Memorial Auditorium Building
December 8, 1952
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date, in the Council Room of the Memorial Auditorium Building,
at 7-30 o&clock P.M., with the following members present:

Moved by Alderman Montgomery that the Minutes of the called meeting held
December 1, 1952, be approved.
Motion seconded by,Alde:xman Willis and carried.
As previously advertised, the public hearing on Rent Control was held,
at which time both proponents and opponents were given an opportunity to express
their views. There being no opposition voiced against decontrolling rents, the
following motion was had:
Moved by Alderman Thomas that the Public Hearing on Rent Control be closed.
Motion seconded by Alderman Cox and unanimously carried.
Moved by Alderman Willis that since the Board of Aldermen has found that
. there is no further need for rent control in the City of Wichita Falls, the same
be and is hereby abolished, effective this date.
Motion seconded by Alderman Montgomery and carried.
Mayor Rex Gates, Aldermen Cubit' Brown, Nuttier, and Mrs Btoyles, of the
/ City of Henrietta, Texas, appeared before the Cquncil and stated that the officials
of Henrietta desired to cooperate with the City of Wichita Falls in procurement of a
site for a water reservoir on Little Wichita River, between Scotland and Henrietta,
and also wanted assurance that Henrietta would not be deprived of its necessary water
supply, thereupon the following motion was had:
Moved by Alderman Thomas that the City of Wichita Falls take no action what-
soever that would jeopardises the water supply of Henrietta, and that any further action
taken would be taken jointly with Henrietta.
Motion seconded by Alderman Montgomery and carried.
RESOLUTION NO. 228
WHEREAS, the Bureau of Reclamation of the Department of the Interior is conducting
surveys and investigations of the Little Wichita River Basin in Texas with a view of
determining the beneficial use potentialities of the waters of that Basin for industrial,
domestic, municipal and other beneficial uses;
WHEREAS, such investigations include the development of storage at the Scotland
reservoir site which is accessible to the City of Wichita Falls, and such storage will
be available for municipal and industrial use in the City of Wichita Falls; and,
WHEREAS, the City of Wichita Falls, due to its rapid growth in population and its
potential future growth, willl,be in need of additional water supply for domestic and
municipal purposes; and,
WHEREAS, the City of Wichita Falls is desirous of taking every possible action to
insure or substantiate any priorities available to it for water rights on the Little
Wichita River;

NOW, THEREFORE, BE IT RESOLVED, that the Bureau of Reclamation be urged to
include in its studies and investigations, use of storage in such reservoir together
with other necessary facilities, other than treatment plant and city distribution
works; for the provision of water supply for municipal and industrial use in the City
of Wichita Falls with a view, on the completion of such surveys and investigations
project authorization, and in the event such project is authorized or approved, to
initiate negotiations between the United States and the City of Wichita Falls in pur-
suance of the federal reclamation law, of a contract for participation in the construc-
tion of a project in the Little Wichita Basin to provide for storage, release and use of •
waters in the Little Wichita River for industrial and municipal use of water for the
City of Wichita Falls.
BE IT FURTHER RESOLVED that a certified copy of this Resolution be supplied to
the Secretary of the Interior.

Nays: None.
Carl Thompson stated to the Council that water pressure in Rivercrest
Addition was entirely too low and requested that steps be taken to increase the
pressure; also that there were no street lights in this addition, whereupon
Mr.,Thompson was advised that street lights had already been ordered, also that
necessary steps were being taken as rapidly as possible to insure greater water
pressure for the above area.

ORDINANCE OF THE CITY OF WICHITA FAIJS REGULATING TAXICAB TRANSPORTATION,
REQUIRING TAXI METERS PLACED ON TAXIC&HE.OF THE CITY OF WICHITA FALLS, SETTING
THE RATES TO BE CHARGED PER MILE AND FOR TINE WHEN TAXICAB IS NOT DRIVLNG WITH A ✓
PASSENGER, RATES TO BE CHARGED FOR CARRYING BAGGAGE, TRUNKS, PROVIDING FOR SUB
CAB STANES ON THE STREETS OF WICHITA FALLS, TEXAS, SPECIFYING REGUTATIONS CONCERNING
TAXICABS, TAXICAB OPERATORS AND/OR DRIVERS, AND TAXICAB STANDS, THE AGE LIMITS OF
LICENSEES, NONASSIGNABILITY OF LICENSE, PROVIDING FOR INSPECTION OF TAXICABS,
REQUIRING PASSENGERS TO PAY FARES, PROVIDING FOR PENALTIES, PROVIDING A SAVINGS
CLAUSE, AND PROVIDING A REPEALING CLAUSE.
Moved by Alderman Montgomery that Ordinance No. 1631 be introduced
and that a Public Hearing on the same be held January 12, 1953.

