Memorial Auditorium Building

The Board of Aldermen'o£ the City of Wichita Falls, Texas, met in regular
session on the above date, in the Council Room of the Memorial Auditorium Building,
at 7-30 otclock P.M., with the following members present:
Kindel Paulk Mayor
Ntiowe R. P. Willis
Lloyd C. Thomas
Dr. E. Aubrey Cox Aldermen
J. Paul Montgomery
Henry D. Mason
Geo. T. Henderson City Clerk
Bill N. Taylor City Manager
J. Walter Friberg City Attorney
Moved by Alderman Mason that the Minutes of the regular meeting held
February 23, 1953, be apprbved.
Motion seconded by Alderman Montgomery and carried.

Moved by Alderman Mason that the Board of Aldermen authorize the proposed
parking area plans of A & P Stores on 9th St., as outlined in the Plat submitted,
providing the same is constructed and located with reference to alleys, etc. as may
be acceptable to the City Engineer, copy of said plat being attached hereto and made
a part of the records hereof.
Motion seconded by Alderman Montgomery and carried.
ORDINANCE NO.1635
AN ORDINANCE PROVIDING FOR LOADING ZONES WITHIN THE CORPORATE LIMI7.S OF THE
CITY OF WICHITA FALLS; CLASSIFYING THE TYPES OF BUSINESS AND ALLOTTING EACH SUCH
CLASSIFIED TYPE A LOADING ZONE; DEFINING NECESSITY FOR TfADING ZONES; DEFINING THE
USE TO WHICH A LOADING ZONE MAY BE PUT; DEFINING AN ALLEY ENTRANCE; DEFINING A LOADING
ZONE SPACE AS USED IN THIS ORDINANCE AND DIRECTING THE CITY TRAFFIC COMMISSION TO PERMIT
LOADING ZONES ONLY IN ACCORDANCE WITH THIS ORDINANCE.
Moved by Alderman Montgomery that Ordinance No. 1635 be approved and passed
as read.
Motion seconded by Alderman Willis and carried by the following vote:
Yeast Aldermen Willis, Thomas, Cox, Montgomery and Mason.
Nays: None.
Moved by Alderman Montgomery that the Board of Aldermen authorize the issuance
of a permit to Ebner Packing Co. to extend their electrical service across the alley
between Elm and Waanut Streets, providing such extensions are made in accordance with
requirements of the City Engineer.
Motion seconded by Alderman Thomas and carried.
Moved by Alderman Mason that the Board of Aldermen authorize the issuance-
... of a permit to the Hamilton Building to construct a transformer vault under the side-
walk on Eighth Street approximately
pproximately 45 feet East of the Alley at the rear of the
Hamilton building, providing the same is installed in accordance with requirements
of the City Engineer.

Moved by Alderman Thomas that the Board of Aldermen authorize the issuance
of a permit to install two 6M gal. underground gasoline storage tanks at 1720 - 5th
St., by the Humble Oil&Refining Co., providing the same are installed in accordance •
with requirements of the City Engineer.
Motion seconded by Alderman Mason and carried.
Moved by Alderman Montgomery that the Board of Aldermen approve and f,
authorize a tax refund to Gulf Coast Inv. Corp. the sum of $32.32 covering 1952 '
taxes on W 47i, of Lot 6, and 81 of alley, B1k 2, Childers Addn., and direct the r •
City Tax Assessor and Collector, or the City Clerk, to refund same on account of
double tax payment.
Motion seconded by Alderman Thomas aid carried. •
Moved by Alderman Mason that the Board of Aldermen approve and authorize
tax adjustments, both personal and real, as set forth in the attached Schedule, .410
Nos. 1445 through 525, and 526 through 612, and direct the City Tax Assessor and
Collector to make tax adjustments in accordance therewith.

Moved by Alderman Thomas that the City Attorney be authorized and directed
to negotiate a new lease contract for the year 1953, with Edgar Hodgkins, covering,
approximately 200 acres on the park site tract adjoining Lake Wichita, upon the terms
and conditions recited in the original lease contract, except.that the rental to be
paid to the City shall be the original rental fee, less Wichita Co. Water Impr. Dist.
No. 2 taxes for the year 1953. Check for taxes shall be made direct to said Wich.Co.
Wat. Impr. Dist #2, but shall be delivered direct to the City Clerk when and at such
time as the said lease contract is executed and balance of the consideration paid to
the City. Further, to authorize and empower the Mayor of the City of Wichita Falls
or the City Manager, Bill N. Taylor, to execute sung contract for and on behalf of the
City of Wichita Falls.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Willis that the City Attorney be authorized to advertise
J for bids on the proposed sale of a 2 year commercial oil and gas lease on 48.3 acres
out of Block 111, A.T.N.C. Subdivision lands, Archer Co. Texas, and submit the same
to the Council for further consideration.
Motion seconded by Alderman Mason and carried.
Moved by Alderman Thomas that the matter of opening an alley between Flood
and Bonner Streets be deferred until the next regular meeting.
Motion seconded by Alderman Willis and carried.

Hon. Kindel Faulk, Mayor, and Members of the Board of Aldermen, City of Wichita Falls
From: City Traffic Commission:
At a meeting of the City Traffic Commission on February 25, 1953, the Commissiogt
heard the application of Segrge Dimock and others for permission to place angle parking
at the intersection of 8th & Holliday Streets and likewise the application of Dr.
Roger M. Manor and others for angle parking at the intersection of 8th & Broad. The
Commission recommends that these applications be denied and further, that appropriate
ordinance be passed making parking uniform on 8th Street between the railroad tracks
on the east and Brook Street, on the west, and directing that all parking on such street
between such intersection and the railroad be parallel. That such ordinance provide
that head-in or angle parking be prohibited on the said 8th Street in any manner.

The above and foregoing report was read to the City by the City Attorney and
by common consent of the Council, the matter was deferred for further study.
Moved by Alderman Montgomery that regular meeting hour of the City Council

Moved by Alderman Cox that former mayor, Harold Jones, be appointed to
serve on the Park Board for a period of three years from January 1, 1953, to January
1, 1956.
Motion-seconded by Alderman Montgomery and carried.
Moved by Alderman Thomas that the City Attorney be directed to proceed to
collect the two percent gross receipts tax from the Wichita City Lines Inc. covering
the SAFB bus line from the date the Wichita City Lines Inc. permit ended with the
Railroad Commission.
Motion seconded by Alderman Montgomery and carried.

Moved by Alderman Mason that the City Attorney be directed to employ an f=
isi tat City Attorney, for an approximate period of aim months at a salary of
25. thepurpose of assisting the City Attorney with the Corporation. Court
duties and the cases at the Court House that have been appealed from the Corporation
Court to the County Court.
- Motion seconded by Alderman Montgomery and carried.
City Manager Bill N. Taylor presented a bill to the Council from the United
States of America, in the amount of $6000.00, for maintenance expense of runways at
the Airport, whereupon Mayor Kindel Faulk asked Alderman Montgomery to preside over
the Chair, thereupon the following motion was had:
Moved by Kindel Faulk that the matter of payment to the U.S.A. of $6000.00
be deferred until the next regular meeting.
Motion seconded by Alderman Willis. The motion was put to a vote by
Acting Mayor Montgomery, and carried unanimously.
