Min 03/28/1955 514 Wichita Falls, Texas Memiorial Auditorium Bldg. March 28, 1955 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Bldg., at 8:00 o'clock P.M., with the following members present: Lloyd C. Thomas Mayor R. P. Willis J. Bailey Meissner 1 Jack L. Hammond • 1 Aldermen Elie E. Lam 0 Gene Liepold 0 Geo. T. Henderson City Clerk H. A. Thomason City Manager J. Walter Friberg City Attorney The Invocation was given by Rev. W. B. Billingsley, Pastor of Lamar Baptist Church. Moved by Alderman Liepold that the Minutes of the regular meeting held March 14, 1955, and likewise the Minutes of the called meeting held March 16, 1955, be and the same are hereby approved. Motion seconded by Alderman Meissner and carried. / Q 4 . Moved by Alderman Willis that the Minutes of the City Traffic Commission, dated March 25, 1955, be and the same are hereby approved and ratified, copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Liepold and carried. Attorney Elmer Parrish presented a petition, bearing approximately 88 signatures, requesting the City,to pass an ordinance requiring the Sales Departments of all Automobile Dealers to close all day Sundays. The petition was ordered filed in the Office of City Clerk and deferred for further study. ORDINANCE NO. 1718 • AN ORRDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, BY f ANNEXING CERTAIN LANDS ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF wICHITA T FALLS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT CITY LIMITS OF THE CITY OF WICHITA FAT.TS; ALL OF WHICH ARE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE. (Faith Village, Unit No. Four (4)) Moved by Alderman Willis that Ordinance No. 1718 be and the same is hereby intro— duced and set down for further consideration at the next regular meeting to be held April 11, 1955. . Naysi None. 0`t Moved by Alderman Willis that the Plat of Westover Hills, a Subdivision of a portion of the G.C.& S.F. Survey No. 2, Abst. 778, Wichita Falls, Wichita County, Texas, be and the same is hereby approved and adopted, copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Lam and carriedl .i 515 Moved by Alderman Hammond that the Board of Aldermen authorize a 12-month exten- sion of Lease to Sohlumberger Well Surveying Corp., covering Lot 14, Taylor Subd., for an inside parking lot, at an annual rental charge acceptable to the City Manager and City .4 Attorney; the City to reserve the right to cancel said lease when and at such time as it may deem necessary by refunding the unexpired portion of rental fee to the Lessee; further to authorize and empower the City Manager to execute such Instrument or letter necessary to renew the said rental Agreement. Motion seconded by Alderman Liepold and carried. Moved by Alderman Liepold that the Board of Aldermen authorize payment to ,t r Wichita General Hospital the sum of $7825.43 for charity patients for the month of February and direct the City Clerk to draw a check for the same. Motion seconded by Alderman Hammond and carried. Moved by Alderman Hammond that the Board of Aldermen authorize the execution of a contract with the Fort Worth &Denver Ry for a signal line crossing right-of-way over + side tracks at MP W-0 65 and MP W-0 70, for a consideration of $1.00 fee, and authorize and empower Mayor Lloyd C. Thomas to execute the said contract for and on behalf of the City. Motion seconded by Alderman Liepold and carried. 5 • &r Moved by Alderman Meissner that the Board of Aldermen approve and authorize the d execution of a Reimbursement Water Main Contract by and between Fox-Hairston Development ' Co. and the City of Wichita Falls, in the amount of $11,007.31, for water mains in Holliday 4 Heights Addition, upon the terms and conditions therein stated, and authorize and empower 1 Mayor Lloyd C. Thomas to execute the said Contract for and on behalf of the City of Wichita 1 Falls. Thomason, of Dr. Gail Thornton Jr. as Dart time City Physician, at a salary of $250.00 per month, plus an additional charge of $6.00 for house calls..- Motion seconded by Alderman Lam and carried. Moved by Alderman Lam that the Board of Aldermen authorize payment to Joe. E. 'Ward the sum of $1915.50 for engineering fees for preparing plans and specifications for Pumps for the Water Department, and direct that same be paid out of Water Improvement Bond Fund, Series 1955, and authorize the City Clerk to draw a check for the same. Motion seconded by Alderman Hammond and carried. The matter of closing a portion of Linda Lane came up for discussion, whereupon the City Attorney was directed to prepare the necessary ordinance for closing the same. r 4/ Moved by Alderman Willis that the Board of Aldermen accept the offer of the Public Housing Administration, in its entirety, which reads as follows: "I understand that developers of subdivisions in Wichita Falls are required by the City to pay the costs of their streets, water and sewer systems and that they are entitled to recover from the City, over a 15—year period, a portion of those costs through refunds out of water rents collected by the City t'ater Department from the users of the facilities. Entering into such a long term agreement with the City to entitle the Government to participate in refunds will entail considerable expense in determining and computing the Government's original and depreciated costs of the facilities upon which to base refundw, to say nothing of the extra bookkeeping necessary for periodical post audits of the water rents and related aspects of the operation. In lieu of such we are willing to make an outright grant to the City of the streets, water and sewer mains and easements over properties to be sold by the Government without any demands for refunds and the City to accept them without any further demands upon the Government. The streets are to be repaired by the Government which will embrace cutting out heaved areas, filling, rebasing and surfacing the repaired areas, straightening the badly dislodged and leaning curbs to enable a better overall street surfacing job when the City is prepared to do the work. After the City Fater Department has re— paired the cuts made in the pavement caused by its work of installing water meters, we will want to enter into a formal contract at once with your City Street Department for this work, the costs of which will probably not exceed $4,000. This arrangement is more in keeping with the trade worked out by this Agency with the City several months ago. Summing up, our proposal is to repair the streets as above stated and give the City the streets, water and sewer mains and all easements necessary for their operation and the Park area designated on the Plat as Lot 17 in Block 2, the latter having an appraised • value of $10,400. This is a firm offer on the part of the Federal Government and we request a firm acceptance by the City of Wichita Falls." Motion seconded by Alderman Lam and carried. 4 Moved by Alderman Liepold that the County Judge of Wi&ita County, Texas, be and he is hereby requested to apply for Federal funds and assistance in the expansion Drocram of the Wichita General Hospital.
