Memorial Auditorium Building
November 10, 1952
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date, in the Council Room of the Memorial Auditorium Building,
at 7-30 o'clock P.M., with the following members present:

Moved by Alderman Cox that the Minutes of the regular meeting held
October 23, 1952, be approved.
Motion seconded by Alderman Thomas and carried.
George Williams, Local Manager of the Lone Star Gas Co., presented
a schedule of proposed raises in natural gas rates.
SCHEDULE OF FROP(5ED RESIDENTIAL& COMMERCIAL RATE
Minimum Monthly Bill$.50
First 600 cu. ft. @$.1$ per c.c.f. gross; $.153 per c.c.f. net
All over 600 " ®$.7833 " " gross; .705 " " n
Net rate shall apply to all bills paid within ten days
from monthly billing date.
Except with respect to rates, all charges for natural
gas service now in effect shall remain in effect
unchanged.
The above rates and charges are applicable to each residential '
and commercial consumer per month or for any part of a month
for which gas is used at the same location.
Moved by Alderman Thomas that the Board of Aldermen authorize the issuance
of a permit to the Continental Oil Co. to install a Conoco sign between the curb and
sidewalk at the southeast corner of Bluff and Sixth St., providing the same is erected
in accordance with requirements of the City Engineer. It is expressly understood
and agreed this permit shall expire one year from date hereof and the City may
cause removal of the same at any time after expiration date by giving 30 days notice
in writing.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Mason that the proposal to close and abandon that
portion of Morrow Street from its intersection with Ardath Street to its inter-
section with Van Buren Street, not be considered at this time.
Motion seconded by Alderman Willis and carried.

Moved by Alderman Harvey that the Board of Aldermen authorize a refund to
Wallace Chafin the sum of $5.44 for taxes paid on a 1947 De6ota auttmobile by
virtue of the fact that this motor vehicle was not actually located in the City
Limits; further to direct the City Tax Assessor and Collector to refund the same.
Motion seconded by Alderman Cox and carried.
Moved by Alderman Willis that the Board of Aldermen authorize a tax refund
to C. E. Holder in the amount of $77.44, for taxes paid on Ipt 16, Blk 5, Southmoor
Addition, for reason that this property should not have been assessed until 1953;
further to direct the City Tax Assessor and Collector to refund the same.
Motion seconded by AldermanCox and carried.
Moved by Alderman Harvey that the Board of Aldermen authorize the issuance
of a permit to the Duncan Hotel to erect a sign between the curb and sidewalk at
706 Travis Street, providing the same is installed in accordance with requirements
of the City Engineer. It is expressly understood and agreed that this permit shall
expire one year from date hereof and the City may cause removal of the same at any
time after expiration date by giving 30 days notice.
Motion seconded by Alderman Thomas and carried.
The claim of Wichita County for delinquent taxes on the Ball Park was
referred to the City Attorney for investigation and negotiation with the County.
Moved by Alderman Harvey that the Board of Aldermen authorize a loan of
$116,000 by the Water Department to the General Government Interest and Sinking
Fund to retire bond debt requirements maturing December 1, 1952, and direct that
the above loan be repaid out of the said Interest &Sinking Fund as fast as
possible.
Motion seconded by Alderman Willis and"carried.
Moved by Alderman Mason that the Board of Aldermen authorize the Fire
Department to purchase 5000 feet of 2 1/2 "fire hose, at an approximate cost
of $7500.00; further to authorize the City Manager to transfer the sum of $?500
from the Contingent appropriation account to the Fire Department appropriation
Account, 24 Z-i,, thus sufficiently increasing this appropriation to purchase
the fire hose.
Motion seconded by Alderman Montgomery and carried.
The recommendations for new positions in the Fire Department, salary
increases for fire alarm and radio operators, and Resolution placing the Fire
Marshal in Protective Inspection Division of Public Works was referred to Alderman
Montgomery for further study and recommendations.
Moved by Alderman Mason that in accordance with the recommendation of
John R. Ruhmann, Director of Public Utilities, the Beard of Aldermen authorize
the Water Department to purchase from Dr. L. I. Lacey et al a water line previously
installed on Fort Worth Street and Henrietta Highway, being approximately 835 feet,
at an approximate cost of $313.10, when and at such time as proper title to the
above described is conveyed to the City.

read to the Council. By common consent of the Council, the request was denied.
