The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date in the Council Room of the Memorial Auditorium Building,
at 8:00 otclock P.M., with the following members present:

1954, be approved.
Moved by Alderman Cox that the Board of Aldermen authorize sale of city water
to the City View Community, at the following rates, and in accordance with the terms
and conditions set forth in a contract to be prepared by the City Manager and City Attorney
and submitted to the Board of Aldermen for further consideration and approval:

As advertised, bids for paving Railroad Avenue, between Brook Street and
' Baylor Street, were opened by the City Clerk and read aloud by Mayor Thomas. Only
one bid was submitted, and the same reads as follows:

RESOLUTION NO. 258
WHEREAS, the City of Wichita Falls has heretofore leased to F. P. Timberlake
and H. M. Kelleher certain of its lands adjoining Lake Kickapoo in Archer County, Texas,
upon which oil production has been obtained;
WHEREAS, on the 3rd day of May 1954, the said City has leased additional
lands in the amount of 57.46 acres to said parties adjoining the tract upon which they
now have production; and

WHEREAS, in the orderly development of such lands the next drill site
should be on the first tract heretofore leased immediately adjacent to the second
tract leased on the 3rd day of May 19543
NOW, THEREFORE, IN CONSIDERATION OF THE PREMISES, it is hereby resolved
by the Board of Aldermen of the City ofWLchita Falls that the City of Wichita Falls
agrees that the lessees under such leases may drill an additional well for oil or
gas on the first lease using the regular Railroad Commission spacing rules and that
the drilling of such well shall be accepted as a fulfillment of the drilling require-
ments under the second lease. -.„nnn

a consideration of $2393.13, Of which amount the city's portion shall be approximately
$528.48 and the remaining amount of $1864.65 shall be paid by adjacent property owners.

Moved by Alderman Willis that the Board of Aldermen accept the recommendation ,/
of Geo. A. Mobley, Purchasing Agt., J. D. Huffines, Dir. Sanitation, and M.A.Thomason,
City Mgr. and award the bid for 40-750x2O tires and tubes to Rogers Tire Co. for a .gig
consideration of $1870.80, being the lowest Or the bids opened and read at a regular
council meeting held April 26, 1954. ,

As advertised, the public hearing on the Proposed Ordinance to dis-annex
the Harwell Addition was held, at which time both proponents and opponents were given
an opportunity to be heard, thereupon the following motion was had:
Moved by Alderman Willis that the public hearing of the proposed ordinance
to dis-annex the Harwell Addition be and the same is hereby closed.

Moved by Alderman Liepold that further action on the proposed ordinance to
dis-annex the Harwell Addition be postponed until the next regnl:r meeting to be held
May 24th, in orderfor certain members of the Council to have sufficient time to give
proper study to the proposal.

Moved by Alderman Lace that the Board of Aldermen authorize payments on
certain water main contracts as follows:

tract dated 8/2/51, for water mains in the John W. Thomas Subdivision.
To Mrs C. A. Gillispia, 219.78, being payment due 5/1/54 on contract dated
8/13/51 for water mains in Gillispia 1st & 2nd Additions;
further to direct the City Clerk to draw check for each of the respective amounts.

Moved by Alderman Willis that the Board of Aldermen authorize the execution
of a contract,by and between the City and W. E. Cantrell, covering confection concession
rights at ball games in Hamilton and Bridwell Parks, from May 1st to Sept. 30th, 1954,
upon the terms and conditions recited therein and to authorize and empower the City
Manager, H. A. Thomason to execute the said contract for and on behalf of the City of
Wichita Falls, Texas.

Moved by Alderman Willis that the Board of Aldermen authorize the execution
of a contract, by and between the City and D. L. West and wife Dorothy West, for
confection concession rights at ball games at Scotland Park from May 1st to Sept. 30th,
1954, upon the terms and conditions recited therein, and to authorize and empower City
Manager, H. A. Thomason, to execute the said contract for and on behalf of the City of
Wichita Falls.

