ORDINANCE NO.1653 AN ORDINANCE GRANTING A FRANCHISE TO THE HEREINAFTER NAMED GRANTEE FOR THE PRIVILEGE OF OPERATING MOTOR VEHICLES ON THE STREETS, ALLEYS AND HIGHWAYS OF THE CITY OF WICHITA FALLS, FOR THE PURPCBE OF TRANSPORTING PASSENGERS FOR HIRE FOR A PERIOD BEGINNING SEPTEMBER 1, 1953, AND ENDING SECEMBER 31, 1978, UPON THE TERNS AND CONDI- TIONS HEREINAFTER MENTIONED; FROVIDING FOR A REGULATION OF SAID SERVICE; PROVIDING • FOR THE EAYMENT OF A GROSS RECEIPTS TAX FOR SUCH FRIVI EGE; PROVIDING FOR THE TERMINA- TION OF THE GRANT; PROVIDING FOR TAXICAB STANIS FOR USE OF GRANTEE; PROVIDING FOR PUBLIC LIABILITY SECURITY; PROVIDING FOR SUPERVISION BY THE TAXIMETER SERVICE INSPECTOR; AND PROVIDING THE DATE WHEN THIS ORDINANCE SHALL BECOME EFFECTIVE. Moved by Alderman Willis that the Board of Aldermen approve and authorize the issuance of a Taxicab Chauffeur's License to Mrs A. E. Zima, providing her record 3s approved by tire Chief of Police. Motion seconded by Alderman Montgomery and carried. A petition bearing some 60 signatures, requesting that one additional colored �y policeman be assigned to that section of town known as Lake and Flood Streets, was read to the Council by Mayor Kindel Faulk. The petition was ordered filed in the Office of the City Clerk. Moved by Alderman Cox that the Board of Aldermen authorize the issuance of a permit to Gulf Oil Corporation to install one 5m gal, underground gasoline storage tank at their service station at 9th & Lamar St., providing the same is installed in accord- ance with requirements of the City Engineer. ORDINANCE NO. 1654 AN ORDINANCE EXTENDING THE CITY LINITS OF THE CITY OF WICHITA FALB, TEXAS, BY ANNEXING CERTAIN LAMB ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS OF THE CITY OF WICHITA FAILS, TEXAS, ALL OF WHICH LANDS ARE FULLS DESCRIBED IN THE BODY OF THIS ORDINANCE. Moved by Alderman Mason that Ordinance No. 1654 be introduced and set down for a Public Hearing July 27, 1953. ORDINANCE NO. 1655 AN ORDINANCE AMENDING ORDINANCE NO. 445 (AS AMENDED BY ORDINANCE NO. 1652) t BY AMENDING PARAGRAPH 12 THEREOF, AND DIVIDING THE CITY OF WICHITA FALLS INTO THREE ZONES, THE SAME BEING DESCRIBED IN THIS ORDINANCE, PROHIBITING THE USE OF WATER FROM THE CITY OF WICHITA FALIS SUPPLY SYSTEM IN THE WATERING OR SPRINKLING OF LAWNS, GRASS, SHRUBBERY OR TREES; PROVIDING HOWEVER THAT NURSERIES SHALL BE ALLOWED TO USE A MINI- MUM AMOUNT OF WATER TO KEEP THEIR PRESENT STOCK OF SHRUBBERY, PLANTS AND TREES ALIVE; PERMITTING WATERING AT CERTAIN HOURS ON CERTAIN DAYS BY ZONES; PROHIBITING THE WASHING OF AUTOMOBILES, TRUCES, RAILROAD CARS OR ANY TYPE MOBILE EQUIIMENT, EXCEPT AS DESIG- NATED IN THIS ORDINANCE; PROHIBITING THE WASHING OF FILLING STATION APRONS AND FLOORS, OR THE INTERIORS OF BUILDINGS, TRUCKS OR RAILdROAD CARS; PROHIBITING THE WASTING OF ANY WATER THROUGH DEFECTIVE PLUMBING; PROHIBITING THE USE OF WATER FOR AIR CONDITIONING SYSTEMS, UNLESS THE SAME ARE EQUIPPED AS HEREIN PROVIDED; PROHIBITING THE LSE AND WASTE OF WATER IN