The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session
on the above date, at 8:00 o'clock P.M., in the Council Room of the Memorial Auditorium Bldg.,
with the following members present:

The Invocation was given by Rev. Oliver B. Newsome, Minister of Central Nazarene
Church.
Moved by Alderman Cox that the Minutes of the regular meeting held Nov. 28, 1955,
be and the same are hereby approved.
Motion seconded by Alderman Reichmuth and carried.
Moved by Alderman Reichmuth that the Minutes of the Wichita Falls Park Board,
'dated Dec. 6, 1955, be and the same are hereby approved, copy of which is attached hereto
and made a part of the records hereof. (- -
Motion seconded by Alderman Liepold and carried.
Ray Arnhold, local architect, appeared before the Council requesting permission
for the First National Bank to construct door steps in the alley at the rear of their building
located at 724 Indiana St., thereupon the following motion was made:
Moved by Alderman Hyatt that the Board of Aldermen does hereby authorize the
issuance of a permit to the First National Bank to construct door steps in the alley at
the rear of their building, located at 724 Indiana St., it being expressly understood and
agreed that the First National Bank agrees to remove such door steps at its own expense,
if and when at such time as the City may deem necessary and advisable to cause the same
to be removed.
Motion seconded by Alderman Reichmuth and carried.
As advertised, bids for sale of Lot 13, Block 31, Scotland Addition, were opened
by the City Clerk and read aloud by the City Manager. The bids were as follows:

There being only one bid, which appeared too low, the following motion was made:
Moved by Alderman Liepold that the bid of Sammie Askin for Lot 13, Block 31,
Scotland Addn. be and the same is hereby rejected for reason the bid is too low.

were opened by the City Clerk and read aloud by the City Manager. The bids were as

for purchase of the above described concrete pipe to the lowest bidder, Gifford-Hill Pipe

The request of Wichita City Lines, Inc. for permission to eliminate bus service
Dec. 25th and 26th, and Jan. 1st and 2nd, was discussed, whereupon the following motion ,r.
was made:
Moved by Alderman Liepold that no changes whatsoever in the city bus service ..,
be made, and that the schedule affecting elimination of bus services on all holidays remain
the same as approved by the Board of Aldermen Oct. 10, 1955, as recorded in Minute Book
No. 15, Page 612.
Motion seconded by Alderman Hyatt and carried.
Moved by Alderman Hyatt that the Board of Aldermen does hereby postpone the ,i
regular echedn3:ednineeting December 26th until the next regular meeting to be held Jan. 9,
1956.

annual requirements of Water meters, the Board of Aldermen accept the recommendation of the
Purchasing Agent and the Director of Utilities, and award the bid to the lowest and best
bidder, Hersey Mfg. Co., at their bid price as shown on Page 631, Minute Book No. 15.

Moved by Alderman Reichmuth, in accordance with bids opened Nov. 28th for purchase
of 3 motorcycles, that the Board of Aldermen accept the recommendation of the City Manager,
and do hereby reject all the bids submitted.

Moved by Alderman Hyatt that the Board of Aldermen does hereby authorize the
City Manager and Purchasing Agent to proceed immediately to purchase the necessary automo-
biles for the Police Department.

Moved by Alderman Lam that the Board of Aldermen does hereby approve and
:authorize tax refunds, both personal and real, aggregating a loss of $179.36, as set
,'rforth in schedule dated December 7, 1955, attached hereto and made a part of the records
hereof.

Moved by Alderman Cox that the Board of Aldermen does hereby approve and authorize
reimbursements on both water and sewer main contracts, as follows:
To Sunnyside Development Co. $129.06, payment due 11-30-55 on contract dated 9-6-55
for sewer mains in 2nd Sect. Sunnyside Hts Addn.
To N. H. Downing 48.04, payment due 12-1-55 on contract dated 2-9-54 for
sewer mains in 1st Supplemental Addn. to Park P1..Addn.
To Solon R. Featherston 561.99, payment due 12-1-55 on a water main contract dated
8-L3-51 for water mains in Fairway Addn.
To Fox-Hairston Development Co. 809.69, payment due 12-1-55 on contract dated 3-28-55 for
water mains in Holliday Hts. Addn.;
further, to direct the City Clerk to draw checks for each of the above stated.
Motion seconded by Alderman Liepold and carried.
Mr. Joe Hale requested the City Council to lease Spudder Ball Park to him upon a
rental contract of $1.00 per year, for a period of 3 years, for which he proposed to recon-
dition the ball park at his own expense at an approximate cost of $4000.00. The matter was
discussed, whereupon the following motion was made:
Moved by Alderman Hyatt that the City accept the recommendation of the City Park
$w 1°Board, as stated in the Minutes of Dec. 6th, with reference to leasing Spudder Ball Park to
Joe E. Hale, and direct the City Attorney to prepare a contract for the same, and does hereby
authorize and empower the City Manager, H. A. Thomason, to execute the said contract for and
on behalf of the City of Wichita Falls.
Motion seconded by Alderman Reichmuth and carried.
A report on physical examinations for Civil Service employees of both the Fire
Department and Police Department was presented to the Council, copies of both reports being
attached hereto. After considerable discussion, the following motion was made:

the Chief of Police, Fire Chief, Dr. Thornton, City Physician, and the Personnel Director,
for further study and report back to the Council.

A report of the Aviation Committee of the Chamber of Commerce was read to the
• Council by the City Manager, whereupon the following Resolution was presented:

BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS:
THAT, due to the deplorable rapfd deterioration and almost unusable condition
of runways, etc. at Kell Field Airport due to gross neglect of the Air Force, the City
Attorney be and he is hereby directed to proceed forthwith with the presentation of claim
for breach of contract and/or damages against the United States of America, and particularly,
its Air Force, for the sum of Two and One Half Million 42,500,000.00) Dollars in damages
arising out of the use of the Air Force, of the Municipal Airport, and/or the breach of the
obligations of the Air Force under the joint-use Agreement between the Air Force and the
City of Wichita Fails, of Kell Field.
Moved by Alderman Reichmuth that Resolution No. 282 be and the same is hereby
adopted and passed as read.
Motion seconded by Alderman Hyatt and carried by the following vote:
Yeas: Aldermen Hyatt, Reichmuth, Cox, Lam and Liepold.
Nays: None.
Moved by Alderman Cox that the meeting be adjourned.

THE OPERATION AND MAINTENANCE OF SPUDDER PARK, THE BOARD TOOK THE FOLLOW-

MOTION; MR. JONES MOVED: THAT THE PARK BOARD RECOMMEND TO THE
BOARD OF ALDERMEN THAT THE BOARD OF ALDERMEN MAKE SPUDDER BASEBALL
PARK AVAILABLE TO JOE HALE IN ITS PRESENT CONDITION , PROVIDED THAT
THE PARK DEPARTMENT WILL BE RESPONSIBLE FOR NO MAINTENANCE EXPENSE
EXCEPT THE CUTTING OF THE OUTFIELD GRASS; AND PROVIDED THAT THE BASE-
BALL PARK WILL BE AVAILABLE, AT NO EXPENSE TO MR. HALE, AT SUITABLE
TIMES TO THE WICHITA FALLS HIGH SCHOOL BASEBALL TEAM FOR PRACTISE
AND CONFERENCE BASEBALL GAMES.
