The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session
on the above date, in the Council Room of the Memorial Auditorium Building, at 8:00 o'clock
P. M., with the following members present:

The Invocation was given by Dr. Claude A. Beesley, Recbor of the Church of The
Good Shepherd (Episcopal).
{ Moved by Alderman Hammond that the Minutes of the regular meeting held September
13, 1954, be approved.
Motion seconded by Alderman Lam and carried.
Moved by Alderman Cox that the Board of Aldermen approve and adopt the Plat
/of the Singleton Addition, an addition to the City of Wichita Falls, copy of which is attached
hereto and made a part of the records hereof.
Motion seconded by Alderman Hammond and carried.
J. B. Sebring approached the Council for permission to construct a 69 acre water
reservoir on his property on the Lake Kickapoo water shed lying between Lake Kickapoo
reservoir and the town of Seymour. The matter was promptly referred to John P. Ruhmann,
Director of Utilities and.J. Walter Friberg, City Attorney.
Mr. Pete Heffington came before the Council to register protest against permitting
the Sinclair Refining Co. to cut an opening in the curb on Kell Blvd. at Parker's Square.
No action was taken.

As advertised, the public hearing on the proposed budget for the fiscal year
beginning October 1, 1954, and ending September 30, 1955, was held. There was no
opposition voiced against the same, whereupon the following motion was made:
Moved by Alderman Willis that the public hearing on the proposed budget for
the fiscal year ending September 30, 1955, be and the same is hereby closed.
Motion seconded by Alderman Meissner and carried by the following vote:
Yeas: Aldermen Willis, Meissner, Hammond, Cox and Lam.

execution of a one-year oil and gas easel n a 60 acre tract-of land adjoining the north
shore line of Lake Kickapoo, more particularly described as follows:
40-acres adjoining the north shore-line of Lake Kickapoo, being out of the NW/corner
of the S/2 of the W.M. Horrits Survey, Abstract No. 646, Archer County, Texas, being
described: Beginning at the NW/corner of the S/2 of the above Survey; Thence east
along the N/line of this S/2 a distance of 2640 feet; Thence south to a point 660 feet;

thence west to a point 2640 feet; thence north along the Whine of said Survey to the place
of beginning 660 feet, to contain 40 acres, more or less,
and upon the terms and conditions recited in the said oil and gas lease, as read to the
Council, for a consideration of $300.00, and to authorize and empower the City Manager,
H. A. Thomason to execute the said oil and gas lease for and on behalf of the City of Wichita •
Falls, Texas.

Moved by Alderman Lam that the Board of Aldermen approve and authorize the
execution of a Lease Agreement by and between Dan Peters and the City of Wichita Falls,
covering the West 40 feet of that portion of Colorado Street between the South line of
Waco Street and the North line of East Scott Street, for a period of 2 years, for a con-
sideration of $100.00 per year, and upon the terms and conditions therein expressed; further
to authorize and anpower the City Manager, H. A. Thomason, to execute the same for and on
behalf of the City of Wichita Falls.
Motion seconded by Alderman Hammond and carried.
Moved by Alderman Lam that the Board of Aldermen authorize the execution of a
Renewal Lease Agreement by and between the City of Wichita Falls and Milton Katz, covering
that portion of Front St. between the West line of Indiana Street and the Wichita River,
same being the dead end of Front St., said lease to run for a period of two years beginning •
Feb. 15, 1954, for a consideration of $250.00 per year; further to authorize the City Manager,
H. A. Thomason, to execute the same for and on behalf of the City of Wichita Falls.
Motion seconded by Alderman Hammond and carried.
The request of the Tines Publishing Co. for two additional parking spaces on
7th Street was referred to the Traffic Department.
ORDINANCE NO. 1624
AN ORDINANCE MAKING IT AN OFFENSE TO SET FIRE TO, OR CAUSE THE BURNING OF ANY
BEDDING, FURNITURE, RUG, CURTAIN, DRAPE OR OTHER HOUSE OR HOUSEHOLD FURNISHINGS OR FITTINGS
IN SUCH A MANNER AS TO ENDANGER THE SAFETY OF ANY PERSON OR PROPERTY; PROVIDING A SAVINGS
ULAUSE; PROVIDING A PENALTY.
The above Ordinance No. 1694 came up for public discussion. No opposition
whatsoever was voiced against the same, thereupon the following motion was made:
Moved by Alderman Meissner that grdinance No. 1694 be and the same is hereby
approved and passed as read.
Motion seconded by Alderman Willis and carried by the following vote:
Yeas: Aldermen Willis, Meissner, Hammond, Cox and Lam.
Nays: None.
Moved by Alderman Cox that the Board of Aldermen authorize the execution of a
contract by and between the City of Wichita Falls and Jack L. Johnson for the operation of
Weeks Park Municipal Golf Course, etc. upon a month-to-month basis, upon the terms and
conditions as set forth in the Contract which was read by members of the Board of Aldermen;
further to authorize and empower the City Manager, H. A. Thomason, to execute the same
for and on behalf of the City of Wichita Falls.
Motion seconded by Alderman Hammond and carried, with Alderman Ham voting No.
Moved by Alderman Cox that the Board of Aldermen authorize payment to the Wichita •
General Hospital the sum of $7756.88 for charity patients for the month of August, and direct
the City Clerk to draw a check for the same.
Motion seconded by Alderman Hammond and carried.

