Memorial Auditorium Building
January 12, 1953
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date, in the Council Room of the Memorial Auditorium Building,
at 7-30 o'clock P.M., with the following members present:

Moved by Alderman Cox that the Minutes of the regular meeting held
December 8, 1952, be approved.
Motion seconded by Alderman Montgomery and carried.
Col. Aubrey Wilson outlined plans of the Defense Department to build an
Armory in Wichita Falls, and requested that a 5 acre tract of land be leased to
the Defense Department for a period of 50 years, rent free gratis. Col. Wilson
further stated the Department would prefer to locate the Armory on a portion of
Scotland Park. The matter was discussed with favor by the Council, whereupon the
following motion was had:
Moved by Alderman Mason that the Board of Aldermen comply with the request
of the Defense Department providing the necessary arrangements can be perfected
whereby the necessary tract of land in Scotland Park can be leased to the Defense
Department for use of an Armory,nubject to approval of the Park Board.
Motion seconded by Alderman Harvey and carried.
The Public Hearing on Ordinance No. 1631 was duly held at which time
both proponents and opponents were given an opportunity to present their views.
Mayor Kindel Faulk announced a second hearing on Ordinance No. 1631
would be held at the next regular meeting to be held January 26, 1953, and
directed the City Clerk to publish in the Wichita Falls Record News due notice
of such hearing.
Attorney Walter Nelson requested permission for Matthews Bros. to erect
4a�building within 6 inches of the front property line at 1007 Virginia St., there-
upon the following motion was had:
Moved by Alderman Cox that the Board of Aldermen authorize the issuance
of a building permit to Matthews Bros. to erect a building within 6 inches of the
front property line at 1007 Virginia Street, providing all other requirements and
regulations of the City Engineer are complied with.
Motion seconded by Alderman Willis and carried.
ese W Mr. Calvin Curtis of 1003-5th St. appeared before the Council, in behalf
of himself and other residents of that area, requesting that 6th St. be designated
the end of one-way traffic on Travis Street, for.reason that the present traffic
/guides and markers interfere with the use of the property in this area, whereupon
Alderman Mason directed this matter be referred to the TraffioeCbmmni.ssion for
further consideration and investigation.

Moved by Alderman Harvey that the Board of Aldermen approve and authorize
Tax adjustments, both personal and real, as set forth in the following schedule,
more fully described as Tax Correction Adjustments No. 68 and 70 through No. 145,
inclusive: further to direct the City Tax Collector and Assessor to make such
adjustments when and at such time as the same have been approved by the Tax Equaliza-
tion Board.

Moved by Alderman Mason that the Board of Aldermen authorize tax refunds to
the following persons or firms for reasons herein stated:
Refund of $9.92 to Mrs C. C. Owens, Jr. who paid taxes on a 1950 Pontiac car for
the year 1952. Mrs Owens did not reside in the City during 1952.
Refund of $8.64 to Mrs Lydia Arrendondo covering Lot 8, Blk 1, Sayles Addn.
/y/f for year 1952, for reason Mrs Arrendondo does not own this property.
Refund of $7.04 to,J. H. Freeman, 2008 Virginia St., covering personal property
bW for year 1952, for reason Mr. Freeman did not reside within the City
Neel Limits.
Refund of $30.40 to Miss Mary V. Lewis covering Lot 21, Blk 12, Westmoreland
Park for the year 1952, by virtue of a double tax payment.
Refund of $10.56 to Republic Life Insurance Company covering Tract A, Abstract
• 84, T. H. Garner Addn. for the year 1952, for reason the same was paid
in error.
Refund of $36.80 to G. F. Lovett, covering Lot 6, Blk 5, Spivey Addn. for year
1952, by virtue of a double tax payment;
further to direct the City Tax Assessor and Collector to make the above and foregoing
tax refunds.
Refund of $19.60 to Ryan Mortgage Co. Fort Worth, Tex, covering 80 x 800 ft. of
Block 2, Cherokee County School Land, for the year 1951, for reason this property is
not in the City Limits.
Refund of $104.44 to Ernest Guffey by virtue.of an error in the assessed valua-
tion of personal property for the year 1951;
further to direct the City Clerk to draw warrants for the aboveiand foregoing tax
refunds.

