granting the City of Galveston permission to issue Bonds for the purpose of erecting sea wall protection which motion was seconded by Alderman Reed and carried. o 0 o Alderman Bundy moved that the City Engineering Department be authorized to stop street paving at any time when in their opinion the work is not being done according to speeification and grades which motion was seconded by Alderman Weldon and carried. 0 0 o Alderman Reed moved that the City Clerk be instructed to issue warrant tor the payment of the freight on the Road Machine from Kansas City to Wichita Falls, which motion was seconded by Aldermen McFall and carried. 0 0 0 ant -Alderman Bundy reported that he had employed George W. Thorborn as desk seargeant for the police department at a salary of 1150.00 per month commencing October 1st, 1919, whereupon Alderman McFall mowed that t he Action of Alderman Bundy be ratified which motion was seconded by Alderman Weldon and carried. O 0 0 Alderman Bundy moved that Police Officer Sohwend be granted a leave of absence which motion was seoonded by Alderman Weldon and carried. o 0 o Alderman Bundy moved that Alderman Weldon be authorized to purchase two (2) automobiles one for the use of the Engineering Department and one for the tee of the Street Department which motion was seconded by Alderman Weldon and carried. O 0 0 Alderman Curiae moved that Alderman Bundy be authorized to erect building in the rear of the City Hall to be used for the storing of City Automobiles which motion was seconded by Alderman Weldon and carried. — o 0 0 Alderman Weldon moved that the City bills be paid as per OK of Finance Committee which motion was seconded by Alderman Reed and carried. 0 0 0 The Board of Aldermen then adjourned until Eight Thirty otClock A. The Board of Aldermen of the City of Wichita Falls, Texas, met in regular adjourned session on the above date for the transaction of the business of the city with Mayor J. B. Marlow presiding, and with the following officers present, Aldermen J. F. Reed, M. A. Bundy, J.'M. McFall, II., F. Weldon and W. S. Curlee. City Clerk Walkup in attendance. 0 0 0 _ ORDINANCE 271 AN ORDINANCE ESTABLISHING THE RATE OF TAXATION FOR THE YEAR A. D. 1919. was read, and all the Aldermen of the City being present, Alderman Reed moved that the rule requiring Ordinances to be read and passed at three separate regular meetings of the BOard of Aldermen, the last of which to take place not less than ten days from the first, be suspended, and that Ordinance NO. 271 be adopted and passed on its final reading, which motion was seconded by Alderman McBail and carried by the unanimous vote of all the Aldermen of the city voting yea, Ordinance No. 271 was then put on its final reading and passed by the following yea and nay vote. Alderman Reed yea, Alderman Bundy yea, Alderman McFall yea, Alderman Weldon yea and Alderman Curlee yea. Mayor Marlow then declared Ordinance No. 271 passed on its final reading by all the Aldermen of the City being present and Toting yea. 0 0 0 o 0 o The Board of Aldermen then adjourned.