Next came on to be considered was opening of bids for construction of sani-
tary sewer mains, namely, Third Street Sewer Main, and Panhandle Oil Corp. main,
whereupon the city clerk announced to the Board of Aldermen that the bids of Glade
Construction Co. and F. S. Oldt Co. were presented to the Office of City Clerk at
5-10 P.M. May 10, 1954, which was 10 minutes past the required time for filing. Repre-
sentatives of the other bidders, E. L. Dalton &Co. and Clyde Flick gave their verbal
consent for the bids arriving late to be opened and considered. Thereupon the follow-
ing motion was had:
Moved by Alderman Lam that, in view of the fact that representatives from
all bidders concerned offered no objection, the bids of Glade Construction Co. and
F. S. Oldt Co. be opened and given equal consideration.

The bids for Third street sewer mains, and Panhandle Corp. mains were
opened by the City Clerk and read aloud by Mayor Thomas. The bids were as follows:

RECORD OF IIAY 7 MEETING
The Traffic Commission of the City of Wichita Falls met in the Council
Room of the Municipal Auditorium, May 7, 19k, at 2:00 p.m., with the follow-
ing members present;

The following matters were considered and action taken as indicated:
The problem of individuals painting curbs yellow was discussed at some
length and it was the consensus of the group that the City should begin some
sort of prosecution of those who were taking this means of reserving parking
space in front of their establishments. It was also felt that some provision
should be made for those out in residential areas who could show a just need
for such curb reservations.
Bud Daniel, Earl Williams, Titus Mitchell and Walter Friberg were appointed
to check the situation and make necessary recommendations.

After discussing the City's purchase of signalization equipment for Kell
and Kemp intersection, it was decided that Mr. Parker should be contacted again
concerning his agreement to pay for any necessary signalization when he was
granted the opening on Kell for his shopping center.
After discussing the request for 30 mph speed limit on East Scott, Earl
Williams recommended that graduated speed limits be set in an effort to get
cooperation from the motorists.
Moved by F. M. Rugeley that speed limit zones be set as recommended by
Earl Williams, as follows: 40 mph at the city limits 300 feet west; 35 mph
from that point on East Scott at Colorado and 30 mph from Colorado on into
town.
The notion was seconded by Hurry Johnson and carried.
Moved by Harry Wheat to deny request for traffic signal at Burnett
and Third. The motion was seconded by Earl Williams and carried.
lioved by F. M. Rugeley to deny request for stop signs at Eroad and
21st and Broad and 22nd Streets. The motion was seconded by Harry Wheat
and carried.
Moved by Earl Williams to deny request for stop sign at Baylor and
7th. The motion was seconded by Murry Johnson and carried.
Mr. Skipwith, Factory Lumber Company, appeared before the Commission
requesting permission to install gutter in place of curb and have angle park-
ing instead of parallel parking at his place of business.
Moved by Fi M. Rugeley to deny angle parking at Factory Lumber Company,
allowing him to recess 8 feet if he desires. The motion was seconded by
Harry Wheat and carried.
Moved by Murry Johnson to restrict traffic on Kell Boulevard from the
use of bicycles at all times. The motion was seconded by Harry Wheat and
carried.
The hazard caused by center parking at 1000 Holliday and 1500 Holliday
was discussed.
Moved by Earl Williams that merchants at these locations on Holliday
be contacted with regard to eliminating center parking. The motion was
seconded by Harry %eat and carried.
Moved by Earl Williams that the South side of the East half of the 600
block of Ninth Street be reserved for police vehicles in operation only.
The motion was seconded by Harry Wheat and carried.

public relations for their job before assuming their position. As you recall
the switchboard has been heretofore operated by firemen and since they will
have their own communications station we, of necessity, will have to provide
operators for the police department.

