Min 07/27/1953 318 Wichita Falls, Texas Memorial Auditorium Building July 27, 1953 The Board of Aldermen of'the City of Wichita Falls, Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Building, at 8:00 otclock P.M., with the following members present: Kindel Paulk Mayor 07 R. Walter Friberg City Attorney Moved by Alderman Thomas that the Minutes of the regular meeting held July 13, 1953, be approved. Motion seconded by Alderman Willis and carried. Moved by Alderman Cox that the Board of Aldermen approve and adopt the plat of Holliday Heights, a re-plat of Blackman and Williams Fourth Addition to the City of WichitaFalls, Texas, copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Willis and carried. E. C. Rucker, 3500 Lake Park Drive, stated to the Council that a certain 7 portion of the street near his residence was in need of repair, whereupon Mayor Paulk advised Mr. Hunker the matter would be looked into. Motion seconded by Alderman Montgomery and carried. 319 Moved by Alderman Montgomery that the Board of Aldermen authorize then issuance of a permit to Humble Oil&Refining Co. to install 2 - 6M gal. undergrouetd'-<v,, gasoline storage tanks at their service station located at 1222 E. Scott St., providing the same are installed in accordance with requirements of the City Engineer. Motion seconded by Alderman Cox and carried. Moved by Alderman Willis that the Board of Aldermen authorize the issuance of a permit to W. W. Heffington to install 4 - 24 gal. underground gasoline storage 6w tanks at Farker's Square Shopping Center on Kemp Blvd., providing the same are installed in accordance with requirements of the City Engineer. Motion seconded by Alderman Montgomery and carried. Moved by Alderman Thomas that the Board of Aldermen authorize the issuance of a permit to Texhoma Radio & T.V. Service to erect a sign between the curb and sidewalk in front of their place of business at 1208-8th St., providing the same is installed in accordance with requirements of the City Engineer. It is distinctly understood that this permit is good for 12 months only from date hereof and the City may cause removal of the same at expiration date by giving 30 days written notice. Motion seconded by Alderman Cox and carried. Moved by Alderman Cox that Ebon D. Keith be permitted to build a bus stop shelter on Jefferson Street just east of Bridge Street, providing Mr. Keith builds the J ..4 same at his own expense and in accordance with requirements of the City Engineer. Further, that a letter be written to Mr. Keith expressing appreciation of the Board of Aldermen for this worthy project. Motion seconded by Alderman Thomas and carried. Moved by Alderman Thomas that the Board of Aldermen authorize tax refunds to the following named persons or firms for amounts and reasons herein stated: Ryan Mortgage Company, the sum of$13.76, by reason of an error in the assessed valuation for the year 1952 on Lot 2, Block 14, Fairview Addn. Iva A. Roper, the sum of $41.63 for over-payment of 1952 taxes on Lot 4, Block 52, Southland Addn. Ulye H. Hall the sum of $4.96 for 1952 taxes paid on a 1951 Ford car in direct conflict with a February ruling of the Supreme Court, further, to direct the City Tax Assessor and Collector to make such refunds above stated. Motion seconded by Alderman Montgomery and carried. Moved by Alderman Montgomery that the Board of Alderman authorize the issuance of a permit to Henderson Monument Co. to erect a sign in the sidewalk space g. at his place of business located at 1412 - 6th St., providing the same is erected in accordance with requirements of the City Engineer. It is distinctly understood that this permit shall expire one year from date hereof and the City may cause removal of the same at expiration date by giving 30 days notice in writing. Moved by Alderman Montgomery that the Board of Aldermen authorize the issuance ' of a permit to Pond's Laundry to erect a sign between the curb and the sidewalk in w front of their place of business at 1911-9th St., providing the same is erected in accordance with requirements of the City Engineer. It is distinctly understood this permit shall expire one year from date hereof and the City may cause removal of the same after expiration date by giving 30 days notice in writing. Motion seconded by Alderman Mason and carried. 