June 22, 1953
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session
on the above date, in the Council Room Of the Memorial Auditorium Building, at 8:00 o'clock
P.M., with the following members present:
Kindel Faulk Mayor
R. P. Willis
Lloyd C. Thomas Aldermen
Jack L. Hammond
Dr. H. Aubrey Cox
Geo. T. Henderson City Clerk
Bill N. Taylor City Manager
J. Walter Friberg City Attorney
Moved by Alderman Thomas that the Minutes of the regular meeting held June
8, 1953, and the called meeting held June 15, 1953, be approved.
Motion seconded by Alderman Hammond and carried.
As advertised, the public hearing was held on the proposal to reinstate or
discontinue one..way traffic on Austin and Travis Streets, at which time Attorney Bernard
'Martin, Representative for several business firms located on Austin& Travis, Joe
Pistocco and some 8 or 9 other persons, strongly opposed one-way traffic on Austin and
Travis streets.
After both proponents and opponents had been given an opportunity to express
their views, the following motion was had:
Moved by Alderman Thomas that the public hearing on the proposal to reinstate
one-way traffic on Austin and Travis Streets be closed.
Motion seconded by AldermanCox and carried.
Moved by Alderman Thomas that the Council meet with the Traffic Commd ttee
and such property owners and business people oh Austin and Travis Streets, who care
to attend, at a special meeting at 4:00 P.M. Tuesday, June 23rd, to further discuss
the one-way traffic situation.
Motion seconded by Alderman Cox, whereupon Alderman Willis offered the
following substitute motion;
Moved by Alderman Willis that the Council abolish entirely one-way traffic
on Austin and Travis Streets all the way through.
Alderman Willis' motion died for want of a second, thereupon Mayor Faulk put
Alderman Thomas' motion to a vote which carried by the following vote:
Yeas: Aldermen Hammond, ,Thomas and Cox.
Nays: Alderman Willie.
Mr. Bob Biggs, representing some 100 service stations, requested water for
car washing, stating that to be deprived of water would necessitate laying off of a lot
,. of employees who earn their livelihood by car washing. Several other service station
operators made similar requests. During the discussion of water rationing, there were
many citizens who offered various and sundry solutions to the serious water situation.
After many lengthy discussions, the following motion was had:
Moved by AldermarCox that all water consumers be permitted to water yards
rfuesday, June 23rd, only, during the hours of 5 RI to 9 FM, only, and thereafter, water
vconsumers who reside in odd numbered houses on Wednesday and Friday, and those who live
in even numbered houses on Thursday and Saturday, all between the hours of 5 FM to 9 FM,
only; also to permit the City Park Dept. to water 3 days per week which includes the
Baseball park and football grounds, all between the hours of 8 AM to 5 EM. All of the
above map remain in effect so long as the daily water consumption does not exceed
16,000,000 gal. per day, or until such time as it may be advisable to use a certain
amount of Lake Kemp water, at the discretion of the Board of Aldermen.

Moved by Alderman Cox that service stations and car dealers who wash cars
be permitted to use 1100 cu. ft. of water per month for all purposes, providing that ..
automatic cut-off hose be used where cars are washed.
Motion seconded by Alderman Hammond and carried.
Moved by Alderman Hammond that the Board of Aldermen authorise the sale of
raw water from Lake Rickapoo to approximately 65 houses at Lake Wichita Village, by
installing one master meter and dividing the cost evenly among the total number of
water consumer meter connections to the master meter, providing no one consumdr
uses more than 6000 gal. per month; the rate per month to be the minimum charge of
$2.00 per month as set forth in the regular rate for raw water; furthermore all
water consumers in this area are to abide by all the present water rationing restric-
tions, or that hereafter be invoked. It is also agreed and understood that any
treatment of water purchased of the City mist be obtained elsewhere.
Motion seconded by Alderman Thomas and carried.
Mr. R. B. Peterson, District Manager, Southwestern Bell Telephone Co.,
filed an application for increase in telephone rates in the City of Wichita Falls
exbbsnge.
As advertised, the public hearing was held on Ordinance No. 1649, at which
time both proponents and opponents were given an opportunity to be heard. No opposi-
tion was voiced against the same.
Moved by Alderman Thomas that the public hearing on Ordinance 1649 be
closed.
Motion seconded by Alderman Hammond and carried by the following vote:
Yeas: Aldermen Willis, Thomas, Hammond and Cam.

