Min 02/23/1953 Wichita Falls, Texas Memorial Auditorium Building February 23, 1953 • The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Building, at 7-30 o'clock P.M., with the following members present: Kindel Faulk Mqror Slime Francis L. Walter Friberg City Attorney and Acting as City Manager ' tgomery Moved by Alderman that the Minutes of the regular meeting held Mebruary 9, 1953, be approved. Motion seconded by Alderman Harvey and carried. Moved by Alderman Mason that April 3, 1953, be designated as Demolay Day. Motion seconded by Alderman Montgomery and carried. Moved by Alderman Montgomery that the Board of Aldermen approve and authorize a change of bus schedule on Route #3, Hayes & Holliday, as requested by the Wichita City Lines, Inc., a copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Cox and carried. w 7(; 1� Attorney Marvin Pierce appeared before the Council, in behalf of certain doctors and professional men, requesting permission be granted for angle parking at 8th & Holliday and 8th & Broad Streets, when and at such time as certain contemplated .� ' building projects are completed at these locations. The matter was discussed at length, whereupon by common consent of the Council, the matter was referred to the • Traffic Commission. E. C. Nelson, Jr. (colored) who resides in the 1300 block on Rosewood, requested permission to construct an approach to his driveway in direct conflict / with requirements of the City Engineer. By common consent of the Council, the matter was turned over to the City Engineer and City Attorney for a satisfactory solution of the matter. A City election was called by Mayor Kindel Pailk, as set forth in an Election Order, a copy of which is attached hereto and made a part of the records hereof. ORDINANCE NO. 1634 • ORDINANCE CANCELLING, ANNULLING AND RESCINDING CONTRACT WITH STUCKEY CONSTRUCTION COMPANY IN SO FAR AS AND ONLY IN SO FAR AS SAID CONTRACT RELATES TO THE CONSTRUCTION OF IMPROVEMENTS ON A PORTION OF ROBERTS AVENUE IN THE CITY OF WICHITA FALLS, TEXAS, CANCFT,T.TNG, ANNULLING AND RESCINDING ALL ORDINANCES, RNSOLU- TIONS AND PROCEEDINGS IN SO FAR AS AND ONLY IN SO FAR AS THEY RELATE TO THE IMPROVE- MENT OF A PORTION OF ROBERTS AVENUE IN THE CITY OF WICHITA FAILS, TEXAS, AND DECLARE- LNG AN EMERGENCY. Moved by Alderman Mason that Ordinance No. 1634 be approved and passed as read. Motion seconded by Alderman Cox and carried by the following vote: Yeas: Aldermen Harvey, Cox, Montgomery and Mason. Nays: None. f Moved by Alderman Mason that the Board of Aldermen adopt and approve the Plat of Ditto Heights, copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Harvey and carried. Moved by Alderman Mason that the Board of Aldermen authorize the execution of an Agreement by and between theCity of Wichita Falls and E. E. Cloer, pertaining to the development of a portion of Block 4, Kemp &Newby Subd. of Cherokee Co. Four League Grant, Abs. 81, Pat.313, as of record in Volume 22, Wichita Co. Texas, and upon the terms and conditions therein stated, and to authorize and empower the City Manager Bill N. Taylor to execute the said Agreement for and on behalf of the City of Wichita Falls, Tex, a copy of which is filed in the Office of the City Clerk. Motion seconded by Alderman Harvey and carried. Moved by Alderman Cox that the Board of Aldermen approve and authorize payment to the Wichita General Hospital the sum of $7283.01, for charity patients H�i for the month of January, dnd direct the City Clerk to draw a warrant for the same. phi Motion seconded by Alderman Montgomery and carried. i� g Moved by Alderman Harvey that the Board of Aldermen approve and authorize tax . refunds, and direct the City Tax Assessor and Collector to make such refunds, as follows: .✓ North Texas Federal Savings & Loan Association, the sum of $35.53, covering Lot 1, Block 3, Spivey Addition, for the year 1952, on account of error in the assessed valuation. Rey Keith Realty Company, the sum of $5.12, covering E 531 of S 11 ft. of Lot 7, Block 3, Dutton,and the E. 53' of Lot 11, Blk 66k, Highland, for 1952, on account of double payment. W. D. Lacy, the sum of $4.48, for 1952, for reason the said W. D. Lacy did not own a 1946 Chevrolet car January 1, 1952. North Texas Federal Savings & Loan Assn., the sum of $64.64, covering Lot 12, Block 12, Park Place, for 1952, for reason that the improvements on this lot were only 15% complete as of January 1, 1952. Motion seconded by Alderman Cox and carried. ° ' Moved by Alderman Harvey that the Board of Aldermen approve and authorize tax adjustments as set forth in the Tax Adjustment Schedule, 1139 through 1440, attached hereto and made a part of the records hereof.
