Min 07/26/1954 441 Wichita Falls, Texas Memorial Auditorium Bldg. July 26, 1954 The Board of Aldermen of the City of Wichita Falls, Texas, met in called session on the above date in the Council Room of the Memorial Auditorium Building, at 7-30 o'clock mew P.M., with the following members present: Lloyd C. Thomas Mayor R, P. Willis J. Bailey Meissner 1 Dr. E. Aubrey Cox Aldermen Gene Liepold Geo.T. Henderson City Clerk' H. A. Thomason City Manager J. Walter Friberg City Attorney • The Invocation was given by Dr. Jas. H. Landes, Pastor of'the First Baptist Church. Mayor Lloyd C. Thomas announced this meeting had been called primarily for the purpose of holding the second and final Hearing of Ordinance No. 1690. As advertised, the second hearing of Ordinance No. 1690 was held. L. V. Abernathy, Attorney for J. H. Jeter et al, strongly opposed the said Ordinance No. 1690 and presented a petition bearing approximately 980 names opposing increase in taxicab fares. Dr. E. Aubrey Cox, Chairman of the previously appointed committee to make a survey of taxicab rates, reported that as a result of the study made of rates in other cities comparable to this City, the rates prescribed in Ordinance No. 1690 was, in his opinion, just and reasonable. After both opponents and proponents were given an oppor— tunity to voice their opinion, the following motion was had: Moved by Alderman Cox that the Public Hearing of Ordinance No. 1690 be and the same is hereby closed. Motion seconded by Alderman Meissner and carried by the following vote: Yeas: Aldermen Willis, Meissner, Cox and Liepold. Nays: None. Ordinance No, 1690 AN ORDINANCE AMENDING SECTION IV — — "RATES" OF ORDINANCE NO. 1631, SETTING THE RATES TO BE CHARGED PER MTT,F AND FOR TIME WHEN THE TAXICAB IS NOT DRIVING WITH A 'ASSENGER, RATES TO BE CHARGED FOR CARRYING TRUNKS AND RATES TO BE CHARGED FOR ADDITIONAL PASSENGERS, OF ALL TAXICABS OPERATING WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FALLS. Moved by Alderman Cox that Ordinance No. 1690 be and the same is hereby approved and passed as read. Motion seconded by Alderman Meissner and carried by the following vote: • Yeas: Aldermen Willis, Meissner, Cox and Liepold. Nays: None. 0. Moved by Alderman Willis, in accordance with bids opened at a regular meeting of the Council on July 12, 1954, for construction of a 24" water main extension, that the Board of Aldermen accept the recommendation of John P. Ruhmann, Dir. of Utilities, and award the bid to R. B. Hodgson, the lowest and best bidder, for a consideration of $153,278.60 for October delivery; and that the Mayor, or City Manager, be authorized to sign a contract for the same for and on behalf of the City of Wichita Falls. Motion seconded by Alderman Liepold and carried. 442 Moved by Alderman Liepold, in accordance with bids opened at a Council meeting July 12, 1954, for the purchase of 4500 tons of asphalt surfacing materials and 900 tons of cover stone for seal coat work, that the Board of Aldermen accept the recommendation of F. M. Rugeley, Dir. of Public Works, and H. A. Thomason, City Manager, and award the bid to Southwest Stone Co. for a consideration of $4.63 per ton for asphalt surfacing materials, and $3.63 per ton for cover stone for seal coat work, all f.o.b. Wichita Falls. Motion seconded by Alderman Willis and carried. Moved by Alderman Liepold that the Board of Aldermen authorize and direct the 47c City Attorney to advertise for bidw for an oil and gas lease, shallow rights, on a 40 acre lease adjoining the North shore lines of Lake Kickapoo, being out of the NW corner of the South 1/2 of the Wm Horrits Sur. Abst. 646, and submit the same to the Board of Aldermen for further consideration. Motion seconded by Alderman Willis and carried. C. 0. Smith, Jr., representative of the Night Lions Club, requested permission to sell brooms and mops from door to door in residential sections in addition to selling either or both at some designated place in the down—town section , whereupon the following motion was made: free gratis 'oved by Alderman Willis that permission be granted/to the Lions Club (Night Session Group) to peddle brooms and mops, etc. in the down town section and residential section, for a limited time, and direct the City Clerk to issue such license, or licenses, without cost when and at such time as may be requested within the near future. Motion seconded by Alderman Cox and carried. Moved by Alderman Cox that the meeting be adjourned. Motion seconded by Alderman Willis and carried. The Board of Aldermen then adjourned.