ORDINANCE NO. 1649
AN ORDINANCE EXTENDING THE CITY LIFINT3 OF THE CITY OF WICHITA. FALLS, TEXAS,
BY ANNEXING CERTAIN LANLE ADJACENT TO THE PRESENT TERRITORIAL LINu S OF THE CITY OF
WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS
OF THE CITY OF WICHITA FALLS, TEXAS, ALL OF WHICH LANES ARE FULLY DESCRIBED IN THE
BODY OF THIS ORDINANCE.
Moved by Alderman Willi. that Ordinance No. 1649 be approved and passed as
read.
Motion seconded by Alderman Hammond and carried by the following vote:
Yeas: Aldermen Willis, Thomas, Hammond and Cox.
Nays: None.
As advertised, the public hearing of Ordinance No. 1650 was duly held, at
which time both proponents and opponents were given an opportunity to be heard, where-
upon the following motion was had:

ORDINANCE NO. 1650
AN ORDINANCE REQUIRING PERNTlS FOR THE KEEPING OF ANIMALS AND FOWLS IN THE CITY
OF WICHITA FALLS; GRANTING CERTAIN EXCEPTIONS; PROVIDING FOR INSPECTION OF PLACIS CT
KEEPING OF ANIMALS AND FOWLS; SETTING FORTH SANITARY REQUIREMENTS; PROVIDING FOR ENFORCE-
MENT; PROVIDING THAT ANY PERSON WHO VIOLATES ANY PROVISION OF THIS ORDINANCE SHALL BE
FINED NOT MORE THAN TWO HUNDRED($200.00) DOLLARS AT THE DISCRETION OF THE COURT HAVING
JURISDICTION. EACH AND EVERY VIOLATION CT THE PROVISIONS OF THIS ORDINANCE SHALL CON-
STITUTE A SEPARATE OFFENSE; REIEALING ALL ORDINANCES OR ARM OF ORDINANCES IN CONFLICT
WITH THIS ORDINANCE; AND PROVIDING A SAVINGS CLAUSE.

Moved by Alderman Hammond that the Board of Aldermen authorize the transfer
of a Certificate of Necessity and Convenience to operate 13 taxicabs upon the
`streets of the City of Wichita Falls, Texas, from City Cab & Rent Car Co. to Checker
Cab Company of Wichita Falls, Inc., when and at such time as the proper insurance has
been provided.
Motion seconded by Alderman Thomas and carried.
Moved by Alderman Cox that the Board of Aldermen authorize payment to the
Wichita General Hospital the awn of $7696.64 for charity patients for the month of
May, and direct the City Clerk to draw a warrant for the same.
Motion seconded by Alderman Hammond and carried.
Moved by Alderman Hammond that the City Attorney be authorized to advertise
ifor bids for the sale by the City of a commercial oil and gas lease in the vicinity of
Lake Kickapoo. Said oil and gas lease shall be for shallow rights only to a depth not
to exceed 2000 feet, with provision that a well shall begin within 90 days from the
date the oil and gas lease is signed.
Motion seconded by Alderman Willis and carried.

c -r}P' Moved by Alderman Thomas that the Board of Aldermen authorise the issuance
of a permit to Joe Blackshear Company to install a neon sigh, between the curb and
sidewalk, at the northeast corner of the intersection of 13th& Lamar Streets; pro-
viding the same is installed in accordance with requirements of the City Engineer. It
is distinctly understood and agreed that this permit shall expire one year from date
hereof and the City may cause removal of the same by giving 30 days notice in writing.

'o lease Lot 6, Blk S, on the south side of Lake Bickapoo, to H. C. Shubert, et al.

., a permit to the Humble Oil&Refining Co. to install one 2000 gal. underground gasoline
storage tank at Jeter Transfer Co., 00-7th St., providing the same is installed in
accordance with requirements of the City Engineer.