It is proposed that we hire four well qualified young ladiee to handle our
parking meters. They will be designated as public relations officers and will
do nothing but handle the parking rater violations, help the citiaenship and
visitors with finding their destination, make change (if necessary), and be well
informed on all of the city regulations in order that they might render public
information. It is proposed that these young ladies be between the ages of 25
and 35, a resident of the City of Wichita Fella for at least six months, and that
this be their hock and not transients that they be well educated, heat in
appearance, have good use of the English language, and a pleasing personality.

We propose the use of four such young ladies. All four of them will work
Mondays and Saturdays, the remainder of the week ue will use only three, allowing
each one a day off. They will work only 40 hours per week. This idea is not
origiaal, as it has been tried for the past few ;,mars on the Packfic coast and
in the East and for the past serer& months has been used by the City of Lubbock.
I have made a trip to Lubbock, together with the chief of police, and found that
the citizenship and the city officials are well pleased with this operation.
They will be well trained for at least four to six weeks before entering
upon their aesi:..i ent. They will be able to adjust minor repairs to the parking
meters through this training course, such as unstopping the meter that has been
put out of operation by use of a slug or bent coin. They will in no way be
classified as law enforcement officers and will have no arresting authority.
Along with this change, I would suggest that the courtesy boxes be installed
at least two to each bloc* whereby a person that does receive a parking ticket
will be able to pay the charge before moving their car. The parking ticket will
be deeigmed in the form of an envelope that will be used for this purpose. The
money from the courtesy boxes will be picked up each evening by t he police depart-
ment and carried to the Court and dispersed according to our present law.
We further propose that each parking meter be inspected each morning before
the beginning of the days operation to see that it is in operating condition and
than one employee to remain on the streets to repair meters that become out of
order during the day. Two people will rake the early morning inspection and, a;s
said before, one will retrain to assist the young ladies in keeping the parking
meters in operation, the other will pick up ten meters and replace them with ten
that have previously been checked and repaired. Each day thereafter this same

tenance program by having every meter in the City of Wichita Fad inspected at

The collection from the parking meters will be done by the Armored Service
for which they will be paid 50 per meter per week, or approtely ;240.00 per
i, month. This service has previaualy been done by one or two employees. The money

will be delivered to our city clerk, Geo. T. Henderson, eho in turn will count it
and again give it to the Wired Service for deposit. There will be no connection
with the traffic department or police department to the funds from the parking
lie meters as all of this will be under the direct eupervin ion of our city clerk.
We have checked with other cities and, with the parking meters we have in
operation, we have been convinced that the above plan with the uee of our young
ladies' will be adequate for complete coverage. In every city that has similar
operation it has proven satisfactory.

Since the fire department will have their own communications system they
will operate with their present personnel without addition
al cost.

washing and greasing, be done by this department. Heretofore outside work

been done in our fire department shop by the personnel and charges have been made
far this work. I feel that this shop was built for the City of Wichita Falls and
should be used exclusively for city operation.

Several wreckers and ambulances have been serviced through our communica-
tions system and with the installation and changes Made they nave requested that
this service be continued. I have refused up to this date to allow any equipment
other than fire or police to use these frequencies. I feel that this service can
be handled through our public safety departments.
We are changing some of our equipment to different locations in order to
meet the demands of the particular locality. .e do feel, however, that we need
additional f ire trucks to meet up-to-date standards.
A8 yet I do not have a recommendation to make concerning the firs marshal.
I do feel, however, that this work should be more closely co-ordinated with our
fire and police departments and in the near future I hope to have some recommend-
ations concerning this operation.
A well rounded training progrea is being outlined for all our departments
of public safety and will be started as soon as you approve in whele or in part
the suggeetad changes. This program has been discussed with the various depart-
ment heads affected and all will give their complete co-operation.
If the above suggestions meet with your approval we would like to put them
into effect as soon as possible, and would like to leave this thought with you -
that we need a director of public safety to supervise all our departments in this
classification and would like to include it in our next year's budget. He should
be well trained in all departments of public safety, be a good public relations
officer and instructor, and,011 our citizenship on public safety by talking to
our schools, service clubs, churches, etc.
