Min 03/18/1920 Wichita Falls, Texas, March 18, 1920. • The Board of Aldermen of the City of ;;ichita Falls, Texas, met in regular session on above date for the transaction of the business of the City with Mayor J. B. Marlow presiding and the following officers present: Aldermen Reed, Bundy, Curlee, McPeil and City Clerk Thorburn. • Moved by Alderman Curlee that the City permit property owners in Sibley Taylor Addition to lay a two inch water line approximately half a mile . in length in said Addition,with the understanding that if the City acquires the water works system, they will take over the two inch pipe and reimburse said property owners for same, when main is laid through said addition, cost of said pipe being twenty cents a foot, which motion was seconded by Alderman Bundy and carried. Moved by Alderman Re.,' that the Times Publi ' i ig Coupa ty be permitted to put a basement . der sidewalk on the Scott venue side of the Times Building and that unloading doors be permitted to be placed in parking space,which motion was seconded by Alderman Curlee and carried. 'loved by Alderman Bundy that 'the City Engineers meet with the Paving Contractors and figure out a mixture for paving which will be satisfactory cur- ing the emergency of shortage of crushed rock, and submit same to the Council, which motion was seconded by Alderman Curlee and carried. ORDINANCE NO. 2 0 "An ordinance requiring certain premises to be connected) with the sanitary sewer; stating requirements for the use of box closets and prescribing a penalty" was on motion of Alderman Reed seconded by Aldermen Curlee,put on its first reading by the following yea and nay vote: Alderman Bundy, Yea, Alderman Curlee, Yea, Alderman Reed, Yea, Alderman McFall, Yea. Mayor J. B. Marlow then declared that this ordinance was passed on its first reading by all of the Aldermen voting yea. Moved by Alderman Curlee that alderman Reed be instructed to close contract for storm sewer to drain East Lake, which motion was seconded by Alderman Bundy and carried. Moved by Alderman Curlee that taxes,which were reported by Tax Col- lector as having been paid twice,be refunded, which motion was seconded by Alderman McFall and carried. Moved by Alderman Bundy that the two thousand dollar bonds of the City of Wichita Falls, Texas, recently purchased by the City be paid for out of the Street Improvement No. 1 Fund, which motion was seconded, by Alderman Curlee '=!d carried. • Moved by Alderman Curlee that the bonds owned by the City, amounting to Twenty-Five Thousand Dollars,be authorized cancelled, which motion was second- ed by Alderman McFall and carried. Moved by Alderman McFall that the Holliday Creamery Company be per- mitted to bury a fifty barrel fuel oil tank in the alley adjoining the rear of the Holliday-Creamery building,lots eleven and twelve, Block 148, and also be permitted to lay fuel oil pipe line from alley intersection with Sixth Street south along the alley to rear of Holliday Creamery building under the usual provisions,to-wit: That the said Holliday Creamery Company its legal representa- tives, administrators, successors and assigns, shall hold the City harmless 'from any damages that may be caused by the installation or maintenance of said fuel oil tank and pipe line, and to remove same upon -otice of the Board of Aldermen; that installation shall be under the supervision of the City- Engineer and alley shall be left in proper condition after installation, which motion was seconded by Alderman Curlee and carried. • WHEREAS, Staniforth, Walker and Mytinger, have entered into contract C; with the property owners on Brook Street, between Collins Avenue and Pearl Street to pave said street with contrete under agreed specifications adopted by the City of Wichita Falls, and under the supervision of the City Engineer, NOW, THEREFORE, Be it resolved by the Board of Aldermen of the City of Wichita Falls that Brook Street from the South line of Collins Avenue to the South line of Pearl Street, is hereby ordered paved with concrete 40 feet wide, according to the specifications for one course concrete pavement, agreed by the City of ;ichita Falls, and the City Engineer is hereby instructed to give the necessary grades and stakes and to supervise said work, and the Street Superintendent is hereby directed to grade said streets in accordance with said specifications. Of the finance Committee, which motion was seconded by Alderman Curlee and carried. 7 53 WHEREAS, Selden Breck Construction Company has entered into contract with the property owners on alley in Block 165, between Seventh Street and Eighth Street, to pave said street with concrete under the specifications adopted by the City of Wichita Falls, and under the supervision of the City Engineer, NOW THEREFORE: Be it resolved by the Board of Aldermen of the City of Wielita Falls that alley in Block 165 from the North line of the hotel property to the North line of Eighth Street, is hereby ordered paved with concrete 25 feet wide, ac- cording to the specifications for one course concrete pavement, adopted by the City of Wichita Falls, and the City Engineer is hereby instructed to give the neces`cary grades and stakes and to supervise said work, and the Street Superintendent is hereby directed to grade arid streets in accordance with said specifications. WHEREAS, Westlake Construction Company has entered into contract with the property owners on Alley in Block 174, between Eighth Street and Ninth Street to pave said street with concrete under the specifications adopted by the City of Wichita Falls, and under the supervision of the City Engineer, NOW TtiERED RE, Be it' resolved by the Board of Aldermen of the City of Wichita Falls that the alley in Block 174 from the South line of Eighth Street to the North line of Ninth Street is hereby ordered paved with concrete 25 feet wide, accord- ing to the specifications for one course concrete pavement, adopted by the City of ichita Falls, and the City Engineer is hereby instructed to give the neces- sary grades and stakes and to supervise said work, and the Street Superintendent is hereby directed to grade said streets in accordance with said specifications. Moved by Alderman Curlee that a general election for the purpose of electing a Mayor, City Clerk, City Attorney, City Tax Assessor and Collector, City Health Officer, City Marshal, City Engineer, City Recorder, and Three Aldermen, be held in the City of Wichita Falls, Texas, on the first Tuesday in April, 1920, the same being the 6th day of April, 1920. Said election shall be held at the following polling places, to-wit : At the City Hall and Court House, all voters living East of Lamar Street, North of the Wichita River and South and East of the Wichita Valley Railway Company tract and in said City shall vote at the City Hall box, all voters living West of Lamar Street in said City shall vote at the Court House box. The following Officers shall be and are hereby appoilted to hold said election, City Hall Box: Presiding Judge. J.B. Fitts, Assistant Judge, J. S. Bridwell, Clerks J.J. Manning, C. G. Phillips and Tom Weidman. Court house Box: Presiding Judge, George Simmons, Assistant Judge, F. H. Dennison, Clerks, L. R. Webb, N.O. Monroe, and C. D.
