The Board of aldermen of the City of Wichita Falls, met in regular
adjourned session on the above date with the following eresent;-

A committee from/Kiwanis Club headed by C. E. Thames addressed
the Council in the interest of a municipal golf course stating that grounds
had been obtained, from R, E. Huff and that the Kiwanis Club would donate the
City c500.00 to pay the cost of material to be used if the City would nut in
and maintain a nine (9) hole course.

Moved by Alderman Clifford, that the City accepA the proposition
of the Kiwanis Club, provided during the week ending larch 214th 1923, 100
yearly greens fees at 00.00 each can be sold. These fees toibe :paid to the
City Clerk or to Walter Robbins President of the Kiwanis Club(,/and tdueoveri
playing privilege for the year ending December 31, 1923. for the benefit df
the city.
Motion seconded by Alderman Stayton and carried.
roved by Alderman Stayton that the charges against J. L. Moore,
Plumbing Inspector filed by F. G. Swanson, Attorney for a group of plumbers
be tabled until Dr. Reed's successor has been elected and has qualified, and
that the plumbing inspector be instr:dted to follow the plumbing ordinance to
the letter, and not to issue permits to Plumbers who have not eualified, under
the provisions of the City Ordinance.

RESOLUTION CLOSING HEARING TO PROPERTY 0:NERS AND OTHERS iNTERESTI
ED IN IMPROVEMENT OF AUSTIN STREET BETWEEN THE SOUTH PROPERTY LINE OF ELEVENTH
STREET AND THE NORTH CURB LINE OF TWELFTH STREET, AND DETERMINING AMOUNTS OF
aS6ES3EETTS AGAINST ABUTTING LOTS, AND PARCELS OF PROPERTY, AND THE OTHERS THERE
OP.
BE iT RESOLVED BY THE tGARD OF ALDERIaN OF THE CITY OF WICHITA
PALISH THAT,
WHEREAS, the Board of \Aldermen of the City of Wichita Falls has
heretofore ordered the following portion of street in said City improved by
raising, grading and filling same and installing concrete curbs and gutters,
and paving with Warrenite-Bitulithic Pavement on concrete foundation, to-wit:
all the unpaved portion of Austin Street between the South Property line of
Eleventh Street and the North curb line of Twelfth Street.
WHEREAS, by resolution of the Board of Aldermen adonted on the
31st day of January 1923, it is ordered that a hearing to all owners of nrop-
erty abutting on said portion of said street, and all others interest4be held
in the Council Chamber in the Morgan Building at 4 P. M. on the 19th day of
February 1923, and that notice thereof be gyen: and,
WHEREAS, due notice of the time and place of such hearing was
given and such hearing held, and all parties, their agents and attorneys, and
all others desiring to be heard, have been fully and fairly heard, and at such
hearing the following protests were made;

Protesting against the cost of such improvements and that there
is no public necessity; no enhanced value and that the materials are not uni-
form.
. .
That all protests and objections, whether therein specifically
mentioned or not, be and they are hereby over-ruled.

That the Board of Aldermen finds from the evidence before it that
no property will be damaged by means of, or as a result of any of said improve-
ments.
3.
The Board further finds from the evidence before it that the prop-
er rule of apportionment of the cost of such improvement is that applied and
shown on the estimates, reports and statements of the City Engineer filed on
the 31st day of January 1923, and examined and approved by the Board, and that
such produces and effect substantial equality and justice between the various
lots and parcels of land shown ond affected thereby and the respective Dv/tiers
thereof, and the Board further finds from the evidence that each parcel or lot
of land abutting on said portion of Austin Street will be benefited in enhanced
value by means of such improvements on said portion of Austin Street in an amo-
unt in excess of the portion of costs to be assessed against same as shown on
said estimates, reports and statements of the City Engineer and that each par-
cel or lot land abutting on said portion of Austin Street will be benefited in
enhanced value by means of such imP2ovements on said portion of Austin Street
in an amount in excess of the Portion of costs nroposed to be assessed against
same as shown on said estimate reports and statement of the City Engineer; and
that each parcel or lot of land abutting on Said portion of Austin Street will
be benefited in enhanced value by means of such improvements on said portion of
Austin Street in an amount in excess of the portion of costs proposed to be ass-
essed against same as shown on said estimate repopts and statements of the City
Engineer.
4.
That said sums be assessed against said lots or parcels of prop-
erty, and against the owners thereof, and the city attorney is hereby directed
to prepare form of Ordinance, levying such assessments in accordance with the
Charter and laws in force in this city and in accordance with the Ordinances,
resolutions and other proceedings of the City applicable thereto.
5.
That said hearing be and it is hereby closed as to all parties
and as to all said improvements.

That this resolution take effect from and after its passage.

pay Tire dpes for year 1923,in the amount of 5.00.

with plans, profiles, specifications and estimates of the proposed improvements
the same embraces the different materials, plans and methods of improvement
set forth and specified in the said resolution.

RESOLUTION APPROVING AND ADOPTING PLANS, PROFILES, SPECIFICATIONS
AND ESTIMATES OF THE PROPOSED IMPROVEMENT OF LUCILE STREET FROM THE EAST CURB
LINE OF BROOK STREET TO THE WEST CURB LINE OF GRACE STREET IN THE CITY OF WICH-
ITA FALLS, TEXAS AND DIRECTING THE CITY CLERK TO ADVMTISE FOR COMPETITIVE BIDS
FOR TEE I'LAKING AND CONSTRUCTING OF SUCH IMPROVEMENT.
BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA
FALLS: THAT
WHEREAS, by resolution passed on the 12th day of March 1923, the
Board of Aldermen of the City of Wichita Balls declared the necessity of imp-
roving Lucile Street from the east curb line of Brook Street to the West curb
line of Grzace Street by raising, grading and filling same, and paving same and
installing concrete curbs and gutters, with the materials and in the manners
and methods stated in the said resolution, and gave the method by which it was
proposed that payment be made therefor, and directina the City Engineer to have
plans, profiles, specifications and estimates of the proposed improvement,pre-
pared; and
WHEREAS, the said City Engineer has prepared such plans, profiles,
specifications and estimates and has filed the same with the Board of Alderaen,
and the same have been inspected and examined and corrected, where necessary;
1.
That the said plans, profiles and specifications and estimates, be
and they are hereby adopted and approved as those under, by, and in accordance .
with which said improvements shall be made and constructed.
2.
That the City Clerk be and he is hereby directed to advertise for
competitive bids for the making and constructing of the said improvements, in
the manner and for the length of time and in the form required and provided by
the City Charter and laws in force and in effect at this time, and by the ord-
inances and proceedings of this Bard and such bids will be received until and
shall be opened on the 2Gth day of March 1923 at 7:30 o'clock P. I'., and all •
bids shall be made in the manner and accompanied by certified check and by the
guarantee provided and remuired by the said specifications.
3.
This resolution shall take effect from and after its passage.
