Min 05/25/1953 291 Wichita Falls, Texas Memorial Auditorium Building May 25, 1953 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Building, at 8:00 o'clock P.M., with the following members present: Kindel Paulk Mayor R. P. Willis Lloyd C. Thomas Jack L. Hammond 1 Aldermen Dr. E. Aubrey Cox 0 Henry D. Mason 0 Geo. T. Henderson City Clerk Bill N. Taylor City Manager J. Walter Friberg City Attorney Moved by AldermanCox that the Minutes of the regular meeting held May 11, 1953, be approved. Motion seconded by Alderman Thomas and carried. Moved by Alderman Cox that the Board of Aldermen endorse the plans as sub- /mitted by the Junior Chamber of Commerce and the North Texas Field&Stream Association for development of a large Park area at Lake Wichita, and that the Council express its appreciation for the splendid work done in this connection. Motion seconded by Aldermen Thomas and carried. • Mr. Urso, who resides in the Harwell Addition, complained that this addition /has no water or sewer mains, or graveled streets, and that the City should pmmxim such facilities, whereupon Mayor Paulk advised Mr. Urso this is a matter he should take up with the person who put in the addition. Mr. R. L. Keenan and Mr. W. A. Saber, who reside near Hayes & Tenth St., /requested the Council not to dispose of a certain tract of land at this location, as the same should be retained for street or park beautification. Mr. Saber stated he had been watering this small tract for quite some time and he thought he should be given preference to purchase the same since the tract lies adjacent to his property, thereupon Mayor Paulk assured Mr. Saber the City would not sell the property without advising him. r� Moved by Alderman Thomas that the Board of Aldermen approve tax refund:to Charles R. Coker the sum of $9.92 for taxes collected in error on a motor vehicle for the year 1952, on account of a recent Supreme Court ruling affecting persons in the Military Service; also refund to T. J. Bettes &Co. the sum of $17.60 for 1952 taxes paid in error on Lot 10, Blk 95 Floral Heights Addition, and direct the City Tax Assessor &Collector to make such refunds. Motion seconded by Alderman Cox and carried. Moved by Alderman Willis that the Board of Aldermen authorize payment to / Homer Humphris the sum of $8.54, being payment due July 1, 1952, on a water main contract entered into by and between Homer Humphris and the City August 28, 1450, and direct the City Clerk to draw a check for the same. Motion seconded by Alderman Cox and carried. ORDINANCE NO.1645 AN ORDINANCE ESTABLISHING RULES AND REGUTATIONS FOR THE GOVERNMENT AND PRO- TECTION OF THE PUBLIC PARKS AND PLAYGROUNIS OF THE CITY OF WICHITA FALLS, TEXAS, AND PROVIDING A PENALTY FOR TIE VIOLATION. Moved by Alderman Cox that Ordinance No. 1615 be approved and passed as read. Motion seconded by Alderman Mason and carried by the following vote: Yeas: Aldermen Willis, Thomas, Hammond, Cox and Mason. Nays: None. Cd•� Moved by Alderman Mason that the Board of Aldermen of the City of Wichita Falls, Texas, does hereby renew the Lease Agreement with the United States of America /covering NOy(R)-40902 with City of Wichita Falls, Texas, Lessor, d. 12-9-46, covering tract of land 2501 located at Denver & 5th Sts. Wichita Falls, Texas, for a Naval Reserve Training Center, and does by these presents renew, extend and adopt the said Lease and all the terms and conditions thereof for the period beginning July 1, 1953, and ending June 30, 1954. Motion seconded by Alderman Willis and carried. Moved by Alderman Mason that the Board of Aldermen authorize payment to the Wichita General Hospital the sum of $8218.67 for charity patients for the month of April, and direct the City Clerk to draw a warrant for the same, upon like payment by Wichita County. Motion seconded by AldermanCox and carried. Moved by Alderman Hammond that the Board of Aldermen authorize aid direct ' John P. Ruhmann,Director Public Utilities, to proceed with water rationing for lawns, beginning Wednesday, May 27, 1953. Water consumers who live in even numbered dwellings may water lawns on even numbered days of the month, and those who live in odd numbered dwellings may water lawns on odd numbered days of the month; but under no circumstances shall lawns be watered before 6 a.m. and not later than 9 p.m. Motion seconded by Alderman Cox and carried. Moved by Alderman Mason that the meeting be adjourned. Motion sec aided by Alderman Hammond and carried. The Board of Aldermen tlaadjaurned APPROVED this the CJ - day of , 1953.
