City of Wichita Falls, Texas, January 22nd, 1920.
The Board of Aldermen of the City of Wichita Falls,
Texas met in regular session on the above date for the
transaction of the business of the City with Mayor J. B. Marlow
presiding and the following officers present: Alderman Reed,
M. A. Bundy, J. E. McFall, H. F. Weldon, and W. S. Curlee.
City Attorney Mathis'City Clerk Thorburn in attendance.//
Minutes of last regular session were read and approved.
Alderman Weldon moved that the contract for sale of
Fire Station on Van Buren and Tenth Street for $20.000.00
(Twenty Thousand) Dollars net be ratified and confirmed, if
$b000.00 be deposited with Contract by Thirsday January t9th
instant, which motion was seconded by Alderman Reed and
carried, and passed by the following Yea and tuay vote.

Alderman Curlee did Hot vote, Mayor warlow then declared
motion carried bran the Aldermen of the City present voting
yea.
Alderman Weldon Moved that the WiChitaCdoeiandAlefrigeratot
Company submit maps, charts and blueprints before any action
be taken on Franchise for furnishing steam heat and etc. Which
motion was seconded by Alderman Reed and carried.
Alderman Curlee Moved that the Police Commissioner
detail a man to make reports on City Street Lights, and that
a daily report be made to the City Clerk, which motion was
seconded and carried.

Alderman Weldon moved that expenses of Robert Goodfellow
to Austin be allowed and that the City Clerk issue a warrant
for same which motion was seconded by Alderman Curlee and
carried.
Alderman Curleer.Moved that H. J. Andersors resignation
- JILlepe accepted which motion was seconded by Alderman Weldon and
arried.
Alderman Weldon moved that the Council express to Mr.
Anderson it's appreciation of his faithful services to the
City and of his co-operation with the Council, which motion
Was seconded by Alderman Bundy and carried.
Alderman Bundy moved that W. S. Appling be appointed as
i✓^ Speci 1 ssessop at a salary of $150.00 per month commencing
6 /1/x'o, which motion was seconded by Alderman

Moved by Alderman Weldon that the City bills be paid
as per the 0. K. of the Finance Committee, which motion was
seconded by Alderman Reed, and carried.

The Board then proceeded to check the returns of an
election held January 15th, 1920, for the Issuance of Eight Hundred
Thousand ($800,000.00) Dollars in Bonds, for the purpose of acquir-
ing and constructing water works and securing an available water
supply and a Water plant for the City of Wichita Falls, Texas, which
showed the following results:

result of an Election held on the 15th day of January, 1920, for
the Issuance of Eight Hundred Th sard $800,000.00) Dollars, City
of Wichita Falls Bonds, for the, ofQacquiring and con-
structing water worksand securing an available supply and a Water
Plant for the City of Wichita Falls, Texas. Thy Motion carried by

Marlow then declared the following resolution adopted.
Whereas, at a meeting of the Board of Alderman of the
City of Wichita Falls, Texas, held on the 22nd day of January, 1920,
came on to be considered the returns of an election held on the
15th day of January, 1920, to determine whether or not the Board
of Aldermen of the City of Wichita Falls, Texas, be authorized to
issue bonds of said City in the sum of Eight itttndred'Thousand
($800,000.00) Dollars, payable forty years after date, with option
of redeeming same at any time after ten years time, bearing interest
at the rate of five per cent, interest payable semi-annually, and to
levy a tax sufficient to pay the interest on said bonds and to
create a sinking fund sufficient to redeem them at maturity for
the purpose of acquiring and constructing water Works and securing
an available Water Supply and a Water Plant for the City of Wichita
Falls, Wichita County, Texas, under the provisions of a Charter of
the City of Wichita Falls, Texas adopted December 4th, 1913tunder
the laws of the State of Texas and it appearing at said ele tion
bias.ti+C was in all respects lawfully held and said returns fully
and legally made and that there were cast at said election '`^
Votes of which a Votes were cast for the Issuance
of Bonds and that there were east 7 against the Issuanc
of Bonds.
It is therefore ordered and declared that thepropssition

City of Wichita Falls, Texas, held on the 22nd day of January, 1920
came on to be considered the returns of an Election held on the
15th day of January, 1920, to determine whether or not a commission
shall be chosen to frame a new Charter and for the Election of a
Charter Commission consisting of Fifteen (15) members, and it appear
ing that said Election was in all respects lawfully held and said
returns fully and legally made and that there were cast at said
Election 506 votes, of which '89 were cast
favoring a Commission to be chosen to form a new Charter and that
there were cast 17 votes opposing a Commission to
be chosen to frame a new charter and that there were 4
