The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session
on the above date, in the Council Room of the Memorial Auditorium Building, at 8:00 o'clock
P.M., with the following members present:

The Invocation was given by Rev. L. M. Kennedy, Pastor of the Fain Menorial
Presbyterian Church.
Moved by Alderman Willis that the Minutes of the regular meeting held July 12,
1954 be approved, and likewise the called meetings held July 26th and August 2nd,
respectively, be approved.
Motion seconded by Alderman Liepold and carried.
As advertised, bids for the purchase of fire hydrants and valves were opened by
the City Clerk and read aloud by Mayor Lloyd C. Thomas. The bids were as follows:

because of quicker delivery.

Moved by Alderman Willis that the Purchasing Agent he and he is hereby authorized ;,
to advertise for bids for the purchase ofjthree- 2 ton trucks, plus 3-15 cu.yd. packer type ✓
containers; said bids to be opened at the next regular meeting to be held September 13th.

Moved by Alderman Liepold that the Board of Aldermen authorize the execution of -'bC-
a contract by and between Clyde Flick Construction Co. and the City of Wichita Falls, for
the construction of a total of 8,078 feet 6, 8, 10 and 12" sewer mains and all appurtenances "'
thereto, as recited in the Contract, in Sunnyside Heights 2nd Addition, for a consideration of
$23,462.15; further to authorize and empower Mayor Lloyd C. Thomas to execute the same for
and on behalf of the City of Wichita Falls.

Moved by Alderman Willis that the Board of Aldermen authorize payment to C. W.
Taylor the sum of $8299.40, being the third payment on the Band Shell at Bridwell Park.

Moved by Alderman Cox that the Board of Aldermen authorize payment to Clyde
Flick Construction Co. the sum of $6371.85, being Estimate #2 on the construction of
Panhandle Oil Corp. and Third Street sewer mains.
Motion seconded by Alderman Liepold and carried.
Moved by Alderman Lam that the Board of Aldermen authorize and direct the
ater Department to furnish water to the local U.S.O. at the authorized rate of $.20
per thousand for churches, The Boys Club, and the Y.M.C.A.
Motion seconded by Alderman Hammond and carried.
vs,R- Moved. by Alderman Lam that the Board of Aldermen authorize an amendment to
the Building Code Ordinance No. 1685, Section 2303:1, defining and permitting free
standing ground signs.

ORDINANCE NO.1692
AN ORDINANCE CLOSING AND ABANDONING THAT PORTION OF BRIDGE STREET LYING BETWEEN
THE NORTH LINE OF WICHITA STREET AND THE SOUTH LINE OF CAROLINA STREET, ALL OF THE ORIGINAL
TOWNSITE OF THE CITY OF WICHITA FALLS, WICHITA COUNTY, TEXAS, AND DECLARING AN EMERGENCY.
Moved by Alderman Hammond that Ordinance No. 1692 be, and the same is hereby
introduced and set down for Public Hearing at the next regular meeting to be held
September 13, 1954.
Motion seconded by Alderman Willis and carried by the following vote:
Yeas: Aldermen Willis, Hammond, Cox, Lam and Liepold.

Moved by Alderman Liepold that the Board of Aldermen authorize the execution
of a Sewer Line and Water Line right-of-way Easement by and between the Texas Electric
Company of Fort Worth and the City of Wichita Falls, for an 18" sewer line and a 16"
water line across Blocks 192 & 193, Highland Irrigation Subd., for a consideration of
$10.00; further to authorize and empower Mayor Lloyd C. Thomas to execute the same for
and on behalf of the City of Wichita Falls, Texas.
Motion seconded by Alderman Willis and carried.
The claim of Ethel Brapnon for damages, as alleged by her attorneys Kouri
&Banner, and filed with the City Clerk on or about July 19, 1954, was presented to the
Council, whereupon the same was referred to the City Attorney for investigation.
Moved by Alderman Cox that the Board of Aldermen authorize payments on water
main contracts fo the following person, persons, or firms:
To Morningside Estates, Inc. $625.33, being payment due 8-1-54, for East Morningside
Addition.
" E. E. Cloer, 908.84, being payment due 8-1-54 for Wichita Manor,
located on Harrison St.
" C. L. Rogers, 104.32, being payment due 8-1-54 on Reviera Parkway
Addition.
" Sunnyside Development Co. 3E97.41, being payment due 8-1-54 on Sunnyside Heights
Addition;
further, to direct the City Clerk to draw checker for each of the above.

Moved by Alderman Cox that the Board of Aldermen authorize payment to
H. M. Davis, A.B.C. Construction Co. and J. H. Gallaway et al, the sum of $18.94,
being payment due 8-1-54 on a sewer main contract on 9Eh & Beverly Drive, and direct
the City Clerk to draw a check for the same.
Motion seconded by Alderman Lam and carried.
Moved by Alderman Cox that the Board of Aldermen authorize and direct the ffie.
City Manager to release the $6000.00 Cashier's check, now being held, to Joe A.
Best Jr. when and at such time as the following letter has been signed by the proper
owners of Sunnyside Development Co.

Gentlemen:
We, the undersigned, are the developers of Sunnyside Heights, an Addition to the
City of Wichita Falls, Texas, and as such developers have heretofore committed our-
selves to give for school and park purposes approximately 20 acres of land. This land
is indicated upon the plat of such Addition as approved by the Board of Aldermen of
the City of Wichita Falls and filed with the CountyClerk of Wichita County.
Ten acres of such land have already been deeded to the Trustees of the Wichita
Falls Independent School District. Each of the undersigned fully guarantees that the
remaining 10 acres will be conveyed to the City of Wichita Falls during the month of
January, 1955. We each recognize that we are personally obligated upon this guarantee
and request that you direct the City Manager to deliver to us a cashier's check in the
sum of $6,000.00 which he is now holding to guarantee our conveyance of such property.
