The Beard of Aldermen met in regular session on above
date for the transaction of the business of the City,with Mayor W.D.
Cline presiding and the following present: Alderman Curlee, McFall,
Bundy, and Bonner, and City Clerk Thorburn.
The minutes of the last meeting were read and approved.
Mayor Cline then proceeded to administer the oath of
office to M.O. McDowell, who was appointed to fill the vacancy caused
by the resignation of Dr. Reed.
ORDINANCE # 283.
" An ordinance amending to ordinance passed on the 9th
of'October, 1919, fixing inspection fees for Plumbing and Gas Inspec-
tion, fixino fees for tapping sewers, and providing a menalty" was on
motion Alderman Bonner seconded by Alderman McFall put on its second
reading by the following yea and nay vote:

Bundy and carried.

Alderman Curlee moved, and Alderman McFall seconded the motion
that the rules by suspended and an emergency declared in order that this
Ordinance might be ,assedl. which motion was carried by unanimous vote of
Yea.
Alderman Curies then moved that Ordinance No. 286 be passed,
which motion was seconded by A7,derman McFall. Vote was as follows:

Moved by Alderman Curlee that H.M. Norman be permitted
to build a fence around the building at Ohio & Eighth, formerly occupied
by the National Bank of Commerce, to remain there during the remodeling
of the building, which motion was seconded by Alderman tall and carried.
Moved by Alderman Curlee that the City purchase a Plow
Elevator for street grading, at a cost of $1,682.00 delivered, and to pay
cash for same and take the discount,which motion was seconded by Alderman
McFall and carried.
Alderman McFall then made a report on Lee's proposition
to Council at former meeting, and recommended that if an easement were
given that Mr. Lee should be allowed to conn8ct 4 houses with a six inch
sewer. Alderman Bundy then moved that the proposition be accepted when
the easement is properly executed, which motion was seconded by Alderman
Bonner and carried.
Alderman McFall then reported that after investigation of
the Lawn Mower at the Cemetery, that it would not be necessary tit) buy a
new Mower, but that some repairs to present one would suffice for the
present.
Moved by Alderman Bonner that the City Attorney be instructed
to prepare a contract to conform with Section 4 of Ordinance 18, between
Peoples Ice Company and Wichita Falls Water Company, and same be submitted
to the Wichita Falls Water Company for acceptance and the Council does now
order the Water Company to install a six inch main from some point so as
to extend to corner of Indiana and Fifth Street, and to install a Water
Plug at that point, which motion was seconded by Alderman McFall and car-
ried.
Moved by Alderman McDowell that a temporary wooden stair-
'case be permitted at the Y.W.C.A. building for a preiod of sixty days,
which motion was seconded by Alderman McFall and carried.
Moved by Alderman Curlee that the City Attorney be instruc-
ted to serve notice and take any necessary steps to move the parties now
occupying buildings on Front Street, Second Street, and Indiana Ave.,
which are out in the street, which motion was seconded by Alderman B onner
and carried.
Moved by Alderman McFall that the City Attorney be instruc-
ted to notify the Water Company that all water mains must be laid accord-
ing to instructions of the.City Engineer with reference to depth of same,
which motion was seconded by Alderman Curlee and carried.
Moved by Alderman Curlee that the petition to pave Monroe
Street be accepted and that the City Clerk advertise for bids on same,
to close 25th day of May, 1920, which motion was seconded by Alderman
McFall and carried.

THE FOUNDATS.OR OF OUR DEVELOPMENT AS A CITY.
As a Comissioner of finance of the City of Wichita Falls,
I feel a sincere responsibility in the discharge of the duties incumbent
upon me as the head of this important department of our City, especially
as our finances are at a very low ebb, and as our future needs will be
heavy. In the discharge of my duties I can only make a study of the finan-
cial condition of each department of our city, considering the present and
probable future needs, andrmake such recommendations to the Board of Alder-
men and our Citizens as in my best judgement is proper and practical, feel-
ing that it is my duty, I make the following recommendation:
Recommendation:
I hereby recommend to the Board of Alderman of the City of
Wichita Falls that the Mayor appoint a committee of ten (10) members from
the citizens of Wichita Falls including himself as a member of said com-
mittee to meet within ten (10) days from this date at a time and place to
be announced later for the purpose of considering the advisability and
feasibility of marking out a plan equitable to botji, the city and the
citizenship, whereby the citizens of Wichita Falls can better afford to
buy our own Municipal Bonds as voted and issued for the building of our
City, than to take chances of going into market with our bonds and selling
them at a great sacrifice and at a much higher rate of interest than we
have paid heretofore, and if a majority of said committee agree that such
a plan should be worked out and is the proper course to take, that said
committee be instructed to work out a definite plan and submit the same
together with their recommendation to.the Board of Alderman at their next
regular meeting.

