The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session
on the above date, in the Council Room of the Memorial Auditorium Bldg., with the following
members present:

The Invocation was given by Rev. J. Frank Blackburn, Associate Pastor of the
First Methodist Church.
Moved by Alderman Liepold that the Minutes of the regular meeting held September
26, 1955, be and the same are hereby approved.
Motion seconded by Alderman Banner and carried.
Mr. H. L. Goldstucker presented a petition, bearing approximately 160 signa-
'-tures of residents of Kemp Blvd., requesting that the Parkway on the said Kemp Blvd. be
retained. Mayor Lloyd Thomas assured Mr. Goldstucker that thus far, the Council had
not considered the removal of the Parkway. The petition was ofiiered filed in the Office
of the City Clerk.
Jack Ballard again appeared before the Council and took considerable time
charging that the Wichita General Hospital had neglected certain members of his family \
while in the hospital, and further alleged the Council had not made the proper investiga-
tion, to which the City Attorney replied that, in his opinion, further investigation by
the Council was not necessary; thereupon the following motion was made:
Moved by Alderman Cox that the Board of Aldermen does hereby accept the above
and foregoing recommendation by the City Attorney and no action be taken.
Motion seconded by Alderman Liepold and carried.
Prof. C. E. Jackson, (col) presented a petition, bearing approximately 103
isignatures, requesting the City to install traffic lights at intersections of Flood &
Rosewood, Harding & Rosewood, and Holmes & Flood.
The matter was discussed, whereupon the following motion was made:•Moved by Alderman Banner that the above and foregoing request be and the same
'is hereby referred to the City Traffic Commission for recommendation and report back to the
Council at the next regular meeting to be held October 24th.
Motion seconded by Alderman Hyatt and carried.
As advertised, a second public hearing was held on the proposed City budget for
the fiscal year ending Septamber 30, 1956, and there being no opposition whatsoever voiced
against the same, the following motion was made:
Moved by Aldermgn Cox that the second hearing of the proposed City budget for the
fiscal year beginning Oct. 1st and ending Sept. 30, 1956, be and the same is hereby closed.
Motion seconded by Alderman Liepold and carried unanimously.

ORDINANCE NO. 1735
AN ORDINANCE FIXING THE TAX LEVY OF THE CITY OF WICHITA FALLS, TEXAS, FOR THE
YEAR 1956 AND DECLARING AN EMERGENCY.
Moved by Alderman Reichmuth that Ordinance No. 1735 be and the same is hereby
approved and passed as read.
Motion seconded by Alderman Cox and carried by the following vote:

ORDINANCE NO. 1736
AN ORDINANCE SETTING ASIDE FROM THE REVENUES OF THE PUBLIC UTILITIES OF THE CITY
OF WICHITA FALLS SUFFICIENT FUNDS TO PROVIDE FOR THE CITY DEBT SERVICE FUND FOR THE FISCAL
YEAR 1956 TO PAY PUBLIC UTILITY OBLTGATIONS; PROVIDING FOR A METHOD OF PAYMENT; AND DECLARING
AN EMERGENCY.
Moved by Alderman Banner that Ordinance No. 1736 be and the same is hereby approved
and passed as read.
Motion seconded by Aldermap Liepold and carried by the following vote:

ORDINANCE NO. 1737
AN ORDINANCE MAKING APPROPRIATIONS FOR THE SUPPORT, MAINTENANCE, BUILDINGS, AND �r
IMPROVEMENTS FOR THE CITY OF WICHITA FALLS FOR THE FISCAL YEAR BEGINNING OCT. 1, 1955, AND
ENDING SEPTEMBER 30, 1956, BOTH DATES, INCLUSIVE, ADOPTING THE BUDGET FIGURES AND ACCOUNTS
AS PART OF SAID APPROPRIATIONS, AND DECLARING AN EMERGENCY.
Moved by Alderman Liepold that Ordinance No. 1737 be and the same is hereby
approved and passed as read.

ORDINANCE NO. 1734
AN ORDINANCE EXPENDING THE CITY LIMITS OF THE CITY OF WICHITA FATJS, TF.TAS, BY 1
ANNEXING CERTAIN LANDS ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF WICHITA
FALLS, TEXAS, THE SAME LYING IN A SOUTHWESTERLY DIRECTION FROM THE PRESENT CITY LIMITS OF
THE CITY OF WICHITA FALLS, TFYAS; ALL OF WHICH ARE FULLY DESCRIBED IN THIS ORDINANCE.

Mr. D. H. Leffard, local Manager for Wichita Lines, Inc. stated that he had not
been furnished with a copy of the report of the committee consisting of Aldermen Liepold and `"
Banner pertaining to operation of the Bus Company, as submitted to the Council Sept. 12,
1955, until the last meeting in September and further stated that some of the recommendations
in the report were objectionable to the Bus Company.

