The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session
on the above date, in the Council Room of the Memorial Auditorium Building, at 8:00 o'clock
P. M., with the following members present:

Moved by Alderman Wilds that the Minutes of the regular meeting held Sept.
28, 1954, be approved.
Motion seconded by Alderman Liepold and carried.
Moved by Alderman Liepold that the Board of Aldermen approve and ratify the
Minutes of the Park Board dated Sept. 22, 1954; likewise the Minutes of the City Traffic
Commission dated Oct. 6, 1954, and the Minutes of the Planning Board dated Oct. 1, 1954;
copies of which are attached hereto and made a part of the records hereof.

Kindel Faulk appeared before the Board of Aldermen to request that the City
pay taxes to Wichita Co. Water Improv. Dist. #2 covering approximately 203 acres of
land in the vicinity of Secondary Water Reservoir, for 1954 and previous years, thereupon
Mayor Lloyd Thomas appointed Aldermen Hammond and Lam, City Attorney J. Walter Friberg, and
Dir. Utilities John P. Ruhmann to confer with officials of the Mich. Co. Water Improv.
list. #2 upon the matter.
As advertised, bids for the purchase of brass goods and soft copper pipe were
.pened and tabulated. The bids were as follows:

GIFT TO MINORS OF PRINTED MATERIAL CONTAINING ACCOUNTS OF CRIMINAL DEEDS OF BLOODSHED,

SAFETY WITH A DIRECTOR OF PUBLIC SAFETY AS THE HEAD OF SUCH DEPARTMENT, WHO SHALL SUPER-
US! THE POLICE, FIRE, INSPECTION, TRAFFIC ENGINEERING, AND THE CITY POUND, TOGETHER WITH

of the Auditorium on Nov. 9, 1954, be the same rate set for similar organizations,
which is $80.00.

Attorney Wayne Somerville appeared before the Council requesting that Ordinance
No. 1627, Section 4, be amended to read as follows:
"SECTION 4. After the enactment of this ordinance, it shall be unlawful for a new
fifty-five (55) gallon oil drum to be placed in service as garbage containers. The
fifty-five (55) gallon oil drums now in service will be served by the Garbage Department
until such time as such containers have deteriorated to the extent of having jagged or
sharp edges capable of causing injury to the garbage collectors or others whose duty it
is to handle the containers, or to such extent that the lids will not fit tightly or
securely, or that have rotted out so as to leak, and are condemned by the City of Wichita
Falls, Texas, acting through the supervisory employees of the Garbage Department or by-:the
City Health Department."
The proposed amendment was discussed both pro and con, but no action taken.
Moved by Alderman Cox that the Board of Aldermen accept the recommendation of
Ben Armstrong, City Tax Assessor & Collector, and grant the request for tax exemption on
Lot 21, Block 5, Scotland Addition, which is now being used as a parsonage by the Church
of Christ, 909 Lincoln Street, and the same be and is hereby exempt from taxes; likewise, ,
Lot 8, Block 43, Floral Heights Addn, now being used as a parsonage for the Minister of
Music for the First Methodist Church, which property was transferred to the said First
Methodist Church Jan. 22, 1953, be and the same is hereby exempt from taxes.

WEEKS PARK GOLF COURSE.. ESTIMATED COST $6,000.
2. PAVEMENT OF THE PARK DIVISION SERVICE YARD AT 1809 5TH.
ESTIMATED COST $21000.
3. A RENOVATION OF THE WEEKS PARK CLUB HOUSE. ESTIMATED

EACH OF THESE PROJECTS WAS DISCUSSED IN DETAIL AND THE FOLLOWING ACTION WAS
TAKEN. MR. HALE MOVED THAT $6,000 BE ALLOCATED FOR THE STAGE ONE DEVELOPMENT
OF THE IRRIGATION SYSTEM AT WEEKS PARK GOLF COURSE. SECONDED BY MR. TIPPS.
MOTION CARRIED. NO ACTION WAS TAKEN ON THE PROPOSAL TO SURFACE THE PARK

