Moved by Alderman Liepold that the Minutes of the regular meeting held January 23rd and the called session held Jan. 26, 1956, be and the same are hereby approved. RESOLUTION NO.289 WHEREAS, the City National Bank in Wichita Falls, Texas, has deposited in trust with the First National Bank in Dallas the sum of $300,000.00 in U.S. Treasury Bonds, as security for the account of the City of Wichita Falls, Texas, as evidenced by First National Bank in Dallas Certificates Nos 54688 and 56136, as hereinafter set forth: Cert. No. 54688, dated 11-18-54, 2 1/2%U.S. Treasury Bonds of 1956-58, due 3-15-58, No. 23074 @ 100M 100,000.00 Cert. Mr. Buford Rice again appeared before the Council protesting parallel parking imposed at his place of business. Moved by Alderman Lam that the Minutes of the City Traffic Commission, dated 661 Feb. 9, 1956, be and the same are hereby approved and ratified, copy of which is attached hereto and made a part of the records hereof. Moved by Alderman Liepold that Excerpts from the Minutes of the City Planning Board, dated February 10th and llth, respectively, be and the same are hereby approved and ratified, copies of which are attached hereto and made a part of the records hereof. Moved by Alderman Cox that the Board of Aldermen does hereby approve payment to Wichita General Hospital the sum of $9762.96 for December charity patients and direct the City Clerk to draw a check for the same. Moved by Alderman Reichmuth, in accordance with,bids opened January 23rd for pur- chase of Brass Goods for the Water Department, that the Board of Aldermen accept the recommen- dation of the Director of Utilities and the Purchasing Agent, and award the bid equally to Morrison Supply Co. and Clowe & Cowan Inc. at the low bid price of $5976.91 for the total bid, or Morrison Supply Co. $2988.45 and a like amouvit for Clowe & Cowan, Inc . RESOLUTION NO.288 BE IT RESOLVED by the Board of Aldermen of the City of Wichita Falls, that the City of Wichita Falls convey to the Wichita Falls Chapter of the American Red Cross, the . following described tract of land for a consideration of Ten Dollars (410.00), to be used as a Chapter House by the said Red Cross Organization; further to authorize Mayor LloydC..Th to sign deed to above tract for and on behalf of the City of Wichita Falls; BEING a portion of Lot One (1) of Block Seven (7), Bellevue Addition to the City of Wichita Falls. Logan, Chaplain for the Police Department, presented a petition, signed by various members of the Police Department, requesting substantial salary increases; like- wise similar petitions were presented for the Fire Department, Street Department and Water Department. The consensus of opinion of the Council was to the effect that departments alike : should have the same consideration. Alderman Hyatt suggested that the matter be taken under advisement and the Mayor appoint a Committee to confer with the Department heads whose employees are asking for pay increases, whereupon the Mayor appointed all members of the Council to serve in the above capacity, thereupon the following motion was had: Moved by Alderman Reichmuth that the Council meet with the Department heads above mentioned at the very earliest possible date. Motion seconded by Alderman Banner and carried unanimously. Mr. Ed McGrath appeared before the Council requesting Lots 56 & 57, Block 15, Rivererest Park Addition be de-annexed, for reason the City had not furnished sanitary 'e-o sewers for this Addition, whereupon the Director of Public Works and the 9ity Attorney were Aw 3 directed to prepare the necessary ordinance to de-annex the above mentioned property and present same to the Council for further consideration. • Moved by Alderman Liepold that the meeting be adjourned. Request for Angle Parking 1208 Lamar A. B. C. Cut Rate Package Store. There being no new evidence, the recommendation remains the same as was set forth in the minutes of the Meeting of the City Traffic Commission at their meeting on December 20, 1955. On that date, the Traffic Commission recommended that the request be denied. 2. Discussed a proposed ordinance relating to automobile parking lots which was presented to the Traffic Commission for study at a previous meeting. After a discussion, the motion was made by C. C. Daniel and seconded by Capt. Moore that the ordinance be dropped. This motion was carried by a I to 5 vote. Mr. Thomason did not vote. Moved by Martin Nelson and seconded by Capt. Hallmark that the situation be thoroughly studied and the ordinance written again. Carried unanimously. NEW BUSINESS: 1. Recommendation than an ordinance be prepared for the consideration of the Board of Aldermen, providing that on emergency runs, ambulances may exceed the posted speed limits by not more than ten (10) miles an hour so long as they do not endanger life and property. Earl Williams, Traffic Engineer, presented the advice of the Medical Society that the ordinance be passed. Tne problem was studied by a committee composed of Dr. Van Deventer, Orothopedic, Broken Bones; Dr. Julian Acker, Internist, Heart Cases; and Dr. A. W. Pierce, Pediatrician. These doctors feel that speed limit signs should be posted at the city limits of the city, and that notice should be sent to outlaying towns in a radius of 75 miles and to Lawton and Mineral Wells, which towns send ambulances to Sheppard Air Force Base, that Wichita Falls has such speed limit. Moved by H. A. Thomason that the ordinance be drawn up but not presented to the City Council until after the Medical Society has made their recommendation to their members at their next regular meeting. Seconded by C. C. Daniel and carried unanimously. 2. Recommendation that the following intersections along the proposed Industrial Route be designated as major,intersections and be constructed and controlled as indicated in the accompanying drawing: Houston at Jefferson, Houston at Lincoln, Adams at Front, Adams at Fourth, Adams at Seventh, Industrial Route at Park, Sullivan, Texas, Rosewood, Oriole and Thompson Road. Moved by Capt. Hallmark, seconded by Martin Nelson that the recommendation be approved. Carried unanimously. 3. Recommendation that center parking be prohibited on Indiana Avenue for fifty (50) feet south of the south property line of Front, Second and Third Streets; and fifty (50) feet north of the north property line of Second, Third, and Fourth Streets. Moved by Martin Nelson, seconded by Jack Christopher that the recom- mendation be approved. Carried unanimously. 4. Recommendation that Bus Loading Zones be installed on the south side ` of Flood Street at the following locations: East of Park Street, West of Homes Avenue, and West of Redwood Avenue. Discuss the desirability of the use of warning tickets when traffic regulations are changed. This item was referred to the police. 7. Request for the removal of the "No Parking Fire Lane" restriction at 104 Mississippi. Tabled for further study at the request of Mr. Friberg. 8. Request for Loading Zone at 1001 Ohio. Moved by Jack Christopher, seconded by Capt. Hallmark that the request be denied. Carried unanimously. 9. Request for the removal of the parking meter at the south end of the west side of the 1000 Block of Lamar Street to facilitate access to the Post Office Drop Box. Moved by Capt. Moore, seconded by Earl Williams that the meter be removed. Carried unanimously. 10. Request of the abutting property owner that the west side of the 800 Block of Brook Avenue be widened to provide parking. This not being under the authority of the Traffic Commission, the request was dropped. 11. Request for a Loading Zone at 807-B Brook Avenue. Moved by Jack Christopher, seconded by Titus Mitchell, that the request be denied. Carried unanimously. 12. Discuss the problem of automobiles and trucks parking on the side- walks and in the area between the sidewalks and the curb or edge of the roadway. Discussed and passed to Chief C. C. Recommendation that the wTypical Access Layout, Urban Sections, Commercial" which is illustrated on page twenty-one (21) of Regulations for Access Driveways to State Highways, adopted September, 1953 and revised November 1955, by the Texas Highway Department, be adopted as the standard for the City of Wichita Falls, Texas .
