Memorial Auditorium Building
December 21, 1953
The Board of.Aldermen of the City of Wichita Falls, Texas, met in called
session, on the above date, in the Council Room of the Memorial Auditorium Building,
at 7-30 o'clock P.M., with the following members present:

Moved by Alderman Thomas that the Minutes of the regular meeting held
December 14, 1953, be approved.
Motion seconded by Alderman Cox and carried.
Attorney Charles Crowell presented a petition, bearing approximately 430
names, requesting the City to forthwith discontinue injection of sodium flouride,
or similar substances, into the public drinking water, and in no event to resume
same without_a referendum.
The petition was ordered filed in the Office of the City Clerk.
As advertised, the public hearing was held on Ordinance No. 1674, at which
time both proponents and opponents were given an opportunity to express their views.
J. H. Lowder and Mr. Bingham propounded questions relative to the telephone
rate ordinance, while Attorney Edgar Mann and R. B. Oreever commended the Council for
its splendid work in making investigations, etc. thereupon the following motion was
had:

closed.
Motion seconded by Alderman Hammond and carried by the following vote:
Yeas: Aldermen Willis,.Thomas, Hammond, Cox, Lam and Mason.

ORDINANCE NO.1674
AN ORDINANCE OF THE CITY OF WICHITA FALLS PRESCRIBING RATES AND CHARGES FOR
LOCAL EXCHANGE TELEPHONE SERVICE FURNISHED BY SOUTHWESTERN BELL TELEPHONE COMPANY.
Moved by Alderman Thomas that Ordinance No. 1674 be approved and passed
as read.
Motion seconded by Alderman Hammond and carried by the following vote:
Yeas: Aldermen Thomas, Hammond, Cox, Lam and Mason.

AN ORDINANCE ABANDONING AND CLOSING THAT PORTION OF THE ALLEY IN BLOCK 22
OF THE J. A. KEMP ADDITION OF THE CITY OF WICHITA FALLS, AS 15 MORE PARTICULARLY
DESCRIBED HEREIN; RETAINING ALL UTILITY EASEMENTS AND PROHIBITING THE CONSTRUCTION
• OF ANY BUILDINGS OVER ANY SEWER LINE THERETO.

Moved by Alderman Mason that the Board of Aldermen authorize the City Attorn.7k? rr
to proceed to compromise the condemnation proceedings for the purchase of a strip of land
21i feet wide and approximately 500 feet deep, off the McKinney property, for the purpose
of widening the Highway or Street to construct a bridge over the Wichita River, at a com-
promise consideration of $2500.00, and direct the City Clerk to draw a check for the
same.
Motion seconded by Alderman Thomas and carried.
Moved by Alderman Mason that the Board of Aldermen authorize and grant permission
to the McAlester Fuel Co. to re-locate their battery of oil tanks at Lake Kickapoo on the
C. L. Abercrombie land just south of the Station on City-owned property adjacent to such
lease.
Motion seconded by Alderman Hammond and carried.
Moved by Alderman Thomas that the Board of Aldermen authorize payment to the
Texas Electric Service Co. the sum of $7885.95 for a previous contract on traffic signals
dated in February, 1953, and direct the City Manager to transfer the sum of $7885.95 from _ •
the Contingent appropriation account, to the following accounts: 34-E-11, $1423.60, and
34-Z-11, $6465.35; and direct the City Clerk to draw a check for the above amount.
Motion seconded by Alderman Mason and carried.
Moved by Alderman Hammond that the Board of Aldermen authorize'payment to the 4
Treasurer of the United States the sum of $1500.00 on or about March 20, 1954, for landing
fees at Kell Field for the period from Dec. 21, 1953 to March 21, 1954; and direct the
City Clerk to draw a check for the same on or about March 20, 1954.

Moved by Alderman Mason that the Board of Aldermen, as recommended by the City
Manager, H. A. Thomason, accept the bid of the Panhandle Oil Corp. for gasoline, aforesaid.
Motion seconded by Alderman Thomas and carried.
The request of the Red Cross for the City to agree to a plan for traffic law
violators to give a pint of blood to the Red Cross in lieu of payment traffic fines
was discussed, but no official action taken.

Moved by Alderman Mason that the Board of Aldermen authorize the Tex Ad
Company to install additional bus stop advertising benches, at the following locations,
upon the terms of the contract now in force with the said Tex Ad Company:
1. Southwest corner of Alma & Uth adjacent to a vacant lot.
2. Southeast corner of Kemp& 10th, adjacent to a Texaco
Service Station.
• 3. Northwest corner of Holliday&Wilson, adjacent to a Texaco
Service Station.
4. East side of Holliday (Kell Blvd) at the railroad (south
approach) adjacent to a welding shop.
5. Northwest corner of 9th & Lamar adjacent to a sandwich shop.
6. 800 block Lamar adjacent to side entrance of Nacol
Gulf service station.
7. Southeast corner of 7th& Lamar adjacent to Southwestern
Investment Co.
Motion seconded by Alderman Willis and carried.
Moved by Alderman Mason that the meeting be adjourned.

The Board of Aldermen then adjourned.