The matter was discussed at length, whereupon the following motion was had:
Moved by Alderman Hyatt that the report of the Committee, consisting of Aldermen
Liepold and Banner, pertaining to operation of Wichita Lines, Inc., as submitted to the
Council Sept. 12, 1955, as of record on Page 574 of Minute Book No. 15, be and the same is
hereby accepted in its entirety.
Motion seconded by Alderman Reichmuth and carried.
Moved by Alderman Reichmuth that the Board of Aldermen does hereby approve the
auditorium rental charge of $230.00 imposed upon lenyon Brown for two separate shows of
/Red Foley, and direct that Mr. Brown be notified that the rental charge would have been
$280.00 instead of $230.00 if the regular charge on a per seat attendance had been
imposed according to ordinance.
Motion seconded by Alderman Banner and carried.
The proposals of various companies relative to a survey of the Police Department
came on for consideration, thereupon the following motion was made:
Moved by Alderman Banner that the Mayor appoint a 3-man committee to work with
the City Manager for the purpose of recommending the proper survey and if possible, submit
a contract for the same at the next regular meeting, for consideration of the Council.
Motion seconded by Alderman Hyatt and carried.
Moved by Alderman Liepold that the Board of Aldermen does hereby authorize
reimbursement payments on water and sewer main contracts, as follows:
To Hamilton Investment Co. $224.31, payment due 10-1-55 on water main contract
dated 8-24-53, for mains on Mockingbird Lane,
6th Sup. Addn. to Country Club Estates.
4/To N. H. Downing 397.84, payment due 10-1-55 on water main contract
dated 6-6-53 for mains in let Sup. Addition to
Park Place Addn.
To Hughes Development Co. 6441.84, payment due 10-1-55 on water main contract
dated 8-24-53 for mains in Faith Village, Unit #1.
f To Hughes Develo:,.ent Co. 1189.02, payment due 10-1-55 on sewer main contract dated
8-4-53 for sewer mains in Faith Village, Unit #1;
further, to direct the City Clerk to draw a check for each of the above stated payments.

Moved by Alderman Banner that the Board of Aldermen does hereby authorize
payment to Joe E. Ward, Engineer, the sum of $638.96, for engineering fees in connection
with Water Improvement Water Mains to Sept. 1, 1955, and direct the City Clerk to draw
a check for the same, payable out of Water Bond Improvement Fund, Ser. 1955.
Motion seconded by Alderman Liepold and carried.
°r Moved by Alderman Banner that the Board of Aldermen does hereby approve and
direct the City Attorney to accept settlement from Pitts Sand &Gravel Co. the sum of
$2650.00, for damages to a bridge in Weeks Park,.and authorize and empower City Manager,
H. A. Thomason, or Mayor Lloyd C. Thomas to execute a Release fur and on behalf of the
City of Wichita Falls.
Motion seconded by Alderman Reichmuth and carried.
Moved by Alderman Reichmuth that the Recommendation of the E bautiye_Com ittee
of the Chamber of Commerce, designated 1, 2 &3, attached hereto, be referred to the City
Planning Board for study and recommendation and report back to the Council at the earliest
possible date.

convening in executive session in the City Manager's office immediately prior to a Council

x 7" brass pneumatic tubes across the alley at a point between the Oil& Gas Bldg. and the
Haney Garage, providing that same is properly grounded and requirements of the Texas
Electric Service Co. are met, copies of Texas Elec. Co. requirements, and reoommendations
from the City Engineer, being attached hereto.

Ruhmann, Dir. of Utilities, to release 20 million gallons of water daily from Lake Wichita
and report back to the Council at the next regular meeting, for further instructions.

To the Honorable Mayor and Councilmen
City of Wichita Falls, Texas
Gentlemen:
After careful study of the proposed budget for the coming year, the
Tax Committee of the Wichita Falls Chamber of Commerce has recommended,
and the Executive Committee concurs that the following actions be
taken by our city government:
1. That a study of the assessment and collection procedures
now practiced by the City Assesor and Collector be made
by a competent commitee. The intent of this recommends
tion is to determine ways to lower collection costs. It
is further recommended that this study include the possi-
bility of combining all taxes collected by the city into
one statement.
2. It is recommended that a careful study be made of the city's
welfare contribution to the operating cost of the General
Hospital. It is believed that a great reduction might result
from a more thorough check on the chlritable cases now being
handled by the General Hospital.
The Citizens Safety Council of the Chamber of Commerce has also
made the following recommendations and changes in city ordinances
and the Executive Committee concurs in these recommendations:
1. That the esplanade on Ninth Street be reduced from 24
feet to 4 feet in order that more traffic lanes can be
designated (three on each side), thereby permitting a
more natural and aafer flow. This improvement will also
supply lama so parallel parking will be more practical. ,
The additional lanes will allow enough traffic lanes so
that parking will not create a congestion problem.

2. That the ordinance pertaining to overhanging limbs, along
the streets that are designated as bus and truck 'routes, be
amended from ? feet to 12 feet, This would enable the buses
and trucks to use the extreme right hand lane without receiv-
ing damage from these overhanging limbs, Buses and trucks
using streets where these overhanging limbs aXist here a
tendency to drive in the middle of the street to avoid the
limbs thus creating & traffic hazard.
34f That Austin and Travis Stets be continued as one-way streets
to fifth Street. This Weild eliminate any confusion that may
oceur from the one..way streets ending at Ninth Street.

requesting permission to place a pneumatic tube across the alley
at a point between the Oil & Gas Building and the Haney Garage.
Attached also is a letter from Texas Electric concerning required
clearances and insulation.
e ubderatand that the tube will be 27 feet above the ground
where it crosses the alley.
We see no objection to granting permission to saes this
installation, provided, the Ming is properly grounded and the
requirements of the Texas Electric Service Company are met.

COMMENT:

reQuest ng permission to install overhead two (2) 4" x 7" brass
pneumatic tubes across the alley at a point between the Oil . .nd. Gas
Building ard the Haney Garages and under our secondary ser'rioe wire
system at the same a point.
This crossing will be satisfactory with us and it is desired to
maintain a 21 clearance if no insulation is used. A minimum of /8"
will be necessary, and if the clearance is between 18" and 24", we
recommend the tubing be taped with two layers of rubber taps half
lapped, and cover this with two layers of f cotch Electrical Tape.93,
also half lapped. The, insulation should extend 21 on either side of the
points where the brass tubing crosses under our secondary service wires.
It is our understanding that the City National Zink will also
ground the pneumatic tubing on each side of the alley in an acceptable
manner.
