Item 3: Identify 50 foot strip to the East . Response: The City Tax Map shows this strip as right-of-way for Wenonah Street. We are unable to verify this from the records. If the city does not own this strip it is probably corned by Burlington. Item 8: Verify that previous Highland Addition Plat has not dedicated streets on this Lot. Response: Location of Highland Addition Streets on the East Side of Lawrence Road is uncertain because no dimension is shown on the plat along the West line of Block 213 (See Copy of Original Plat Attached). Parker, P.E., City Engineer SUBJECT: Final Plat - Lot 1-C, Block 13-A, Burlington -Call Field Industrial District During yesterday morning's Plats Committee Meeting, the referenced plat was discussed concerning extension of Keith Street to the east to facilitate the proposed Maplewood extension. The City Thoroughfare Plan designates the proposed Maplewood extension, as a minor arterial, and therefore a minimum of 90-feet of right-of-way will be required. With the knowledge that Preston Products, Inc. is planning an extension, I made the suggestion that the existing south right-of-way line of Keith Street be extended easterly on its present bearing and the 90- foot wide right-of-way start at the end of Keith Street to the east property line of the tract. In order to comply with the subdivision ordinance, I am requesting paving and drainage plans for the easterly extension of Keith Street. An extension of the existing section of Keith Street would not match the proposed section of the eventual Maplewood extension nor is the precise geometry established, I do not believe this department would object to a request for waiver to Council on the paving and drainage requirement. Worth, Texas 76101 Dear Mr. Brooks: Reference is made to the letter of October 16, 1975 sent to you by the secretary of the Planning Board regarding action taken by the Board on the preliminary plat of the Burlington Call Feld Industrial District, which action is quoted as follows: "Due to the discrepancies and inconsistencies in the original preliminary plat of this subdivision, which was submitted to the Planning Board in 1970, a revised plat should be provided by the Fort Worth and Denver Railroad before future final plats are submitted. This plat should show ownerships, proposed street widths, buildinq limit lines, platted areas and all other features required by the Subdivision Regulations." One of the prinary discrepancies noted is in the width of Lawrence Road. Although the width scales 100 feet, no dimension is shown. The existing street is 60 feet wide, and scaled dimensions indicate that 20 feet is to be taken for additional right- of-way adjacent to both sides of the street. Actually, only 70 feet of right-of-way is needed, and no property should be taken adjacent to the east side, and only ten feet should be taken adjacent to the west side. The revised preliminary plat should show these corrections in addition to the other requirements quoted above. It has been noted that in the past several years, metes and bounds sales of property have been made in this subdivision without first havinq revised the preliminary plat to reflect the chanaes in the property lines. Such sales are not in compliance with the Subdivision Regulations, and these regulations forbid issuance of permits on properties sold in this manner. For this reason, the revised preliminary plat should reflect the boundaries and lot numbers of any properties which you wish to sell in the future insofar as is possible. When the revised plat is approved by the Planning Board, then the properties can be final platted, and sold. Any changes in the con- figurations of the lots and/or blocks will require another revised preliminary plat, and a repetition of the above outlined procedures. r N. G. Investigation of the revised master plan as well as all previous plans for the Burlington Call Field Industrial District dating back to August, 1970, results in some confusion as to the existing and proposed right-of-way on Lawrence Road. Differences in scaled and dimensioned right-of-way widths exist, and platted lots extend 20 feet (scaled) west of unplatted lots. Apparently, 60' of right-of-way is existing, and the west boundary line of Lot 5, Block 8 is identical to the west boundary line of the adja- cent platted Lot 1, Block 8 and Lot 1, Block 13. In accordance with Item 1, Table 60 of the approved "Wichita Falls Urban Transportation Plan 1970-1990" the proposed section for Lawrence Road is C-3. The C-3 section is a major collector and requires a 48' roadway in a 70' right-of-way. With 60' of existing right-of-way, 10 additional feet are required. This right-of-way will be obtained entirely from the west side of Lawrence Road which is unplatted at this time with the exception of the White's Auto Stores property. Since the above area has not been previously platted, it will be necessary to submit a final plat to the City Planning Commission prior to the issuance of a building permit for the desired construc- tion. As•you will recall, the City of Wichita Falls had prepared, through the consulting firm of Forrest and Cotton, Inc., a Prelimi- nary Engineering Report on the Relocation of the Fort Worth and Denver Wichita Valley Line, which Preliminary Engineering Report included a revised master plan for the Burlington -Call Field Indus- trial District. Mr. Norman Brooks was contacted by this office in regard to whether the final plat for the above Salem Rubber Company tract should conform to the previous master plan submitted by the Fort Worth and Denver Railway Company and approved by the City Plan- ning Commission, or should conform to the revised master plan in the Preliminary Engineering Report, which, of course, is under consid- eration at the present time by the Fort Worth and Denver Railway Company and has neither been submitted nor approved by the City Planning Commission. Mr. Brooks suggested that we utilize the master plan in the Preliminary Engineering Report as the prelimi- nary plat for the entire area. I informed Mr. Brooks that this would be recommended by this office even though the Preliminary Engineering Report had not been officially approved by the Fort Worth and Denver Railway Company. What we need here is for you to state that in the event anyone starts or requires a building permit or a sewer permit on any part of the remaining Burlington -Call Field Industrial Tract, that you will construct the sewer lines as to the Master Plan which you have submitted. Not just Block G as you stated in your letter to Mr. January. This will meet our requirements and keep you from having to make the installation at this time. To meet the requirements for the platting of Block 6 it would be necessary that all adjacent streets be dedicated and paved and the necessary utilities installed. 