July 12, 1954 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date in the Council Room of the Memorial Auditorium Building, at 8:00 o'clock P.M., with the following members present: Afik Lloyd C. Walter Friberg City Attorney The Invocation was given by Dr. Geo. Davis. Moved by Alderman Lam that the Minutes of the regular meeting held June 28, 1954, lbe approved, as corrected. Motion seconded by Alderman Hammond and carried. The verbal application of Ray Puckett to install a 18" x 30 ft. channel "'Letter Sign on the fire wall of his property located at the corner of 9th &Brook was 'discussed at length, thereupon the following motion was made: Moved by Alderman Hammond that the Board of Aldermen adhere to the Ordinance governing such installations and that the application of Mr. Puckett to instali,1 a sign on the fire wall of his building located at 9th & Brook be refused and denied. Motion seconded by Alderman Meissner and carried. As advertised, bids for the construction of a 24" water main extension were opened by the City Clerk and read aloud by John P. Ruhmann, Director of Utilities, for comparison and recommendation. Motion seconded by Alderman Hammond and carried. 437 As advertised, the Public Hearing was held on Ordinance No. 1690. Atty L. V. Abernathy appeared on behalf of unnamed clients and opposed passage of the said Ordinance No. 1690, and requested final action on the same be postponed for a period of two weeks in order to give him time to present the views of his clients. After both proponents and opponents had been heard, the following motion was made: Moved by Alderman Cox that the first Public Hearing of Ordinance No. 1690 be closed. Motion seconded by Alderman Hammond and carried by the following vote: Yeas: Aldermen Willis, Meissner, Hammond, Cox, Lam and Liepold. Nays: None. Nays: None. • Moved by Alderman Hammond, in accordance with bids opened at a regular Council,,((4a meeting June 28, 1954, for the purchase of 10,000 ft. 3/4" Type K Soft copper pipe, and �Q 2000 ft. 1" of same, that the Board of Aldermen accept the recommendation of John P. 44 7- Ruhmann, Dir, of Utilities, and award the bid to the lowest bidder, Morrison Supply Co. for a consideration of $5024.25 fob Wichita Falls, Motion seconded by Alderman Meissner and carried. Moved by Aldennan Willis, in accordance with bids opened at a regular meeting 'w`c June 28, 1954, for the purchase of a certain number of 1/2" and 3/4" copper oouplings, etc., that the Board of Aldermen accept the recommendation of John P. Ruhmann, Dir, of lr-"2 Utilities, and award the bid to the lowest bidder, American B.1iator Standard Sanitary Corp. for a consideration of $2059.76, fob Wichita ja11a. Motion seconded by Alderman Hammond and carried. Moved by Alderman Hammond that the Board of Aldermen approve and accept the 4; plans and specifications as exhibited to the Council for sanitary sewer extension in 64h. Second Section Sunnyside Heights Addition, and to authorize F. M. Rugeley to advertise, for bids to be opened in the Office of the Director of Public Works July 26th in the 7' presence of Joe Best, and further authorize that an award be made at the discretion of Mr. Best and F. M. Rugeley, and further authorize and direct the City to pay the difference in th$, cost of the sewer pipe for sizes above that required to serve the lots in Sunnyside Second Addition, which is estimated to be approximately$1615.00, more or less. Motion seconded by Alderman Willis and carried. Moved by Alderman Liepold that the Board of Aldermen authorize F. M. Rugeley Dir, of Public Works to advertise for bids for dirt work on street construction in Ditto q. 7 Heights at an estimated cost of approximately $2300.00, and further authorize F. M. Rugeley to make an award on the date set by his office. Motion seconded by Aldan Meissner and carried. RESOLUTION N0,259 WHEREAS, the City National Bank in Wichita Falls, Texas, Depository of the City of Wichita Falls, Texas, has deposited in trust with the First National Bank in Dallas the sum of $700,000.00 in