LATIN—AMERICAN CITIZENS HERE IN THE CITY FOR SEVERAL YEARS. OUR INTEREST
AND ATTENTION TO THIS MINORITY GROUP GREW AS A RESULT OF A SURVEY MADE BY
OUR CLUB WHICH REVEALED THEIR NEEDS AND THE LACK OF FACILITIES IN THE SECTION
OF THE CITY WHERE THEIR POPULATION IS HEAVIEST.
ON AUGUST 6TH) 1954) THE TRUSTEES OF THE WICHITA FALLS INDEPENDENT SCHOOL
DISTRICT NO. I VOTED TO DEED TO THE ALTRUSA CLUB THE PLOT OF GROUND LOCATED
AT THE CORNER OF SIXTH AND SEYMOUR STREETS. THE SCHOOL DISTRICT HAD GRANTED
US THE USE OF THIS PROPERTY SEVERAL YEARS AGO AND WE ERECTED A CYCLONE FENCE
TO MAKE IT A SAFE PLAYGROUND AND RENOVATED THE BRICK BUILDING FOR USE OF
THE MEXICAN DAY NURSERY, OUR CLUB IS ARRANGING TO DEED TO THE MEXICAN DAY
NURSERY THE SMALL PLOT OF GROUND SURROUNDING THE BUILDING THEY OCCUPY, THEY
ARE NOW AN AGENCY OF THE COMMUNITY CHEST AND DOING A FINE SERVICE FOR THE
MEXICAN CHILDREN OF WORKING MOTHERS AND FROM BROKEN HOMES,
THE REMAINING PORTION OF THIS PROPERTY CONSISTS OF ABOUT FOUR CITY LOTS
AND HAS WATER AND ELECTRIC LIGHT CONNECTIONS. IT HAS SEVERAL LARGE SHADE
TREES AND IS IDEALLY LOCATED FOR A PLAYGROUND FOR THE CHILDREN LIVING IN
THAT SECTION OF THE CITY) WHICH IS COMPOSED PRINCIPALLY OF LATIN—AMERICAN
FAMILIES.
THE ALTRUSA CLUB IS NOW IN POSITION TO DEED THIS TO THE CITY OF
WICHITA FALLS TO BE USED AS A PARK OR PLAYGROUND. WE SHALL APPRECIATE

RECORD OF OCTOBER 6 MEETING
The Traffic Commission of the City of Wichita Falls met in the Council Room
of the Memorial Auditorium, October 6, 1954, at 4:00 p.m., with the following
members present:
J. Walter Friberg, Chairman City Attorney
Harry Wheat Chairman, Citizens Safety Council
Joe Moore Captain of Traffic
Skeeter Nelson Representative, Highway Department
Jack Griffith Traffic Engineer
Jack Christopher President, Traffic Club
G. H Kirby Assistant Superintendent of Schools
Rev. Aaron Backus, pastor of the Westside Baptist Church, appeared before
the commission presenting a request for angle parking. On motion of Joe Moore,
seconded by Jack Christopher, permission was granted the Westside Baptist Church
to angle park on the north side of Avenue J, between Grant and Buchanan.
A request for a ten mile zone, with caution signs, in the 300 block Fillmore,
from the Seymour Highway continuing to Wood Dale Street, was read by the chairman.
Moved by Skeeter Nelson, seconded by Jack Griffith, to place "S" curve signs, and
to conduct a speed survey of Fillmore Street at this location before recommending
a change in speed. The motion carried unanimously.
On motion of Joe Moore, seconded by Jack Christopher, request was denied the
Oil and Gas Building to install a drive-in window, because such window would be
on the traffic side of the alley.
Moved by Harry Wheat, seconded by Joe Moore, that the Traffic Commission
endorse a paving program for the north end of Indiana. The motion carried
unanimously.

On motion of Harry Wheat, seconded by Jack Christopher, angle parking was
granted Mims Bearing Company, at 1300 Indiana.
On motion of Jack Christopher, seconded by Joe Moore, the Times Publishing
Company was granted two parking spaces on Seventh Street on a rental basis.

On motion of Joe Moore, seconded by Harry Wheat, Alamo and Huey Schools
will be furnished "Please Do Not Enter" signs to be used in controlling traffic
at said schools.
