Min 02/26/1920 Wichita Falls, Texas, Feb. 26, 1920. The Board of Aldermen of the City of Wichita Palls, Texas met in regular session on above date for transaction of the business of the City with Mayor Marlow presiding and the following present:Alderman Curiae, Reed, Bunday and City Clerk Thorburn. Moved by Alderman Bundy that the City deed to Mytinger & Walker the alley running from Alma Str et to Eleventh Street in exchange for deed from Mytinger and Walker to 60 foot street opening from Alma Street to Eleventh Street and that Mytinger and Walker be allowed to retain the triangle, which motion was seconded by Alderman Curlee and carried. Alderman Curlee moved that D. H. Whitehill Construction Company be allowed use of 10 feet of street at 909 Scott for building shed and storing building material,which motion was seconded by Alderman Bundy and carried. Alderman Curlee moved that the contract made with C. R. Nichols by Alderman Reed be approved, which motion was seconded by Alderman Bunday and carried. by Alderman Reed that J. R. Ogle be allowed a ten day leave of absence, which motion was seconded by Alderman Curlee and carried. Moved by Alderman Curlee that Alderman Reed's report on his trip to Denver be approved and that he be thanked for his very thorough investiga- tion of the sanitary affairs of said city and that his expenses amounting to $65.10 be paid by the City, which motion was seconded by Alderman Bunday and carried. /J Moved by Alderman Reed that M. A. Bundy be authorized to buy the V White truck now here, which motion was seconded by Alderman Curlee and carried. Moved by Alderman Curlee that the expenses of Dr. Douglas to Dallas, which amount to $11.70, be paid by City, which motion was seconded by Alder- man Bunday and carried. Moved by Alderman Curlee that J. T. McAdams be permitted to open a grocery store on Lot 12, Block 36 on Polk Street, provided he has secured the necessary 75 per cent signatures to his petition, which motion was seconded by Alderman Bunday and carried. ORDINANCE 278 "An ordinance adopting form of Bond, fixing the plaoe of payment aid authorizing the execution of eight hundred thousand dollars Bonds of the City of - ichita Falls, Texas, for the Water Works System authorized by an election held January 15th, 1920, and making provision for a tax for the payment of the principal and interest thereof" was on the motion of Alderman Curlee seconded by Alderman Reed placed on its third and final reading by the following yea and nay vote: Alderman Curlee. Yea; Alderman Reed, Yea; Alderman Bunday,Yea, Mayor Marlow then declared Ordinance 278 passed on its third and final reading by all of the Aldermen voting Yea. I, ORDINANCE 279 "An Ordinance providing for submission to the qualified voters of the City of Wichita Falls the question, 'Shall the Proposed Charter, as recom- mended by the Charter Commission, be approved', calling a special election for said purpose as provided in Chapter 147, Page 307 of the General Laws of Texas, approved April 7th, 1913," was on motion of Alderman Reed, seconded by Alder- man Curlee, put on its third and final reading by the following yea and nay vote: Alderman Reed, Yea;Alderman Bunday, Yea; Alderman Curlee, Yea. Mayor Marlow then declared Ordinance 279 passed on its third and final reading by all the Aldermen voting Yea, r� ORDINANCE 280 "An Ordinance prohibiting the use of the sanitary sewers in the City of Wichita Falls, Texas, as a means of carrying away dirt, grease, water and other substances caused by the washing of automobiles, trueks and other vehicles; requiring washing racks to be connected with the storm sewer and prescribing a penalty" was on motion of Alderman Curlee, seconded by Alderman Bunday placed on its second reading by the following yea and nay vote: Alderman Curlee, Yea; Alderman Reed, Yea; Alderman Bunday, Yea. Mayor Marlow then declared Ordinance 280 passed on its second reading by all the Aldermen voting yea. Moved by Alderman Reed that the City Bills be paid as per t). M. 'of Finance. P. Hickman has entered into contract with the property . Owners on Pearl Avenue, between Brook Avenue and Harrison Street, to pave said street with concrete under the specifications adopted by the City of Wichita Falls, and under the supervision of the City Engineer, Now Therefore, Be it resolved by the Board of Aldermen of the City of Wichita Falls that Pearl Avenue from the West line of Brook Avenue to the East line of Harri- son Street is hereby ordered paved with concrete 46 feet wide, with 10 foot central parking,according to the specifications for one course concrete pave- ment, adopted by the City of Wichita Falls, and the City Engineer is hereby instructed to give the necessary grades and stakes and to supervise said woit, and the Street Superintendent is hereby directed to grade said streets in accordance with said specifications. The vote when the above resolution was put before the Council was as follows: Alderman Curlee, Yea; Alderman Bunday, Yea; Aldermen Reed, Yea.
