The meeting was held in the City Council Conference Room at Memorial Auditorium, 1300
Seventh Street, Wichita Falls, TX 76301.

Agenda Items:
I. Meeting was called to order at 2:00 pm
II. Minutes from the previous meeting on 5/4/22 were approved.
III. Financial Report was included in the HUB presentation
IV. HUB International presentation
a. The following medical plan changes were recommended by HUB:
i. Discontinue Out of Network Benefits coverage except for Emergency
Room setting (beginning PY24)
1. Member impact: 2% of covered
ii. Implement BCBS Advanced Payment review for PY23
1. Member impact: n/a
iii. Discontinue Alight Consumerism program for PY23
1. Member impact: 1%
iv. Implement Embarc Protection through Express Scripts for PY23
1. Member impact: n/a
v. Implement Employee Family Health Center (QuadMed) Behavioral
Health Services for PY23
1. Member impact: n/a
V. The board voted to approve all of the above items as well as no premium increase
for employees or Pre-Medicare retirees.
VI. Kelly Fristow made a presentation regarding alternative insurance plan for City
employees and retirees.
VII. With no further business, the meeting was adjourned at 1529 hours.