the purchase of 20,000-,1bs. Ingot lead for the Water Department, that the Board of Aldermen
faccept the recommendation of the City Manager, H. A. Thomason, and award the bid to the
lowest bidder, Gachmann Metal Co., at a cost of $15.45 cwt.

Moved by Alderman Meissner, in accordance with bids opened Sept. 13th for 6he
purchase of three packer type garbage bodies, that the Board of Aldermen accept the reco-
mmendation of the City Manager, H. A. Thomason, and J. D. Huffines, Dir. of Sanitation,
Land award the bid to the lowest bidder, Rinehart Equipment Co. at a total cost of $8047.50.
Motion seconded by Alderman Willis and carried.

of three 2-ton chassis and cab trucks, that the Board of Aldermen accept the recommendation
of J. D. Huffines, Dir. of Sanitation, and award the bid to Morgan Motor Co. at a total cost
of $5673.00, being the lowest bid.
Motion seconded by Alderman Hammond and carried.

of two 1-1/2-ton trucks, with S', 1/2 C.Y. steel dump bodies, that the Board of Aldermen
accept the recommendation of the City Manager, H. A. Thomason, and F. M. Rugeley, Dir. of
Pub. Works, and award the bid to Morgan Motor Co., at a total cost of $4093.00, being the
lowest bid.

Ordinance No. 1693 came on for public discussion at which time both proponents
and opponents were given ample opportunity to express their views, thereupon the following
motion was made:

Right-Of-Way deeds to the State of Texas, covering the following described tract, or tracts,
of land, for a consideration of highway improvements adjacent thereto:
The property herein conveyed is out of and a part of the J. A. Scott Survey, A-294,
Wichita County, Texas, and is more particularly described as follows:
Beginning at a point on the centerline of proposed F.M. Highway 369, Engineer's Station
554A6.39, said point being on the west property line of the City of Wichita Falls tract of
land, said point also being on the west boundary line of said J. A. Scott Survey;
Thence south along said west property line a distance of 101.25 ft. for a corner,
said point being on the south right of way line of proposed F.M. Highway 369;
Thence 80° 59' E along said south right of way line a distance of 948.61 ft. for a
corner, said point being on the east property line of the City of Wichita Falls tract of

This is to advise you that the plat of the Singleton
Addition is satisfactory and that all required easements
have been shown thereon.

Re: Proposed plat - Singleton Addition to the
City of Wichita Falls.
Gentlemen:
Mr. L. R. Bloodworth, representing Mrs. George T.
Singleton, has submitted to the Park Board of Wichita Falls,
Texas, a proposed plat of the "Singleton Addition" to the
City of Wichita Falls, and being a re-subdivision of a part
of the Park Place Subdivision.
This proposed addition contains a total of 81 resi-
dential units and under Resolution 114 now in effect in the
0 City of Wichita Falls, would require an allocation of 2.7
acres of land to be used as a park in connection therewith.
Due to the fact that we now have a new park located
out of the Rdgemere South Addition to the east and the Municipal
Golf Course adjoins this addition to the northwest, it is felt
that no park should be developed out of this addition.

In lieu of donating acreage for a park, the developers
--) have agreed to pay into the Park Board for use in developing
nearby parks the sum of $1,500.00 cash.
This sum, if paid, would aggregate $555.00 per acre
valuation of the acreage in lieu of a park.

The Park Board feels that this sum is adequate and
satisfies the spirit and letter of Resolution 114.
We therefore recommend that the proposed plat be
approved, insofar as the Resolution 114 compliance is concerned,
upon the payment of the $1,500.00 hereinabove set out.

Mrs. G. T. Singleton the proposed subdivision of a portion of Park

made some suggestions about this subdivision, all of which have been