ORDINANCE NO. 1632
AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FAT.TS,
TEXAS, BY ANNEXING CERTAIN LANES ADJACENT TO THE PRESENT TERRITORIAL LIMES OF
THE CITY OF WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHEASTERLY DIRECTION FROM
THE PRESENT LIMIT OF THE CITY OF WICHITA FATJS, TEXAS, ALL OF WHICH LAMS ARE
FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE.
Moved by Alderman Montgomery that Ordinance No. 1632 be introduced
and that a Public Hearing on the same be held January 12, 1953. "*`

Moved by Alderman Montgomery that the Board of Aldermen authorize the
issuance of a permit to Leonard Smith to install a sign between the curb and
sidewalk at his place of business located at 1210 - 10th St., provided the same

is installed in accordance with requirements of the City Engineer. It is expressly
derstood and agreed that this permit shall expire one year from date hereof and
the City may cause removal of the same at expiration date by giving 30 days notice.in
writing.

Moved by Alderman Thomas that the Board of Aldermen authorize the execution
of an Agreement by and between the Fort Worth & Denver Railway Company and the City
of Wichita Falls for the installation of certain electric track circuits on their
main track to control traffic lights incident to the construction of Kell Blvd., upon
the terns and conditions therein stated, a copy of which is to be filed in the Office
of the City Clerk; further to authorize Mayor Kindel Faulk to execute said contract
for and on behalf of theCity of Wichita Falls.
Motion seconded by Alderman Montgomery and carried.
gao Moved by Alderman Willis that the Board of Aldermen authorize the issuance
of a tax refund to J. L. Dunson the sum of $37.12, covering Lot L, Blk 1, Abernathy
Subd., for the year 1952, for reason that the same included improvements which
should not have been taxed until 1953, and direct the City Tax Assessor and Collector
to refund the same.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Thomas that the Board of Aldermen authorize a tax refund
to J. R. Ogle the sum of $5.44 for taxes on a 1948 Nash automobile for the year 1952,
on account of double payment, and direct the City Tax Assessor and Collector to
refund the same.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Thomas that the Board of Aldermen approve and permit the
ederal Housing Authority to pay only 25% of the taxes assessed against Lots 1 to
Blk 46, Original; Lots 1 to 9, Blk 6h, Original; Lots 1 to 29, Blk 69, Original;
Lots 1 to 29, Blk 73 Original; and all of Block 83, Original, for the year 1952,
by virtue of the fact all of the above described was purchased in March and April
of 1952, and direct the City Tax Assessor and Collector to maim such adjustments.

Moved by Alderman Willis that the Board of Aldermen approve the following
tax roll corrections and adjustments, insofar as it covers and pertains to the
City tax roll, only:
Attached are adjustments Number 3 thru 67 which result in a net loss of
$130,380.00 in value, and $2,086.28 in taxes for the City of Wichita
Falls. $107,840.00 in value, and $377.45 in taxes for Wichita Falls
Irrigation District #1. $76,850.00 in value, and$1,001.75 in taxes
for Wichita Falls Independent School District. $77,850.00 in value
and $303.59 in taxes for Wichita Falls Juniorl College District.
I recommend these adjustments be approval (Ben C. Armstrong)

Moved by Alderman Montgomery that the Board of Aldermen authorize the
execution of a Land License Agreement by and between the City of Wichita Falls, Texas,
and the United States of America covering a railroad right-of-way to the Air Corps
Technical School site, better known as Sheppard Air Force Base, upon the terms and
conditions therein stated, and to authorize and empower Mayor Kindel Faulk to execute

the said Land License Agreement for and on behalf of the City of Wichita Falls,
Texas.
