The Board of Aldermen of the City of Wichita Falls, Texas, met in called session
on the above date, in the Council Room of the Memorial Auditorium Building, at 1:-30 otclock
P.M., with the following members present:

Mayor Kindel Faulk stated the purpose of this meeting to be, among other
matters of importance, the consideration of Ordinance No. 1652.

AN ORDINANCE AMENDING ORDINANCE NO. UI5 BY AMENDING PARAGRAPH 12 THEREOF, AND
DIVIDING THE CITY OF WICHITA FALLS INTO THREE ZONES, THE SAME BEING Ors CRIBED IN THIS
ORDINANCE, PROHIBITING THE USE OF WATER FROM THE CITY OF WICHITA FALLS SUPPLY SYSTEM IN
THE WATERING OR SPRINKLING OF LAWNS, GRASS, SHRUBBERY OR TREES; PROVIDING HOWEVER THAT
NURSERIES SHALL BE ALLOWED TO USE A MINIMUM AMOUNT OF WATER TO KEEP THEIR PRESENT STOCK
OF SHRUBBERY, PIANTS AND TREES ALIVE; PERMITTING WATERING AT CERTAIN HOURS ON CERTAIN
DAIS BY ZONES; PROHIBITING THE WASHING OF AUTOMOBILES, TRUCKS, RAILROAD CARS OR ANY TYPE
MOBILE EQUIPMENT, EXCEPT AS DESIGNATED IN THIS ORDINANCE; PROHIBITING THE WASHING OF FILL-
ING STATION APRONS AND FLOORS, OR THE INTERIORS OF BUILDINGS, TRUCKS OR RAILROAD CARS;
PROHIBITING THE WASTING OF ANY WATER THROUGH DEFECTIVE PLUMBING; PROHIBITING THE USE OF
WATER FOR AIR CONDITIONING SYSTEM, UNLESS THE SAME ARE? UIPIED AS HEREIN PROVIDED;
PROHIBITING THE USE AND WASTE OF WATER IN FOUNTAINS, SWIMMING POOLS UNLESS RECIRCULATED,
GOLF COURSES, MINIATURE GOIF COURSES, OR ANY RECREATIONAL GROUNIS; PROVIDING THAT WATER
USERS OUTSIDE THE CITY LIMITS OF THE CITY OF WICHITA FALLS SHALL COMPLY WITH THE SAME
TERNS AND REGULATIONS, THE FAILURE TO SO COMPLY THEREWITH SHALL AUTHORIZE THE DIRECTOR OF
UTILITIES OF THE CITY OF WICHITA FALLS TO DISCONTINUE WATER SERVICE ALTOGETHER; PROVIDING
THAT OTHER MUNICIPALITIES TO WHOM THE CITY OF WICHITA FAILS SELLS WATER MUST COMPLY WITH
THESE TERNS AND REGUTATIONS AND THEY*HALL BE REQUIRED TO IMPOSE THE SAME RESTRICTIONS ON
THEIR INHABITANTS; PROVIDING FOR THE WATERING OF CEMETERIES, CHURCH AND BUSINESS LAWNS OR
YARDS, AND PARKS, TOGETHER WITH BASEBALL AND FOOTBALL FIELDS; IMPOSING A PENALTY FOR THE
VIOLATION OF THIS ORDINANCE; PROVIDING SAVINGS CLAUSE AND DECLARING AN EMERGENCY.
Moved by Alderman Cox that Ordinance No. 1652 be approved and passed as read.
Motion seconded by Alderman Hammond and carried by the following vote:
Yeas: Aldermen Willis, Hammond, Cox and Mason.
Nays: None.
By unanimous consent of the City Council, the City Clerk was authorized to
transfer the sum of $1500.00 from the Bark Fund cash to the Park Bond Improvement Fund
cash as a temporary loan only, and the same to be repaid within approximately 30 days.
Moved by Alderman Cox that the meeting/ eaeased until 2:00 P.M. July 2, 1953.

J. 0. Dotson, local Defense Director, stated that a civilian Defense Confer-
ence had been called to meet in Fort Worth July 6th and 7th, to formulate plans for a
disaster set-up, and stressed the importance of the following persons attending this
meeting: .1
Representatives from the National Guard and Naval Reserve; Wichita Co. Sheriff;
Provost rshal from S.A.F.B.; City Fire Marshal and Fire Chief, Chief of Police, Ill

Moved by Alderman Mason that the Board of Aldermen wholeheartedly sanction
the purpose of the meeting of the Civil Defense Conference to be held in Fort Worth imans
July 6th and 7th, and authorize the attendance of such city employees as the City
Manager may deem advisable.

Fred Parkey, Manager, Wichita Co.Water Improvement District, and their
attorney, Jack Connell, stated to the Board of Aldermen that farmers in the Irrigated
District wanted to know now if they would be furnished sufficient water for summer and
fall crops of sorghum grain, etc. The matter was discussed at length, whereupon the
following motion was had:
Moved by Alderman Mason that the Board of Aldermen offer to grant permission
to Wichita Co.Water Improvement District to furnish water to farmers in the Irrigation
District for irrigation purposes until such time as the water supply has been used out
of Lake Kemp, with the understanding that the Wichita Co.Water Improvement Diets Nos.
1 and 2 recognize and acknowledge the contract with the City of Wichita Falls for its
rights to the last 50,000 acre feet of water at Lake Kemp and Diversion Lake, without
any reservation thereon.
Motion seconded by Alderman Hammond and carried, by the following vote:

Yeas: Hammond, Cox and Mason.
Nays: None - Alderman Willis not voting.
Moved by Alderman Hammond that the Board of Aldermen ratify and affirm
passage of Ordinance No. 1652, passed and approved July 1, 1953.
Motion seconded by Alderman Willis and carried by the following vote: I,

Mr. George Troutwine, representative of the Wichita City Lines, Inc., reported
to the Board of Aldermen that unless more successful negotiations were perfected at once,
the-Bus drivers would, in all probability, be on strike at midnight tonight. Mr. Trout-
wine proceeded to ask the Board of Aldermen to either permit a reduction in bus service
or discontinue the 2% gross receipts tax, whereupon Mayor Kindel Paulk stated that the '
Board of Aldermen had not been informed of the situation until a few hours ago.
Moved by Alderman Mason that the Wichita City Lines Inc. and its bus drivers
be requested and urged to postpone the strike until such time as the Board of Aldermen
has had sufficient time to carefully consider the situation.

Mayor Kindel Paulk appointed Aldermen Henry Mason and Jack Hammond to meet
/with officials of the Wichita City Lines Inc. and their bus drivers for the purpose of
assisting in negotiating a settlement between the drivers and the Bus Co. in an effort to
prevent a work stoppage.
Moved by Alderman Hammond that the Board of Aldermen appoint W. C. Hamilton,
Russell Kolp, and Russell Sayler, to serve on the City of Wichita Falls Tax Equalization
Board for the year 1953.
