As advertised, bids for paving Mill Street, from Henrietta Street to the center ' / of the alley, between Fort Worth St. &Waco St., were opened by the City Clerk and read aloud by F. M. Rrgeley, Dir. of Pub. Works. The bids were as follows: R. 0. Green $7471.85 J. F. Foster & Sons 7508.35 Virgil T. Stone 7556.41 By common consent of the Council, the above bids were referred to the Dir. of Public Works for comparison and recommendation, same to be reported at this -' session of the Council. Leslie Humphrey, Attorney for Wichita Falls Air Transport Co., requested the Council to enter into a proposed Contract with the said Wichita Falls Air Transnort Company to extend the present contract for a period of 20 years, including certain amendments thereto, whereupon the following motion was made: Moved by Alderman Hyatt that the above and foregoing request be taken under further advisement and consideration, and that the Mayor appoint a Committee to confer with the City Manager and City Attorney as to the advisability of snbh proposed contract, and discuss the matter with Mr. Armstrong, owner of the Wichita Falls Air Transnort Co., . Motion seconded by Alderman Liepold and carried. qvy Moved by Alderman Cox that the Board of Aldermen authorize and direct the droner orities of the City to cancel, or refuse renewal of the Lease Contract with Milton Katz for all of that part of Front Street west of the west line of Indiana Ave. and extending to the Big Wichita River, the same being the dead end of Front Street, so as to reopen the street for public use. Motion seconded by Alderman Reichnuth and carried. As authorized at the regular Council meeting held May 9, 1955, 4 re-hearing was held for the purpose of hearing such new evidence as Mr. Purcell, Attorney, representing rJ. H. York's application for permit to operate 20 taxicabs in Wichita Falls, had stated would be offered. Mr. J. H. York, who was placed under oath at the recuest of his attorney, answered numerous questions propounded to him by his attorney, Mr. Purcell. Attorney Purcell filed a petition with the City Clerk, bearing approximately 316 names, requesting the City to grant taxicab permits to some qualified person to produce comnetition in the taxicab busi- ness. The petitions were ordered filed in the office of the City Clerk for future reference. Attorney Purcell also requested that some 25 letters be filed with the City Clerk as permanent records. The said letters are attached hereto and made a Hart of the records hereof. After bothproponents/Were given gi ample time to express their views, the following motion was made: Moved by Alderman Cox that the re-hearing of J. H. York's taxidabanclication be and the same is hereby closed. Motion seconded by Alderman Hyatt and carried. 4 Moved by Aldennqn Cox that since no new evidence had been produced, the previous decision of the Board of Aldermen be upheld and no taxicab hermits be granted. Motion seconded by Alderman Hyatt and carried by the following vote: Yeas: Aldermen Hyatt, Reichmuth, Cox and Lam. Nays: Aldermen Banner and Liepold. Moved by Alderman Banner, in accordance with the request of Sunnyside Development , the Board of Aldermen hereby agrees to enter into a Contract with the said Sunnyside'Development Co. to reimburse them for sewer mains in Section 2, Sunnyside Heights Addn., anon the same terms and conditions as mentioned in the original contract with them in Sunnvside Heights Addition. ESTIMATED MATERIAL COST(ASPHALT AND STONE)FOR THE PAVING PROJECT-$3500. THERE ARE FIVE BRIDGES ACROSS HOLLIDAY CREEK WITHIN THE PROJECT AREA THAT SHOULD BE RE-BUILT. MATERIALS WOULD COST APPROXIMATELY $1,000 PER BRIDGE TO REBUILD THE BRIDGES AS LOW WATER CROSSINGS. MOTION: MR. JONES MOVED THAT THE BALANCE OF THE FUNDS REMAINING IN THE PARK IMPROVEMENT ACCOUNT 300 BE EXPENDED ON THE IMPROVEMENTS OF THE ROADS AND BRIDGES IN WEEKS PARK, WITH PRIORITY TO THE ROADWAYS OVER THE BRIDGES. THE WATER-IMPROVEMENT DISTRICT DESIRES TO CONSTRUCT AN OFFICE BUILDING ON THIS SITE. IN THE DISCUSSION THAT FOLLOWED, IT WAS POINTED OUT THAT THE LAND IS NEEDED FOR EXPANSION OF THE PARKS AND RECREATION DEPARTMENT FACILITIES. PIOTION: MRS. WAGGONER MOVED THAT THE PARK BOARD RECOMMEND TO THE BOARD OF ALDERMEN THAT THE LAND ADJACENT TO THE PARKS AND RECREATION OFFICE BUILDING, 18 09 FIFTH STREET, NOT BE LEASED TO ANY OTHER AGENCY FOR PE RMANENT CONSTRUCTION. SECONDED BY MR. WILSON MOTION CARRIED. .p ITEM 6: MR. BLOODWORTH EXPLAINED THE LEASE ON WEEKS PARK CLUB HOUSE TO THE WICHITA FALLS BRIDGE ASSOCIATION. THE BRIDGE ASSOCIATION WILL PAY THE • CITY $1200 WITHIN THE NEXT YEAR FOR THE USE OF THE SOCIAL HALL AND DINING ROOM FOUR TIMES A WEEK. THE BRIDGE ASSOCIATION WILL MAKE CERTAIN IMPROVEMENTS WITHIN THE BUILDING SUCH AS AIR CONDITIONING, RE-PLASTERING, RE-PAINTING, AND RE-WIRING. Tiffs- RENT WILL BE PAID PRIMARILY BY THESE IMPROVEMENTS TO THE CLUB HOUSE, AND THE BRIDGE ASSOCIATION WILL FURNISH THEIR OWN JANITOR SERVICE. ITEM 10: THE FIRE DEPARTMENT IS RETIRING A 1924 PUMPER AND THE CIVITAN CLUB DESIRES TO ERECT THIS PIECE OF APPARATUS IN CIVITAN PARK AS PLAYGROUND EQUIPMENT. THE CIVITAN CLUB WOULD PURCHASE THE MATERIAL FOR THE BASE AND THE EQUIPMENT WOULD BE INSTALLED BY THE PARK DEPARTMENT. DR. COX POINTED OUT THAT THE JUNIOR CHAMBER OF COMMERCE HAD BEEN ENDEAVORING