Memorial Auditorium Building
March 31, 1954
The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date, in the Council Room of the Memorial Auditorium Building,
at 8:00 o'clock P.M., with the following members present:
Kindel Faulk Mayor
Lloyd C. Thomas

A quorum being present, Mayor Kindel Faulk stated this meeting had been
called for the purpose, among other things, of holding a Public Hearing on the
proposed Building, Plumbing, Electrical, and Gasoline Storage Ordinances.
The Public Hearing on the proposed 8ui.�ding Code Ordinance was held, at
which time both proponents and opponents were given an opportunity to be heard, there-
upon the following motion was had:
Moved by Alderman Mason that the Public Hearing on the proposed Building Code
Ordinance be closed.
Motion seconded by Alderman Thomas and carried by the following vote:
Yeas: Aldermen Thomas, Hammond and Mason, and Mayor Faulk.
Nays: None.
The Public Hearing on the proposed Gasoline Storage Code Ordinance was held,
, at which time both proponents and opponents were given an opportunity to be heard,
thereupon the following motion was had:
Moved by Alderman Mason that the Public Hearing on the Gasoline Storage
Code Ordinance be closed.
Motion seconded by Alderman Thomas and carried by the following vote:
Yeas: Aldermen Thomas, Hammond and Mason, and Mayor Faulk.
Nays: None.
The Public Hearing on the proposed Electrical Code Ordinance was held, at
which time both proponents and opponents were given an opportunity to be heard, there-
upon the following motion was had:
Moved by Alderman Hammond that the Public Hearing on the Electrical Code
Ordinance.be closed.
Motion seconded by Alderman.Mason and carried,by the following vote:
Yeas: Aldermen Thomas, Hammond and Mason, and Mayor Faulk.

which time both proponents and opponents were given an opportunity to be heard, there-
upon the following motion was had:

Ordinance be closed.

AN ORDINANCE REGULATING THE CONSTRUCTION, ENLARGEMENT, ALTERATION, REPAIR,
REMOVAL, AND DEMOLITION OF BUILDING AND STRUCTURES AND CERTAIN APPURTENANCES THERETO,
AND CHANGES OF OCCUPANCY THEREOF; ADOPTING THE SOUTHERN STANDARD BUILDING CODE (1953-
54 REVISION) WITH CERTAIN CHANGES THEREIN AND ADDITIONS THERETO; PROVIDING FOR ADMINIS-
TRATION AND ENFORCEMENT; REPEALING ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT
HEREWITH; AND MAKING VIOLATION A MISDEMEANOR PUNISHABLE BY FINE NOT EXCEEDING $200.00.

ESTABLISHMENTS, PERMITS, SETTING OUT THE NECESSARY COMPLIANCE WITH THE SAME; REGULATING
DRY CLEANING AND DYEING ESTABLISHMENTS; REQUIRING VENTILATION, LIGHTING AND HEATING;
REGULATING THE TYPE OF POWER, TANKS, PURIFIERS AND FILTERS; REGULATING FUNS, PIPES
FOR HANDLING SOLVENTS, WASHERS, DRIERS, EXTRACTORS, SEAARATOHS AND STILLS; PROVIDING
FOR FIRE PROTECTION; PROVIDING FOR SYSTEMS APPROVED BY THE UNDERWRITERS LABORATORIES,

AN ORDINANCE PROVIDING FOR THE PROTECTION OF THE PUBLIC, AND THE REGISTRATION,
LICENSING AND BONDING OF PERSONS ENGAGED IN THE BUSINESS OF "PLUMBING", OR LABORING AT4111
THE TRADE OF "PLUMBING"; REQUIRING A PERMIT FOR THE INSTALLATION OR ALTERING OF PLUMBING
AND CREATING THE OFFICE OF PLUMBING INS FECTOR AND PRESCRIBING THE DUTIES OF HIS OFFICE;
DEFINING CERTAIN TERNS ESTABLISHING REGULATIONS FOR THE INSTALLATION, ALTERATION OR
REPAIR OF PLUMBING; AND THE INSPECTION THEREOF; PROVnJEb PENALTIES FOR THE VIOLATION