FOUNTAINS, SWIMMING FOOLS UNLESS RECIRCULATED, GOLF COURSES, MINIATURE GOLF COURSES, OR ANY RECREATIONAL GROUNDS; PROVIDING THAT WATER USERS OUTSIDE THE CITY LIMITS OF THE CITY OF WICHITA FAILS SHALL COMPLY WITH THE SAME TERNS AND REGULATIONS, THE FAILURE TO SO COMPLY THEREWITH SHALL AUTHORIZE THE DIRECTOR OF UTILITIES OF THE CITYI OF WICHITA FALLS TO DISCONTINUE WATER SERVICE ALTCGETHER; PROVIDING THAT OTHER MUNICI- P.ALITIFS TO WHOM THE CITY OF WICHITA FALLS SEAS WATER MUST COMPLY WITH THESE TERMS AND REGULATIONS AND THEY SHALL BE REQUIRED TO IMIYSE THE SAME RESTRICTIONS ON THEIR INHABI- TANTS; PROVIDING FOR THE WATERING OF CEMETERIES, CHURCH AND BUSINESS LAWNS OR YARDS, AND PARES, TOGETHER WITH BASE BALL AND FOOTBALL FIELDS; IMPOSING A PENALTY FOR THE VIOLA- TION OF THIS ORDINANCE; PROVIDING A SAVING CLAUSE AND DECLARING AN EMERGENCY. ii Moved by Alderman Montgomery that Ordinance No. 1655 be approved and passed as read. ORDINANCE NO.1648 AN ORDINANCE GOVERNING THE DRILLING AND EXPLORATION FOR OIL AND GAS WITHIN THE CORPORATE LIMITS OF THE CITY OF WICHITA FAT,TR AND PRESCRIBING THE METHOIS TO BE USED FOR THE RECOVERY OF OIL AND GAS IN SUCH CORPORATE LIMITS; REQUIRING AN APPLICATION FOR A PERMIT TO DRILL A WELL FOR OIL OR GAS WITHIN SUCH CORPORATE LIMITS; REQUIRING PUBLIC LIABILITY AND PROPERTY DAMAGE INSURANCE ON THE PART OF ANY PERSON, FIRM OR CORPORATION WHO SHALL CONDUCT SUCH DRILLING OPERATIONS; REQUIRING THAT ALL TANK BATTERIES BE LOCATED OUTSIDE THE CORPORATE LIMITS OF SAID CITY; REQUIRING THE USE OF ELECTRIC POWER FOR ANY PUMPING INSTALLATIONS UPON THE COMPLETION OF A WELL WITHIN SUCH CITY; REQUIRING THAT THE PREMISES BE KEPT CLEAN AND THAT THE PUMP JACK AND POWER BE ENCLOSED WITHIN A STRUCTURE; REQUIRING ALL FLOW LINES TO BE BURIED AT LEAST TWO FEET UNDER THE GROUND; REQUIRING WASTE OIL TO BE CLEANED UP IMMEDIATELY; REQUIRING ANY SALT WATER PRODUCED TO BE INJECTED INTO SAND AT LEAST 300 FEET BELOW THE GROUND IN THE EVENT SUCH SAL!WATER EXCEEIE THREE BARRELS PER DAY; AND DECLARING AN EMERGENCY. 315 As advertised, the Public Hearing was duly held on Ordinance No. 1648. Leslie Humphrey, local attorney for the Southwestern Bell Telephone Co., requested an early hearing on the application for a raise in telephone rates, whereupon the following motion was had: Moved by Alderman Montgomery that a^public hearing on the application of the Southwestern Bell Telephone Co. for a raise in telephone rates be held in the Council Room at the next regular meeting to be held July 27, 1953• Motion seconded by Alderman Willis and carried. Moved by Alderman Hammond that the Board of Aldermen refuse and deny the application of the Wichita City Lines,•Inc. to repeal the 2% street rental charge against the said Wichita City Lines, Inc., further to demand that the 2% street rental charge now due the city be paid. Motion seconded by Alderman Cox and carried. • As duly advertised June 27, 1953, for bids on fire trucks, the bids were opened in the Office of City Manager on July 9, 1953.