TO SECURE A PIECE OF FIRE APPARATUS FOR INSTALLATION IN A PUBLIC PARR FOR APPROXIMATELY FOUR YEARS, AND SINCE THE JAYCEES HAD INITIATED THE IDEA, SOME CONFLICT MIGHT ARISE IF THE CIVITAN CLUB WERE GIVEN CREDIT FOR INSTALLING THIS APPARATUS. THE BOARD REQUESTED MR. ELLIS TO CO-ORDINATE WITH THE JUNIOR CHAMBER OF COMMERCE AND THE CIVITAN CLUB IN ORDER TO PREVENT A CONFLICT, AND TO REPORT BACK TO THE BOARD AT THE NEXT REGULAR MEETING. Thomas, :layor, City of Wichita Falls, Wichita Falls, Texas, Dear Mr. Thomas: I have had inquiries from Mr. Friberg regarding operation of taxis in the city of Wichita Falls under our present set-up and I have the following to offer. Since our present operators of taxis have been operating in Wichita Falls I have had no knowledge of the drivers of taxis being involved in arty criminal acts and have had no complaints of traffic law violations by these drivers. It is my opinion that as far as law enforcement is con- cerned our taxis in Wichita Falls are furnishing the best service that we have had in Wichita Falls in several years. Having no reason to use these taxis for personal transportation I am not in a position to vouch for the service rendered. • Sincerely yours, v G . TEXAS r :r /1/40 April 19, 1955 The Honorable Lloyd Thomas Mayor, Wichita Falls, Texas Dear Sir: I have been requested by City Attorney Walter Friberg to write you a letter concerning the operations of the Cowden Cab Company and the Wichita Cab Company owned by It. R. R. Cowden. Since I have been in Wichita Falls, I have never received any complaints about the drivers for the dab company selling liquor. I have sent under cover men to the cab stand to attempt whiskey buys, but have not made one single purchase. I have worked several towns in Texas and as a rule it is no trouble to purchase liquor from cab companies. It is my belief that the Cowden Cab Company and the Wichita Cab Compaany is above the average by far compared to other cab companies throughout the State. Hyatt, Alderman for the City of Wichita Falls, concerning taxicab service to . this hospital. I have had numerous complaints, both from our em— ployees and from visitors to the hospital, re)garding the fare which fluctuates between $1.65 and $1.85 per one way trip. Those who have talked with me feel that this fare is excessive. Other than this, the service is considered adequate, and drivers have been court— eous and efficient. For this reason, the following observations are made: 1. As far as I personally am concerned, we have had no complaints concerning any of the employees of the taxicab company. 2. I believe the reason for this is the manner in which these employees are selected. I do not approve approve any man for a taxi permit who has made any kind of record for himself. The management and the drivers are very cooperative in every thing we have asked them to do. Service has been adequate. 2. Complaints have been very few and of a minor nature. 3. Drivers have been very courteous and efficient. 4. Equipment, being used, seems to always be clean and in excellent condition. 5. The length of time between call and arrival varies due to the time of day and passenger traffic. although the promptness of arrival seems to be very efficient. 6. There has been a definite improvement in the past twelve (12) months. My name is Mrs. A. H. Jackson, and I operate the 'Glass Bar' at 415 Flood Street and the 'Grand Terrace' at 400 Sullivan Street. Previous to the time the meter system was installed, my taxi fare to town was 350. Now the fare for the same trip is 45¢, being more when the taxi has to wait for a train to move on so that the traffic might continue to move normally. On some occasions, I have had to call the second time before getting a taxi. At times one driver may carry two or three passengers to different places; and. I feel that a fair rate can not be determined for each passenger, since he usually must make extra blocks to deliver each one to his or her destination. My name is Artie Schaaf, and I am employed at *Pioneer Drive Inn #3* , Sheppard Field Access Road, here in Wichita Falls. I use the taxi-cab service in going to work and for the most part have found the service to be good. They do run a bit slower on pay days and during bad weather. Before the present meter system was put into use, my fare to work was 550. Now the fare is much more, running as high as 01.10. Some of the drivers are quite reckless. There is an elderly driver who takes all the back streets to avoid traffic, many times making extra blocks in doing so. Until about a month ago, taxi service was terrible. On several occasions, some of my em- ployees have been late to work because of the poor taxi service. My name is Mrs. Viola Bennett, and I am employed at the Holt Hotel Coffee Shop. I do not drive a car and taxi-cab service has been my only means of transportation. I have two sons, therefore, we need taxi service quite often. I had been getting good service until about November of Last year; however, I find the service now very unsatisfactory. On one occasion, I had a time call for 12:00 midnight at Sheppard Air Force Base, N.C.O. Club, but had to wait until 2:00 a.m. for a taxi. In the meantime, I had called every thirty minutes to inquire as to why it had not arrived. When it did arrive, the