P., The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date, in the Council Room of the Memorial Auditorium Building,
at 8:00 o-'clock P.M., with the following members present:

{ Moved by Alderman Montgomery that the Minutes of the regular meeting held
August 24, 1953, be approved.
Motion seconded by Alderman Willis and carried.
bow N. A. Burson, representative of a large delegation of residents of
Sennyside Weights Addition, requested the Board of Aldermen to assist in securing
bus service for this addition, thereupon the following motion was had:
Moved by AldermanThomas that the City Council request the Bus Company
to put on trial bases in Sunnyside Heights Addition.
Motion seconded by Alderman Cox and carried.
L. T. Wilson requested permission to erect an electric sign on top of
Bing's Steak House, whereupon the matter was referred to the Fire Marshal or Fire
Chief, and the City Engineer, F. M. Ruugeley.
1 Attorney H. W. Fillmore requested the Council to take immediate steps to 1
correct a drainage problem in and adjacent to Sunnyside Heights Addition. The
matter was discussed, whereupon Mayor Kindel Baulk appointed Aldermen Mason and
Willis and F. M. Rugeley to consult with Attorney H. W. Fillmore to formulate plans
to solve the drainage problem affected

k Moved by Alderman Mason that the Board of Aldermen authorize the issuance
yof a permit to Joe Pistocco to erect a sign in the sidewalk space at 406 Scott St., •
providing the same is installed in accordance with requirements of the City Engineer
and with the distinct understanding that this permit is issued for a period of one
year only, from date hereof, and the City may cause removal of the same at expiration

a permit to W. W. Heffington to erect a sign in the sidewalk space at his service
station located in Parker's Shopping Center facing Kemp Blvd., provided the same is
installed in accordance with requirements of the City Engineer; with further provision
that this permit is issued for a period of one year only from date hereof, and the City
may cause removal of the same at expiration date by giving 30 days notice in writing.

As advertised, the second public hearing was held on Ordinance No. 1653.
(Taxicab Franchise.) Attorney Howard Martin, on behalf of E. P. Cabs, strongly
opposed passing of the said Ordinance No. 1653. After both proponents and oppo-
nents had been given an opportunity to speak, the following motion was had:

BY ANNEXING CERTAIN LANES ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF
WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS
OF THE CITY OF WICHITA FALLS, TEXAS, AND BEING KNOWN AS FAITH VILLAGE UNIT NUMBER
TWO, ALL OF WHICH LANES ARE FULLY DESCRIBED IN THE BODY OF THIS ORRDINANCE.

tax refund to J. C. Traynham the sum of $108.80 on account of double payment of per-
sonal property tax, being receipt No. 563, for the year 1952, and direct the City Tax
Assessor and Collector, or the City Clerk, to refund the same.

Moved by Alderman Eason that the Board of Aldermen approve and authorize
payments on Water Main Contracts to the following named person, persons, firms or
corporations for the following amounts:
To Midwestern University, $939.98, being the amount due 9-1-53 on a water
main contract dated 11-13-50.
To Morningside Estates, Inc. 1406.77, being the amount due 9-1-53 on a water
• main contract dated 2-26-51 in Inglewood
Addition.
To Southmoor Manor, Inc. 1394.99, being the amount due 9-1-53 on a water
main contract dated 8-28-50 in Southmoor
Manor Addition;
further, to direct the City Clerk to draw checks for each of the above amounts
therein stated.

of a pipe line license by and between the city of Wichita Falls and the Fort Worth
& Denver Ry. Co. for a 6'inch water pipe line crossing at Mile Fbst W-3.44 for a,
consideration of $1.00 and authorize and empower Mayor Kindel Faulk to execute the
same for and on behalf of the City of Wichita Falls, Texas.

"THE STREET PROJECT"AND AUTHORIZING THE MAYOR OF THE CITY TO EXECUTE AND THE CITY
SECRETARY TO AFFIX THE CORPORATE SEAL AND ATTEST THE SAME, A CERTAIN CONTRACT BETWEEN
THE CITY AND THE STATE OF TEXAS PROVIDING FOR THE INSTALLATION, CONSTRUCTION, MAINTE-
MANCE, EXISTENCE AND USE OF THE SAID STREET PROJECT: FOR THE INDEMNIFICATION OF THE ,

In compliance with the request of Messrs Chas. M. Crowell and 0. B. All-
britton Sept. 3, 1953, a public discussion was held on the subject of the use of
sodium flouride in city water, at which time both the above named, among others
present, strongly, opposed the treatment of city water with sodium flouride and
requested discontinuance of its use. Dr. E. W. Brock, representing the Wichita
District Dental Society, Dr. Allen, representing Wichita County Medical Society,
and Dr. Edwin Taylor, head of the General Division of the State Health Department,
were also present to ardently defend treatment of water with sodium flouride. The
discussion by proponents and opponents continued for approximately one hour.

AN ORDINANCE ADOPTING A BUDGET FOR THE ENSUING FISCAL YEAR, BEGINNING
OCTOBER 1, 1953, AND ENDING SEFTEMBER 30, 1954, IN ACCORD NCE WITH THE CHARTER
AND ORDINANCES OF THE CITY OF WICHITA FALLS, TEXAS.
Moved by Alderman Montgomery that Ordinance No. 1662 be introduced and a
public hearing on the same be held in the Council Room at 10:00 A.M., September
30, 1953.

Moved by Alderman Thomas that the Board of Aldermen approve and authorize
the execution of First Modification of Lease NOy4R)-140902, between the United States
of America and the City of Wichita Falls, covering the following tract for use of
U.S. Naval Reserve Training Center:
Beginning at the Northwest corner Block 1, Bellvue Addition to the City
of Wichita Falls, Texas, same being the intersection of the South property
line of Fifth Street with the East property line of Denver Street;
Thence south along the East line of Denver Street 250.0 feet to a point;
Thence East 320.0 ft. to a point;
Thence North 135.0 ft. to a point;
Thence West 20.0 ft. to a point;.
Thence North 115.0 ft. to a point in the South line of Fifth Street;
Thence West 300.0 ft. along the South property line of Fifth Street to
the place of beginning, containing 1.78 acres of land, more or less;
upon the terns and conditions therein stated. Further to authorize and empower
Mayor Kindel Bulk to execute the said lease for and on behalf of the City of Wichita
Falls, Texas.