Moved by Alderman Bundy that William Stackl be allowed
the use of 5 feet on Seventh Street and 15 feet on Scott Ave. during
construction of building at this corner, which motion was seconded by
Alderman Curlee and carried.
Mr. Lee Jackson and others then anneared before Council
to request that the Water Company be instructed to install a main on
Denver Ate., and Alderman Bundy moved that this matter be referred to
Commissioner of Public Utilities, which motion was seconded by Alderman
McFall and carried.
Moved by Alderman Curlee that Drs. Walker and Douglas be
permitted to attend the State Health Meeting on May 13th, at Dallas, at
the expense of the City, which motion was seconded by Alderman McFall
and carried.
Moved by Alderman McDowell that Joe King be permitted
to hang lights along Bluff Street, from Mill Street to Cannon Park,
which motion was seconded by Alderman McFall and carried.
Moved by Alderman McDowell that J.M. McFall be appointed
to select and design the heading for City Stationery, which motion was
seconded by Alderman Bundy and carried.
Moved by Alderman Bundy that Lee Huff be employed by
Robert Goodfellow at a salary of 0200.00 per month, to be Chief of Detec-
tive Department, which motion was seconded by Alderman McFall and carried.

Mover by Alderman Bundy that Robert Goodfellow be per-
mitted to have alterations made in office, which motion was seconded
by Alderman McFall and carried.
Moved by Alderman.Bundy that Grover Eabern's doctor bill
of y/O. 00 be paid by the City, and that a release from all liability
be taken from said Grover Habern which motion was seconded by Alderman
McFall and carried.
Moved by Alderman Bundy that the Bond of 410.00 in case
No. 27011 be refunded, which motion was seconded by Alderman McFall
and carried.
Alderman Bundy then rendered his resignation from the Board .
of Aldermen, and Alderman McFall moved "That with deep regret the resig-
natiOn be accepted and that the thanks and deep appreciation of *he
Council be extended to Mr. Bundy for his good services to the City during
his term of office", which motion was seconded by Alderman Curlee and
carried.
At 8 A.M. Saturday May 15th, 1920, the Board of Aldermen again
r'", took up the transaction of the business of the City, with Mayor Cline
Gam{ ) presiding and all of the Aldermen present.

Moved by Alderman Bonner that the City Engineer ant City
Attorney send notices to all the property owners on Buchanon Street, from
Tenth Street to Avenue H requesting them to comply with the City Paving
Law, and the City as one of the property owners on said street pay their
proportion of the paving to be done, which motion was seconded by Alderman
McDowell and carried.
Moved by Alderman Curlee that the contract between Zimmerman and
the property owners on Buchanon Street be rectified by the City Council
and that he be permitted to nave said Street, rovided he gives the City
a maintenance Bond of 4,000.00 for a term of five years, which motion
was seconded by alderman Bonner and carried.
William Stackl then came before the Board requesting he be per-
mitted to use more than five feet on Seventh Street for storing of material
and Alderman McFall moved that this matter be referred to Alderman Curlee
with authority to act, which motion was seconded by Alderman McDowell and
carried.
Moved by Alderman McDowell that Zimmerman be permitted to use
fifteen feet on Scott Ave. between the Standard Garage and the New Hotel
for storage of material to be used in building, which motion was seconded
by Alderman Curlee and carried.
Mayor Cline then recommended to the Council that W.G. Bralla y
be appointed Alderman in place of M .A. Bundy, resigned, and Alderman
Bonner moved that W.G. Bralley be appointed as per recommendation, which
motion was seconded by Alderman McFall and carried by'the following vote:

Mayor Cline then declared W.G. Bralley appointed as Alderman in place of
M.A. Bundy, resigned, by all the Aldermen present voting Yea.
Mayor Cline then *proceeded to administer the oath of office to
W.G. Bralley.
The Board of Aldermen then recessed until Tuesday, May 18, 1920.

At 3 p.m. Tuesday May 18th, 1920, the Council again met and Yr.
Jalonick, of the ..ichita Falls Electric Company came before the Council
and made a-proposition on charges for light and the maintenance of the
proposed "white way" and it was agreed that he should draw up a tentative
contract giving the fundamentals at once, and submit a detailed propositifn
later.
I-dr. Leslie Humphries, and others, them petitioned the Council to
order paving on Eighth Street, to end of #ose Ave. at Denger, and from
Rose Ave. to Ninth Street on Denver, and Alderman Curlee then moved that
the petition be received and filed, and that bids be asked on all paving
for which petitions have been recieved, said bids to be in by June 15th,
which motion was seconded by Alderman Bonner and carried.
The recommendation of the Fire Chief for necessary apparatus,
et was then read, and Alderman McFall moved that Chief McClure buy

the apparatus asked for, which motion was seconded by Alderman Bonner
and carried.
Alderman McFall moved that Chief McClure and the representative
of the Camewell Fire Alarm System make a tentative contract with the
Southwestern Tel. & Tel Company for the 2ole lines on Seventh and Ninth
Streets, and submit same to Council for approval, which motion was seconded
by Alderman Bonner and carried.