driver said he had received the call at the State Hospital. One morning, I called for a taxi at 6:00 at 1300 Holliday Street, and I waited on the corner until 7:00. The driver said he had been at the Bethania Hospital for some time, but had just received the call. This delay caused me to miss my bus to Sheppard Air Force Base, so I had to take a taxi all the way to work. When I moved from 1706 Third Street to 1202 Marshall Street(Rear) , I called the taxi company and told them to change my time call to my new address. For four days, the taxi was sent to my old address, and then had to be sent to my present address. On a Thursday morning, the taxi stopped at an address about one-half block down the street; and I had to run to reach it before it left. When I place a call for a taxi to be sent to the rear of my present address, it is often sent to the front and is gone without my knowing it had been there. Once I called for a taxi at 4:OO p.m. and it did not arrive until 6:oo p.m.. The lack of promptness in supplying a taxi at the correct address and at the desired time has caused me to be late for work many times. After having so much trouble getting a taxi, I have de- cided to ride the bus whenever possible. My name is Mrs. M. L. Martin, and I operate the 'Waffle House' at 710 Tenth Street here in Wichita Falls. I take a taxi to work each morning, as I must be at my place of business early. I have found the drivers to be courteous but I do not always receive prompt service. I live at Greint and Hampstead, and it sometimes take 25 minutes for me to get a taxi. My driveway is easily accessible from the corner, but at times the driver goes around the block and stops at the front of my house. Then I have to walk to the front to get to the taxi. I am also displeased with the prices now charges for taxi service. My fare to work has increased from 75¢ to $1.05, which I feel is entirely too much. I believe that even a 10¢ reduction would cause more people to use the taxi-cab ' service. I am in favor of more cabs, and I believe competition would bring about better taxi service for the people of our city and would help to reduce the present rates for this service. Sincerely, Mrs, M. I never use the taxi-cab service personally, but I have noticed that when my customers call for taxi- dabs, they never have to wait more than a few minutes. Sometimes during the peak hours, 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m. , I have heard comments regarding slow taxi service. I do not use the taxi-cab service personally, but my customers do make calls from my store for a taxi. I have noticed that the taxi service is prompt; however, I have heard comments as to the cost of the trip from my store back to town. My name is R. V. Shaver, and I operate the ' Shaver Cafe' at 3515 Holliday Street here in Wichita Falls. I do not use the taxi-cab service personally but my customers do place calls for taxi service. They always receive prompt service; but I have heard a number of comments as to the high prices charged. The drivers sometime pass my place and have to turn around and bring the passenger back. With the meter system now used, this means the passenger must pay any extra charge registered. I believe a person should be taken directly to the desired destination. I never use the taxi-cab service myself; however, my customers have received good prompt service. The service in bad weather does seem to be somewhat slower. Sometimes people may wait for a taxi, and a friend stops and offers them a ride. They leave and when the taxi arrives, there is no one to take it. I feel that we do not need any more taxi-cabs in the city. My name is G. C. Williams, and I operate the 'Reno Sandwich Shop' at 601 Flood Street here in Wichita Falls. I believe there are not enough taxi-cabs to take care of the needs in this section of town. The people have to wait too long for the cabs to arrive. On one occasion, I had to call back the third time, with approximately fifteen minutes between each call, before the cab finally arrived. Sincerely, G. C. Williams A Wichita Falls, Texas April 22, 1955 Mayor and City Council Wichita Falls, Texas Gentlemen: I have observed in the newspapers that you are studying and consider- ing the taxi-cab service now being rendered to the citizens of Wichita Falls; and I wish to make the following statement. My name is Fulcher Armstrong and I am manager of the Municipal Airport. I do not use the taxi-cab service myself, but many of my employees do. They inform me that taxi service to the airport is very slow and the prices vary. We have ten flights per day and have many passengers to go into town. At one time, we did have a special parking place here at the airport and a taxi was here to take care of our flights. Many times, one dar can not take care of our needs and it is necessary that we call the taxi-cab company for more transportation. The service we receive on these calls is often very slow, our passengers having to wait from forty to fifty minutes. We ask that the drivers come to the office to pick up the passengers; but they usually stop at the gate, and the person must then pick up his bags and carry them to the taxi. ` I believe we need two cab companies in our city, then if a person can't get a cab from one company, he can call the other.
