Min 06/28/1954 432 Wichita Falls, Texas Memorial Auditorium Bldg. June 28, 1954 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date in the Council Room of the Memorial Auditorium Building, at 8:00 o'clock P.M., with the following members present: Lloyd C. Thomas Mayor R. P. Willis 0 Jack L. Hammond 0 Dr. E. Aubrey Cox 1 Aldermen Elie E. Lam # Gene Liepold 0 Geo. T. Henderson City Clerk H. A. Thomason City Manager J. Walter Friberg City Attorney Moved by Alderman Cox that the Minutes of the regular meeting held June 14, 1954, be approved. Motion seconded by Alderman Willis and carried. The Oath of Office was administered by the City Clerk to Joe Bailey Meissner as Alderman Place #2, and he was duly seated. x Amos West presented a petition, bearing approximately 29 signatures of property owners on Hampstead Lane between Kemp Blvd. and Holliday Streets, requesting restriction of trucks and vehicles of more than 5000 lbs. gross weight from this street at all times; city busses and trucks making deliveries to Hampstead Lane address excepted. The petition was ordered filed in the Office of the City Clerk. As advertised, a Public Hearing was held on the proposed changes in Taxicab fares, at which time Aldermbn Dr. E. Aubrey Cox gave an oral'report of an extensive study his Committee had made concerning taxicab rates in other cities of comparable size. After both proponents and opponents had been givdn an opportunity to be heard the following motion was made: Moved by Alderman Willis that the Public Hearing on the above and foregoing be closed. Motion seconded by Alderman Lam and carried. ORDINANCE NO.1690 AN ORDINANCE AMENDING SECTION IV - - "RATES" OF ORDINANCE NO. 1631, SETTING "'THE RATES TO BE CHARGED PER MILE AND FOR TIME WHEN THE TAXICAB IS NOT DRIVING WITH A PASSENGER, RATES TO BE CHARGED FOR CARRYING TRUNKS AND RATES TO BE CHARGED FOR ADDITIONAL PASSENGERS, OF ALL TAXICABS OPERATING WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FALLS. Moved by Alderman Cox that Ordinance No. 1690 be and the same is hereby intro- duced and a Public Hearing of the same be held at the next regular meeting to be held July 12, 1954, and that due Notice of the same be published in the Record News. Motion seconded by Alderman Liepold and carried by the following vote: Yeas: Aldermen Willie, Meissner, Hammond, Cox, Lam and Liepold. Nays: None. 433 ss g V(.. Ruhnmann, Dir, of Utilities, and award the bid for purchase of 3000 ft. 6" and 6000 ft. 8" Transite Pressure pipe to Johns-Manville Sales Co. for a total considera- tion of $15690.00. Moved by Alderman Cox that the Minutes of the City Traffic Commission dated June 14th and June 25th, 1954, respectively, be and the same are hereby approved by the Board of Aldermen, except the following item, which shall be deleted and of no forme and effect: "Moved by Titus Mitchell to deny the request of the Taxicab Company for additional cab stands. The motion was seconded by Earl Williams and carried unanimously;" also the following item shall be referred back to the Traffic Commission for further study: "Moved by Mr. Nelson to eliminate center parking, on an experimental basis, between 10th & llth on Holliday, and to substitute center parallel parking in lieu of angle center parking between 15th and 16th on Holliday, subject to the approval of the Board of Aldermen. The motion was seconded by Mr. Rugeley and carried unanimously;" copies of the said Traffic Minutes being attached hereto and made a part of the records hereof. C164. 6) -4(a.-/3l Motion seconded by Alderman Liepold and carried. ✓ With reference to the last paragraph of City Traffic Commission Minutes of June 25th, above described, which recommends elimination of center parking, on an experimental basis, between 10th & llth on Holliday St. and to substitute center parallel parking in lieu of angle parking between 15th & 16th on Holliday St;, a number of protests were made from merchants in these areas; namely; Attorney Wilson for Sullivan Food Store, J. A. Redwine et al, against the change between 15th & 16th St. Bob Jones, representing Shaw Pharmacy, Mr. Onstott, representing E-Z Stores et al opposed the proposed change between 10th & llth on Holliday. Mayor Lloyd C. Thomas advised the above representatives that the Board of Aldermen were only acting upon decisions made by the Traffic Commission, who always make extensive study of traffic problems before presenting the same to the Council. After much discussion, the following motion was made: Moved by Alderman Willis that the last paragraph in the Traffic Commission Minutes of June 25th, relating to certain recommended parking changes on Holliday between 10th & llth, also 15th & 16th St. be referred back to the Traffic Commission for further study. Motion seconded by Alderman Liepold and carried by the following vote: Yeas: Aldermen Willis, Meissner and Liepold. Nays: Aldermen Lam and Hammond, Alderman Cox not voting. a `1 Moved by Alderman Liepold that the Board of Aldermen authorize payment to the Wichita Falls Insurance Exchange the sum of $7878.48 for Greever & Co. insurance covering city automobile fleet schedule from 5/1/54 to 5/1/55. Motion seconded by Alderman Hammond and carried. Moved by Alderman Willis, in accordance with the request of The Housing Author- ity of the City of Wichita Falls under date of June 14, 1954, that the said Housing Authority of the City of Wichita Falls be and they are hereby authorized to vacate and abandon 12 dwelling units located at 800 block Rosewood it., presently being operated as Rosewood Housing Project of the City of Wichita Falls, and to advertise the buildings -for sale on the conditions that the buildings be demolished and the lumber and materials therein salvaged, and the proceeds used to defray cost of erection of street lights in 43tr in Ben Donnell Homes, or otherwise, as the Housing Authority may direct, for ether low rent ,, public housing units in the City of Wichita Falls. , Motion seconded by Alderman Meissner and carried unanimously. Moved by Alderman Lam that the Board of Aldermen authorize the remodeling and 51' ' rehabilitation of the Nurses Home on Rose Street, jointly with Wichita County, and proceed immediately to receive specifications , plans and bids for the cost, and submit the same "' to a Committee of two to be named by Mayor Lloyd C. Thomas to work in conjunction with Commissioners of the County Court; the City to share 50% of the cost and Wichita County °�50%. Mitchell Asst. city Attorney Jack Christopher President, Traffic Club Raymond Adcock President, Retail Merchants Council Merchants from llth and Holliday appeared before the Commission in protest of the proposed elimination of center parking on Holliday north of llth Street, Action on the rewuest for removal of center parking on Holliday Street was deferred for further study. Moved by Harry Wheat to deny request for traffic signal at Beverly and Ninth. The motion was seconded by Titus Mitchell and carried unanimously. Moved by Titus Mitchell to deny the request for removal of two parking meters at the side of No. 1 Fire Station. The motion was seconded by Earl Williams and carried unanimously. Approved use of existing fire zones in front of hotels and public buildings subject to the legality of same. Deferred action on recommendation that some special consideration be given merchants who operate delivery trucks. Moved by Raymond Adcock to advise the Post Office Department that postal trucks may use any prohibited zone for the purpose of picking up or dropping mail. The motion was seconded by Murry Johnson and carried unanimously. Moved by F. N. Rugeley to deny the request of the Wichita Theater for an enlarged Fire Zone in front of the theater. The motion was seconded by Titus Mitchell and carried unanimously. Moved by Titus Mitchell to deny the request of the Taxicab Company for addi- Y"tional cab stands.