Moved by Alderman Mason that the Board of Aldermen authorize and direct that
a charge be made to all property owners for Service connections to the National Guard
Armory sewer line, as set forth in the following schedule:
Single or Duplex Residences $30.00
Filling Stations 40.00
Business Establishments 40.00
sue* Tourist Courts:
One to Two Units 30.00
Nohow Three to Four Units 45.00
Five to Six Units 60.00
Seven to Ten Units 75.00
Eleven or More Units 90.00
All properties which connect to the sewer shall be inspected to see that
the existing plumbing is in a safe condition and if corrections are necessary, these
shall be made before the property is allowed to connect with the City sewer. Each
property shall be required to pay the usual inspection fees and service charges as
provided by ordinance;
It is further understood and agreed that should such property, or properties,
in connection with the above mentioned, be brought into the City Limits within a
period of 12 months, all such connection charges may be remitted.
Motion seconded by Alderman Hammond and carried.
"a+' Mr. G. H. Kirby reported to the Council that the figure of $4136.00 pre-
viously set for property owners' portion of paving Railroad Ave'. was excessive and
that the drainage situation was a problem of the City. The matter was reconsidered
whereupon the following motion was made:
Moved by Alderman Mason that the Board of Aldermen authorize the paving
of Railroad Ave. from Taft Street to Monroe Street, at an approximate cost to the
City of $5,357.50, when and at such time as property owners deposit the sum of
$2914.50 with the City Clerk as their portion of the said paving, which amount is
37z% of the estimated total cost of $8272.00 for thh project, less $500.00 estimated
cost of drainage.
Motion seconded by Alderman Thomas and carried.
The letter of Mrs Erma Lee Embree, addressed to the City Clerk 3-24-54,
in which she alleges to have received property damage and bodily injury on February
15, 1954, by a motor vehicle owned by the City, was presented to the Council. The
letter was ordered filed in the Office of the City Clerk.
Moved by Alderman Mason that Dr. H. H. Terry be and he is hereby appointed
by the Board of Aldermen as Acting City Health Doctor for the City of Wichita Falls
during the illness of Dr. T. C. lynch.
Motion seconded by Alderman Thomas and carried.
0 Moved by Alderman Mason that the bid for purchase of 40 tons of Ferrous
Sulphate (Copperas) be awarded to the lowest and best bidder, Chemical Supply Co.,
at $2230.00, less 1% cash discount 10 days, in accordance with purchase summary
attached hereto.
Motion seconded by Alderman Hammond and carried.
City Manager, H. A. Thomason, read a petition, sighed by approximately
20 residents of the 1900 Block of Minnataska Street, requesting the City to provide
sewer lines for this street. The matter was discussed favorably, whereupon the follow-
ing motion was had:
6(.' Moved by Alderman Thomas that the Board of Aldermen authorize the construc-
tion and laying of a sanitary sewer main in the 1900 block on Minnataska Street, and
that such project shall be the first one to be considered after all the sewer main

projects now under construction, or obligated to construct, and when and at such time
as the City has sufficient funds with which to perform such work.
Motion seconded by Alderman Hammond and carried.
Moved by Alderman Mason that the following letter of appreciation be sent to
all members of the Committee previously appointed to draft a building, plumbing, elec-
trical and gasoline storage code, and that a copy of the same be spread on the Minutes:

Gentlemen:
Some two years ago the City Council felt that it was of great importance that
a new Building Code, in all its phases, be adopted, and in trying to accomplish this,
you were chosen to sere on a aonmittae for this purpose.
It is indeed gratifying that the Code was prepared and passed, but had it
not been for you and others who served on this important committee, we would still be
trying to operate under ah obsolete Building Code.
We express to you our sincere appreciation for your assistance and time
devoted; a copy of our appreciation is being spread upon our Minutes, in that others
may know of your fine work.