320 A letter addressed to the Board of Aldermen by Mrs Charles N. Prothro re- : questing the allocation of a certain time to water City Parks, was read to the Board of Aldermen, thereupon the following motion was had: Moved by Alderman Montgomery that the Park Board be advised that ample provi- sion was made in the last water rationing ordinance to provide the necessary water for Parks. Motion seconded by Alderman Cox and carried. • As advertised, the Public Hearing on Ordinance No. 1654, was in all respects duly held. • Joe Willen who resides at b709 Spiser St., presented a petition bearing 72 signatures, requesting that Spiser and Edgemere Additions not be taken into the City Limits. After both proponents and opponents were heard, the following motion was had: Moved by Alderman Thomas that the public hearing on Ordinance No. 1651: be closed. Motion seconded by Alderman Montgomery and carried by the following vote: Yeas: Aldermen Willis, Thomas, Cox, Montgomery and Mason. Nays: None. Moved by Alderman Thomas that Ordinance No. 1654 be deferred and again published for a public hearing when the same comes up for further consideration. Motion seconded by Alderman Mason and carried by the following vote: Yeas: Aldermen Willis, Thomas, Cox, Montgomery and Mason. Nays: None. Moved by Alderman Cox that the Board of Aldermen approve and endorse the oposed plan of the Wichita General Hospital for the purchase, financing and operating f a laundry for the Hospital, as set forth in a letter addressed to the Mayor and Board of Aldermen July 16,-1953, and a letter addressed to the Wichita General Hospital July 3, 1953 from Troy Laundry Machinery Division, both letters being attached hereto and made a part of the records hereof. Motion seconded by Alderman Montgomery and carried. Moved by Alderman Thomas that a contract be awarded to J. B. Allred & Co. for the annual audit of the City of Wichita Falls for the fiscal year ending Sept. 30, 1953, for a consideration of $21:00.00, and authorize the City Manager to execute a contract for the same for and on behalf of the City. Motion seconded by Alderman Willis and carried. Moved by Alderman Montgomery that the matter of introducing an ordinance to license Public Auctioneers be tabled. Motion seconded by Alderman Mason and carried. Moved by Alderman Thomas that the Board of Aldermen approve and authorize the ecution of a contract with University Park Corporation for water mains in University rk Subd., a residential addition lying south of Call Field Road and west of Faith illage, upon the terms and conditions recited in said contract, and authorize and mpower Mayor Kindell Faulk to execute the said contract for and on behalf of the City, object however, to the approval of the City Manager and City Attorney. Moved by Alderman Cox that the Board of Aldermen adopt the proposed Standard Season Tennis Court Fee Pass schedule, a copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Thomas and carried. • Moved by Alderman Mason that the Public Hearing of Ordinance No. 1653 be postponed from August 10th to August 24th, 1953, and that Notice of such Public Hearing be re-advertised in the paper. } Motion seconded by Alderman Willis and carried by the following vote: Yeas: Aldermen Willis, Thomas, Cox, Montgomery and Mason. Nays: None. A Public Hearing was held on the application of Southwestern Bell Telephone Co. for rate increases. The hearing continued in excess of one hour, during which time, Messrs Ben G. O'Neal, Judge Marrs, Ewing Claggett, Roscoe Staton, 8nd Carl Thompson propounded questions to representatives of the Telephone Company. Attorney Leslie Humphrey, R. B. Peterson, Ed Gossett and other officials from Dallas, represented the Telephone Company. Both proponents and opponents were given ample opportunity to express their views. No further action was taken. Moved by Alderman Thomas that the meeting be adjourned. Motion seconded by Alderman Willis and carried. The board has determined that the necessary equipment may be purchased without a down payment and may be paid out in 36 monthly payments. A copy of the proposal which was submitted by one of the laundry machinery manufacturers is enclosed for your consideration. It is the hope of the board that a substantial saving will be recognized through the years by the operation of a hospital laundry. With the volume of flat work the payments on the equipment and the cost of operating the laundry will be about the same as the present laundry bill which is paid to a commercial laundry. The advantage being of course, that the hospital will be paying for the equipment with the same or possibly less expenditure of funds than is the cost at present. The board is making no request for funds but rather requesting the approval of the method of financing this purchase of equipment.