RESOLUTION NO. 229
WHEREAS, the City National Bank in Wichita Falls, Texas, Depository of the
City of WichitaFalls, Texas, has deposited in trust with the First National Bank in
i Dallas, the sum of 41,000,000.00 in U.S.Treasury Notes as security for the account of
the City of WichitaFalls, as evidenced by the First National Balk in Dallas Certifi-
cate No. 46846, as hereinafter set forth:
Certificate No. 46846, dated 9-15-52 U.S. l% Treasury
Notes, Series EA-1957, due 4-1-59,
Nos. 19 @ 1000M $1,000,000.00
and,
WHEREAS, the City National Bank in Wichita Falls, Texas, has requested
release of the above described Treasury Notes, and
WHEREAS, the City National Bank in Wichita Falls agrees to substitute in
lieu thereof $1,000,000.00 U.S. Treasury 1 3/8% Notes due 3-15-54:
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, THAT:
The City Treasurer and the City Clerk of the City of Wichita Falls, Texas,
be and are hereby authorized to accept as security for the City of Wichita Falls
$1,000,000.00 U.S. Treasury 1 3/8% Notes due March 15, 1954, and surrender the above
described Treasury Notes, Certificate No. 46846, aggregating the sum of $1,000,000.00,
now on deposit in the First National Bank in Dallas.
Moved by Alderman Mason that Resolution No. 229 be approved and passed
as read.
Motion seconded by AldermanWillis and carried by the following vote:
Yeas: Aldermen Willis, Harvey, Cox, Montgomery aid Mason.

AS advertised, the Public Hearing on Ordinance No. 1630, was duly held,
at which time Itty Geo. Anderson, Sr. presented written letters from Wm. E. Huff,
C. D. Shamburger and H. H. Wheat, protesting the closing of that certain portion /
of Morrow Street, while Mr. Estee and Glenn Fbole of the Stuckey Construction Co.
insisted on closingthe same. After both proponentsh
and opponents had been heard,
the following motion was had:
Moved by Alderman Harvey that the Public Hearing on Ordinance No. 1630 be
continued at the next regular meeting to be held January 26, 1953. '

Mr. J. B. Bentley advised the Council he knew of good water that was avail- /
able to the City by going a distance of approximately 150 miles, and desired to confer
with the City Attorney in discussing plans, etc., thereupon the City Attorney was
directed by the Council to confer with Mr. Bentley on this subject.

City Manager, Bill N. Taylor, informed the Council that persons engaged f
S in air-conditioning desired to confer with the various committees now formulating
i plumbing, electrical and building codes for submission to the Council, whereupon the
City Manager was directed to refer these names to the Steering Committee.

Moved by Alderman Willis that the Board of Aldermen authorize the issuance £te
of a permit to the Texhoma Equipment Co. to install 1-3M gallon underground gasoline y n4
storage tank at 403 E. Scott, providing the same is installed in accordance with
requirements of the City Engineer.

issuance of a permit to Walbrick Auto Laundry to install an electric sign between /
the curb and sidewalk, at their place of business at 401 Scott St., providing the
same is installed in accordance with requirements of the City Engineer. It is
expressly understood that this permit is Issued for a period of one year only from
date hereof, and the City reserves the right to cause removal of the sign at ex-
piration date by giving 30 days notice in writing.

of a permit to Continental Oil Company to erect a regular pedestal Conoco sign J
between the curb and sidewalk at their station at 1403-18th St., providing the same
is installed in accordance with requirements of the City Engineer. It is expressly
understood and agreed that the permit is issued for a period of one year only from
)' date hereof and the City may cause removal of the same at expiration date,by giving
30 days notice in writing. .

payment to Solon R. Featherston the sum of $723.51, being payment due December 1,
1952, by virtue of a water main contract in Fairway Addition, entered into by and
between Solon R. Featherston and the City on Aug. 13, 1951; further to order and
direct theCity Clerk to draw a check for the same.

Moved by Aldermai Harvey that the Board of Aldermen approve and authorize pay-
ment to J. F. Patton Sr. the sum of $1501.72, being payment due January 1, 1953, by
/virtue of a water main contract in J. F. Patton Subdivision, entered into by and between
J. F. Patton Sr. and the City of Wichita Falls May 28, 1951; further to direct the
City Clerk to draw a check.. for the same.