2. If the railroad wished to eliminate the construction of Silver Arrow Street, it would be necessary to submit a revised a master plan and have it accepted by the City. 3. If on the revised master plan, Silver Arrow Street which is east of Block 6 is eliminated, it would be necessary to provide cul-de-sacs for Gregory and Terry Streets. It would not be necessary to construct these cul-de-sacs as this time if the proposed cul-de-sacs were located east of Block 6. It would only be necessary that these cul-de-sacs be shown on the master plat and provided in all future plats. Hedrick, Job No. 6358, Sheet C-1, dated April 2, 1964. As per discussion with Mr. Bob Shawn in regard to the immediate platting of Block 6 of the subject addition and the subsequent platting of other areas, the following suggested requirements are submitted by this office: 1. The platting of Block 6 should include all the streets shown on the master plan which abut Block 6; i.e., Litteken Street, Gregory Street, and Silver Arrow Street. 2. Prior to construction or acceptance by the city, all of the streets mentioned in the above paragraph would have to be paved to the full width. This would include Litteken Street, which is abutted by an undeveloped tract to the north. No partial construction, bond, or lien would be acceptable in lieu of full construction. 3. Should the developer desire to plat Block 6 but desires the relocation of Silver Arrow to the east property line, a revised master plat would be required. This revised master plat might show the relocated Silver Arrow Street not abutting Block 6, in which case it would not have to be platted and constructed with the platting of Block 6. 4. Should the developer desire to relocate Litteken Street in a manner so that it will not be a boundry street, a revised preliminary plat would be required. Any revised master plat should, however, provide access and continuation of streets to the undeveloped Litteken tract to the north, as required in Section 9-B of the Subdivision Regulations of the City of Wichita Falls. 5. Officials of the Fort Worth and Denver were advised in conferences for negotiation of right-of-way on Kell Boulevard that no access would be permitted from the tract to Kell Boulevard other than at Lawrence Road. McNaghten Street, as shown on the plan, shows to end on Kell Boulevard. It is requested that this be considered for relocation. It is also requested that some consideration be given to eliminating at least two of the spur entrances to this tract, which spur entrances would have to cross the Kell facility. The extension of Kell Boulevard is proposed to follow the Fort Worth & Denver Rail- way within the boundary of the district. Present plans call for this extension to have a 7,000 pound gross load limit as does the existing section of Kell Boulevard. Access to this extension of Kell Boulevard should be limited to Lawrence Road. The 65 foot right-of-way on Lawrence Road should be widened to a width suffi- cient to accommodate channelization at the intersection. The spur tracks which are proposed to serve the district should be arranged so as to eliminate any new crossings across the extension of Kell Boulevard. I would certainly recommend that these changes be taken into con- sideration before approving this plat. G. Key were present for discussion of Lot 1, Block 13, Burlington Call -Field Industrial District. This property is located on Law- rence Road, south of the proposed extension of Kell Boulevard. Mr. L. G. Key represented Fort Worth and Denver Railroad Company. The representatives stated that they had been told that this was not the proper way to plat and develops a subdivision. They have two customers who wanted to buy this property but the customers want to know if they could build on this property before they purchased it. Mr. Key presented a plat on Fort Worth and Denver property master plan for discussion with the Planning Board. There was considerable discussion on this plat as a 60 foot dedication was shown and 70 feet is necessary. Mr. Key stated that it wasn't possible to show the other 10 feet on the plat but that there would be 70 feet given. The other 10 feet will be taken off of the east side of the street. It was explained to Mr. Key that if this plat was filed for record, there would have to be an amended plat filed. Mr. Key stated that there was no law that says vocation of the original plat is necessary. It was suggested that 60 feet be taken be taken off of the plat completely so as not to confuse the issue. Mr. Farlow explained that one of the requirements of platting is that all plans are in his office and approved before the building permit is given. Mr. Key stated that Mr. Ernest -Lee had only drawn up their survey and was not their en- gineer. He further stated that in other cities he had been in the engineers had a meeting with the City Department to discuss the plans and problems of the area surveyed. This had not been done in our city. Mr. Farlow told Mr. Key that we tell them where to put the water, sewer and drainage lines, but do not do the construction plans. There are problems concerning where utilities should be located. It was the recommendation of the city officials that they should consider all the land owned by Burlington on the Master Plan. The motion was made to disapprove this plat until a complete Master Plan, with utilities, of the land owned by Burlington is submitted to the Board. The property is located off Lawrence Road between Gregory and Tarry Streets. The property is being leased by Mr. Best of Best Wholesale Company with an option to buy. Mr. Best has exercised his option to buy and is waiting for approval from the Planning Board to complete transactions with the Burlington -Call Field Industrial District. There are several r.eguir=- i ments of the Board that have not been met. The final water, drainage, adwer and street plans have not been submitted to the City dep$,iLments. The street: named " Best" on this plat needs to be changed as there is already a street in the City named "Best". Also Texas Electric Service Company has requested 10' easement on the East and North sides of the lot. Mr. Friberg was in agreement with these requirements.
