Min 09/28/1953 331 Wichita Falls, Texas Memorial Auditorium Building September 28, 1953 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Building, at 8:00 o'clock P.M., with the following members present: Kindel Faulk Mayor R. P. Willis Lloyd C. Thomas Dr. S. Aubrey Cox Aldermen Jack L. Hammond J. Paul Montgomery Henry D. Mason Geo. T. Henderson City Clerk Bill N. Taylor City Manager J. Walter Friberg City Attorney Moved by Alderman Mason that the Minutes of the regular meeting held September i1t, 1953, be approved. Motion seconded by Alderman Thomas and carried. Ion Moved by Alderman Thomas that the Board of Aldermen authorize the issuance of a permit to the Magnolia Petroleum Co. to install three - 3000 gal. underground gasoline storage tanks at 2600 Harrison St., provided the same are installed in accord- ance with requirements of the City Engineer. Motion seconded by Alderman Hammond and carried. Moved by Alderman Willis that the Board of Aldermen authorize the issuance of a permit to the Texas Compares to install one 4000 gal. underground gasoline storage tank at 1j03 East Scott St., provided the same is installed in accordance with require- ments of the City Engineer. Motion seconded by Alderman Hammond and carried. Moved by AldermanCox that the Board of Aldermen authorize the issuance of a permit to Bing's Steak House to erect a sign on the front fire wall at their place of business at 906 - 12th St., providing the same is installed in accordance with requirements of the City Engineer. Motion seconded by Alderman Willis and carried. Moved by Alderman Willis that the Board of Aldermen approve and authorize a tax refund to Mr. M. M. Breegle, the sum of $61.76 on account of double payment of 1952 taxes, on Lot 11, Block IAA Highland Addition, and direct the City Tax Assessor &Collector to refund the same. Motion seconded by Alderman Thomas and carried. t�l Moved by Alderman Hammond that the Board of Aldermen approve and authorize tax adjustments, both personal and real, as set forth in the following tax adjustment Schedule Nos. 863 through 940, inclusive. Motion seconded by Alderman Mason and carried. iw 332 Moved by Alderman Thomas that the Board of Aldermen authorize the execution of a Lease Agreement by and between the City of Wichita Falls aid Milton Katz, covering all of that part of Front Street west of the west line of Indiana Ave and extending to Big Wichita River, the same being the dead end of Front Street, said lease being for a /period of one year from Feb. 15, 1953 to Feb. 15, 1954, payable $125.00 on date of execution of contract and $125.00 due July 1, 195 ; and authorize and empower City Manager, Bill N. Taylor, to execute the same for and on behalf of the City of Wichita • Falls. 4 01.C:' Motion seconded by Alderman Willis and carried. Moved by Alderman Hammond that the request of the Retail Merchants Association made to the City Traffic Commission, asking for certain changes in parking meters, be "denied upon the grounds, among other things, the City does not have the necessary funds to purchase the parking meters necessary to make such changes. Motion seconded by Alderman Montgomery and carried. ORDINANCE NO.1663 AN ORDINANCE REGULATING THE FINANCING OF WATER AND SEWER EXTENSIONS AND CON- TROLLING SUBDIVISIONS ADJACENT TO OR WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FALLS, TEXAS. Moved by Alderman Thomas that Ordinance No. 1663 be introduced and that a public hearing of the same be held at the next regular meeting to be held at 8:00 o'clock P.M. October 12, 1953. Motion seconded by Alderman Mason and carried. Moved by Alderman Mason that the Board of Aldermen authorize the City Water Department to purchase a boat for use at Lake Kickapoo, for a consideration of approximately $2772.75. Motion seconded by Alderman Thomas and carried. Moved by Alderman Cox that the Board of Aldermen authorize payment to the Wichita General Hospital the sum of $8436.93 for charity patients for the month of August, 1953,-and direct the City Clerk to draw a check for the same. Motion seconded by Alderman Willis and carried. Moved by Alderman Thomas that the Board of Aldermen approve the plat of Thos. E. Harwell Subdivision of Block 1, of Dorsey Subd.S.L.B. Jasper Sur. Abst. 168, providing the same is approved by the City Engineer, F. M. Rugeley. The Board of Aldermen further approves the plan of Thos E. Harwell to pay$100.00 to the City for park purposes in lieu of donating land. Copy of said plat is attached hereto and made a part of the records hereof. Motion seconded by Alderman Mason and carried. ge _• Joe Farabee, representative of the US.0., stressed the importance of providing two parking spaces for M.O. officials, thereupon the following motion was had: Moved by Alderman Montgomery that the Chief of Police be directed to provide two free parking spaces in front of the U.S.O. Building for U.S.O. officials, provided U.S.O. cards are exhibited on their cars while so parked. Motion seconded by Alderman Hammond and carried. 44 11111, 333 In a report from the Traffic Commission, the City was requested to con- struct approximately one-half mile of sidewalk for use of school children entering Harrell School, thereupon Alderman Thomas suggested that the Mayor appoint a committee to confer with school officials pertaining to this matter, whereupon Mayor Faulk appointed Alderman Willis es a committee of one to confer with School officials in this capacity. Moved by Alderman Mason that the Board of Aldermen authorize the execution of a lease contract by and between the City of Wichita Falls and the Senior-Junior Forum, whereby the said Senior-Junior Forum leases to the City all of Lots 1 to 5, inclusive, in Block 23, Original Townsite, for a period of one year, upon the terms and conditions therein stated, and to authorize and empower City Manager Bill N. Taylor to execute the same for and on behalf of the City. Motion seconded by Alderman Thomas and carried. As advertised, the public hearing on Ordinance No. 1659 was officially held at which time both proponents and opponents were given an opportunity to be heard. There being no opposition voiced against the said Ordinance No. 1659, the following motion was had: Moved by Alderman Thomas that the public hearing of Ordinance No. 1659 be closed. Motion seconded by Alderman Willis and carried by the following vote: Yeas: Aldermen Willis, Thomas, Cox, Hammond, Montgomery and Mason. Nays: None. ORDINANCE NO.1659 AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FAT.TS, TEXAS, BY ANNEXING CERTAIN LANES ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, AND BEING KNOWN AS FAITH VILLAGE NUMBER TWO (2) ALL OF WHICH LANES ARE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE. Moved by Alderman Hammond that Ordinance No. 1659 be passed as read. Motion seconded by Alderman Montgomery and carried by the following vote: Yeas: Aldermen Willis, Thomas, Cox, Hammond, Montgomery and Mason. Nays: None. ORDINANCE NO.1664 AN ORDINANCE DISCONTINUING CERTAIN TERRITORY AS PART OF THE CITY OF WICHITA FALLS AND ELIMINATING THE SAME FROM THE CITY LIMITS OF WICHITA FALLS, TEXAS; SUCH TERRI- TORY BEING PROPERTY OWNED BY WHITE'S AUTO STORES, INC.WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FALLS ALL OF WHICH LANES ARE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE AND WHICH WERE IN PART TAKEN INTO THE CITY LIMITS BY ORDINANCE NO. 1563, CONTAINING 14.88 ACRES. Moved by Alderman Mason that Ordinance No. 1664 be passed as read. Motion seconded by Alderman Willis and carried by the following vote: Yeas: Aldermen Willis, Thomas, Cox, Hammond, Montgomery and Mason.