Moved by Alderman Mason that the Board of Aldermen authorize payment to the
r U. S. Conference of Mayors the sum of $100.00 for 1953, annual membership dues for
the City of Wichita Falls.

Mowed by Alderman Cox that the Board of Aldermen approve and ratify action
of the City Clerk and City Manage{ for payment to WichitaGeneral Hospital the sum
of $6328.98 for November charity patients.
Motion seconded by Alderman Montgomery and carried.
As advertised, the Public Hearing on Ordinance No. 1632 was held, at which
time both proponents and opponents were given an opportunity,to be heard. There being
no opposition voiced against passage of said Ordinance, the following motion was had:
Moved by Alderman Willis that the Public Hearing on Ordinance No. 1632 be
closed. .

ORDINANCE NO. 1632
AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS,
MY ANNEXING CERTAIN LANES ADJACENT TO THE FRESENT TERRITORIAL LIMITS OF THE CITY OF
WICHITA FALLS, TEXAS, THE SANE LYING IN A SOUTHEASTERLY DIRECTION FROM THE FRESENP
LIMIT OF THE CITY OF WICHITA FALLS, TEXAS, ALL OF WHICH LAMS ARE FULLY DESCRIBED IN
THE BODY OF THIS ORDINANCE.
Moved by Alderman Montgomery that Ordinance No. 1632 be approved and
passed as read.
Motion seconded by Alderman Willis and carried by the following vote:
Yeas: Aldermen Willis, Harvey, Cox, Montgomery and Mason.
Nays: None.
Moved by Alderman Mason that the Board of Aldermen authorize the execution
yof a Lease Contract with Henderson Granite Po. at 1412 - 6th St., located on city-owned
property, on strictly a monthly basis, for a consideration of $25.00 per month rent;
further to authorize and empower,City Manager Bill N. Taylor to execute the said
Lease rental contract for and on behalf of the City of Wichita Falls, Tex.
Motion seconded by Alderman Harvey and carried.
Moved by Alderman Harvey that the Board of Aldermen authorize the execution
/of a Lease Rental Contract with Joe Moss for city-owned property located on North Scott,
being Lots 1 to 7, Block 33, Original, on strictly a monthly basis for a consideration
of $25.00 per month; further to authorize and empower City Manager Bill N. Taylor to
execute the said Lease Rental Contract for and on behalf of the City of Wichita Falls.

A petition addressed to the City Clerk by Otis Nelson, tearing approximately
2$ signatures of certain business men, requesting unloading space be reserved at their
respectiv pplaces of business without charge, was read to the Council by.Mayor Paulk,
.whereupon�Xttorney Walter $`riberg Chairman of the City Traffic Commission advised
that the Traffic Commission would hold a special hearing on this petition on Friday f.i
January 16th, whereupon the,following motion was had: f
Moved by Alderman Harvey that action on the above and foregoing petition
be temporarily deferred until such time as the Traffic Commission could report its
recommendation on the matter. c.

Lane in Southmoor Addition, and that the same remain unchanged.

Moved by Alderman Harvey that the Board of Aldermen authorize a transfer
of Certificate of Public Convenience &Necessity for 7 taxicabs, from Glenn W.
Krottinger dba Safeway Cab Co., Certificate to operate 20 taxicabs from Glenn W.
Krottinger dba A &A Cab Co.,.and Certificate to operate 19 taxicabs from Glenn W.
Krottinger dba Yellow Cab Co., aggregating a total of 46 certificates, to Yellow
Cab Co. of Wichita Falls, Inc.;
Also transfer Certificate of Public Convenience and Necessity to operate
36 taxicabs from J. 0. Dotson and Glenn W. Krottinger dba Checker Cab Co., and
Certificate to operate 10 tav;cabs from Glenn W. Krottinger dba Safeway Cab Co.,
aggregating a total of 46 certificates, to Checker Cab Co. of Wichita Falls, Inc.;
Further to direct the City Clerk to issue the Certificates of Public

Mayor Kindel Paulk appointed Aldermen Cox and Willis to confer with
Judge Guy McNeely with reference to charity patients at the General Hospital.
City Manager Bill N. Taylor announced that E. C. White had been appointed
Chief of the local Fire Department, and extended congratulations to Mr. White.
Moved by Alderman Mason that the meeting be adjourned.

The Board of Aldermen then adjourned.
