Wichita Falls, Texas, October 30th, 1919.
The Board of Aldermen of the City of Wichita Palls, Texas, met in regular session
on the above date for the transaction of the business of the Cit„ with Mayor
J. B. Marlow presiding, and with the following officers present, Aldermen M. A.
Bundy, J. F. Reed, W. S. Curlee and H. F. Weldon, City Atty Mathis, City Clerk
Walkup, Fire Chief McClure, City Tax Aecessor and Collector Anderson and Acting
City Engineer Donald in attendance.

Minutes of last regular session were read and approved.

Alderman Weldon moved that R. H. Wagoner be permitted to erect a building to be
used for the sale of goods, ware and Merohandise on Mill Street at South side of
Alley between San Antonio and Galveston Street which motion was seconded by
Alderman Reed and carried.

Alderman Weldon moved that the account of Southern Electric Company for Nine
Dollars Thirty ($9.30) be paid which motion was seconded by Alderman Reed and
carried.

Alderman Weldon moved that the merchants of the City be permitted to place trash
cans on the Sidewalks at the several places of business, said cans to be free
from any advertising matter which motion was seconded by Alderman Curlee and
carried.

ORDINANCE 271
AN ORDINANCE GRANTING TO WICHITA FALLS ELECTRIC COMPANY, ITS SUCESSORS AND
ASSIGNS, THE RINHT, PRIVILEGE AND FRANCHISE TO MN. CONSTRUCT AND MAINTAIN OVER
CERTAIN STREETS AND ALLEYS IN THE CITY OF WICHITA FALLS, TEXAS, A RAILROAD
SPUR TRACK, was on motion of Alderman Weldon and seconded by Alderman Curlee
put on its first reading and passed by the following yea and nay vote.
Alderman Reed yea, Alderman Bundy yea, ..lderman Curler yea and Alderman Weldon
yea, Mayor Merlow then declared Ordinance No. 271 passed on its first reading by
the unanimous vote Of all the Alderman of the City present, voting yea.

ORDINANCE 272
AN ORDIN..ANC REGTLATING THE PRODUCTION, LABELING, HANDLING, PAS ZING,
DISTIUMUTION AND SALE OF MILK AND CREAM AND CERTAIN MILK PRODUCTSA-FORBIDDING
THE HANDLING AND SALE OF ADULTERATED ► UNWHOLESOME AND MISBRANDED MILK OR DREAM
OR SUCH MILK PRODUCTS PROVIDING FOR THE INSPECTION OF DAIRIES, DAIRY FADS, AND
MILK PLANTS, AND PROVIDING FOB THE ENFORCEMENT OF THIS ORDINANCE AND PROVIDING
A PENALTY, was on motion of Alderman Reed seconded by Alderman Weldon put on its
first reading and passed by the folowing yea and nay vote. Alderman Reed yea,
Alderman Bundy yea, Alderman Weldon Yea and Alderman Curlee yea, Mayor Marlow
then declared ORDIAITCE No. 272 passed an its first reading by the unanimous
vote of all the Aldermen ofthe City present voting yea.

0DINANCE 273.
PLUMBING, SEWER AND GAS ORDINANCE, RILES AND REGULATIONS, OF THE CITY OF
WICHITA FALLS, TEXAS.
AN ORDINANCE creating the examining and Supervising Board of Plumbers
designating the members thereof, and prescribing their powers and duties
and term of office, providing for the licensing of plumbers, and the giving
of indemity bonds by persona, firms or corporations engaged in the business
of plumbing or gas fitting inb.the City of Wichita Falls, Texas, and setting
forth the manner and way which plumbing work and gas fitting shall be done
the kind and class of materials to be used in such work, the inspection of
plumbing and gas fatting and the scale of fees for such imspection, defining
the pwwer and duties of the inspector of Plumbing and requiring permits for
certain kinds of Plumbuing, drainage and gas fitting and compelling buildings
under certain conditions to be connected with sanitary sewers, and prescrib-
ing penalties for the violation of any of the provisions of this act and
repealing all ordinances and parts of ordinances in conflict with same, was
on motion of Alderman Wedlom seconded by Alderman Curlee put on its first
reading and passed by the following yea and nay vote. Alderman Bundy yea,
Alderman Reed yea, Alderman Weldon yea and Alderman Curlee yea. Mazror
Marlow then declared ORDINANCE no. 273 passed on its first reading by the
unanimous vote of all the Aldermen of the City present voting yea.

ORDINANCE
AN ORDINANCE PROVIDING FOR THE LICITESING AND REGULATION INTENNRANT VENDORS OF
GOODS WARE AND MERCHANDISE AND PROVIDING A PENALTY, was on motion of Alderman
Curlee seconded by Alderman Reed put on its first reading, the motion being
pat to yea and nay vote resulted ad follows s Alderman Reed yea, Alderman Curiae
yea, Alderman Bgndy nay and Alderman iPeldon nay, t',- vote being a tie Mayor
Mallow h voted nay and declared the motion lost.

Alderman Bundy moved that B. N. Corder be permitted to erect a building at
1306-11th Street to be used for the purpose of the sale of goods, vzar4and
merchandise provided thatthe said Corder will remove the old building from the
lot as soon as new building is completed which motion was seconded by Alderman
Reed and carried.

Alderman Weldon moved that the young Womens Christian Assoctiation be permitted
to erect a building in Bellvue park, said building to be line with the
Civic Progress o£'the City and hat the title of Bellvue Park woald remain in ¶'
the City and that Bellvue Park shall still be used for Park purposes which
motion was seconded b: Alderman Curlee and carried.

W. I. Kent, W. T. Kent, J. P. 8arkksy and W. R. katd.owe be permitted
to erect a Gasoline Filing Station On Seventh Street at 800-
7th Street under the usual ptovisions to wit : that the installation of said
Gasoline Filing Station shall be under the supervision of the City Engineer
and that the said Kents Bros & Company and W. L. Kent, W..T. Kent, J-. P. Barkley;
and W. R. Meadows individually their Administrators, Successors and Assigns shall
hold the City harmless from any damages that spay be caused by the insataa7.ation
and maintenance of said gasoline filing station, and to remove same upon notice
of the Board of Aldermen and toreplce sidewalk in proper condition which,motion
was seconded by Ald rman Bund; and carried.

Alderman Reed moved that the Police Department be instructed to have fence
moved Out of Fifth Street between Adams and Seymour Streets whi h motion was
seconded by Alderman Weldon and carried.

The Board then went into Executive Session to condider matters authorized by
the City Charter to be considered in executive session, the Board then went
out of executive session and the following business was transacted.

A communication from T. R. T. Orth relative to drainage on Kemp Blvd. by the
Wichita Falls, Traction Company was readdwhereupon, Ald rman Weldon moved
that the City Clerk acknowledge receipt of said communication whcih motion
was seconded by Alderman Curlee and carried.

Alderman Bundy moved that the Cit, Clerk be instructed to notify the Mangers
of Railroads entering the City th't this Council goes on record and respectfully
asks that the said Railway Companjis._place a Night Matron in the Union'Station
which motion was seconded by Alderman Weldon and carried.

The Board of Aldermen then adjourned.