U. S. Treasury Bonds as security for the account of the City of Wichita Falls, Texas, as evidenced by First National Bank in Dallas Certificate Nos 51076, 51790 and 51877, hereinafter set forth: Cert. No. 51076, dated 1-25-54, U.S. 2 Treasury Bonds of 19538 , due 12-15-58, Nos. 8890/8891 N AOOM ea $200,000.00 438 Cert. No. 51790, dated 3-11-54, U.S. 2t Treasury Bonds of 1959-62, due 6-15-62, Nos. 62297/62298 d 100M ea 200,000.00 51877, dated 3-22-54, U.S. 2t Treasury Bonds of 1959-62, due 6-15-62, Nos. 62299/62301 M lOOM ea 300.000.00 Total 700,000.00 and WHEREAS, the City National Bank in Wichita Falls, Texas, has requested release of the above described Treasury Bonds; and WHEREAS, the City National Bank in Wichita Falls, Texas, agrees to sub- stitute in lieu thereof $300,000.00 U.S. Treasury 1-7/8% Notes, due 2-15-59 in exchange for Cert. No. 51877 dated 3/22/54 U.S. 2 Treas. Bonds aggregating the sum of $300,000.00, and WHEREAS, the City National Bank in Wichita Falls, Texas, desires to withdraw altogether Cert. No. 51076 U.S. 2 Treasury Bonds, and Cert. No. 51790 U.S. 24 Treasury Bonds aggregating the sum of $400,000.00, and WHEREAS, it appears that sufficient securities have been pledged by the City National Bank in Wichita Falls, Texas, with the First National Bank in Dallas to secure the deposits of the City of Wichita Falls, Texas; NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS: That The City Clerk of the City of Wichita Falls, Texas, be and he is hereby authorized to accept as security for the City of Wichita Falls, $300,000.00 U.S. Treasury 1-7/8% Notes, due 2-15-59, and surrender the above described Treasury Bonds Cert. No. 51877 due 6-15-62, aggregating the sum of $300,000.00 now on deposit with the First National Bank in Dallas. NOW, THEREFORE, BE IT FURTHER RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS; That The City Clerk of the City of Wichita Falls, Texas, be and he is hereby authorized to permit the City National Bank in Wichita Falls, Texas, to reduce the securities pledged with the First National Bank in Dallas, Texas, in the amount of $400,000.00 and surrender the above described bonds mentioned in Cert. ORDINANCE NO.1691 AN ORDINANCE CHANGING THE NAME OF "KINDEL ROAD" IN HURSH SECOND SUBDIVISION, AN ADDITION TO THE CITY OF WICHITA FALLS, TEXAS, TO "CHRISTINE ROAD;" AND REPEALING ALL , ORDINANCES OR PORTIONS OF ORDINANCES IN CONFLICT HEREWITH. Moved by Alderman Meissner that Ordinance No. 1691 be and the same is hereby approved and passed as read. Motion seconded by Alderman Liepold and carried by the following vote: Yeas: Aldermen Willis, Meissner, Hammond, Cox, Lam and Liepold. Nays: None. Moved by Alderman Hammond that the Board of Aldermen authorize payment to C. W. Taylor the sum of $4329.58, being Estimate No. 2 on the Band Shell at Bridwell Park, and to direct the City Clerk to draw a check for the same. Motion seconded by Alderman Liepold and carried. Moved by Alderman Liepold that the Board of Aldermen hereby appoint Russell R. , Kolp, Julian A. McFall and Homer Karrenbrock to serve on the City of Wichita Falls Equalization Board for the year 1954. Motion seconded by Alderman Willis and carried. Col. Steve Marchand, Civil Defense Director, again appeared before the Council seeking advice as to how to proceed to raise the balance of $8500.00 necessary to install 9 sirens in the City for defense purposes. The matter was discussed by the Council, whereupon the following motion was made: Moved by Alderman Liepold that permission be granted to Col. Steve Marchand for the purpose of soliciting and raising approximately '!=500.00 necessary to provide the balance required to install 9 air raid warning signals in the City of Wichita Falls o' and that such permit may be cleared through the City Solicitation Board. Motion seconded by Alderman Willis and carried. As advertised, bids for the purchase of 4500 tons of asphalt surfacing materials and 900 tons of cover stone for seal coat work were opened by the City Clerk and read aloud by F. M. Rugeley, Dir. Public Works.
