Min 10/27/1952 223, Wichita Falls, Texas Memorial Auditorium Building October 27, 1952 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Building, at 7-30 o'clock P.M., with,the following members present: . Bates, Representative of the Free Will Baptist Church, requesting permission to install gas in their church building now under construction at 3615 Arthur Street. Rev. Brooks, Pastor of the Church, assured the Council that sanitary facilities would be installed as soon as possible, whereupon the matter was referred to the City Eger- and Rev. Brooks was assured by the Council the request would be complied with. Jack Connell, Attorney for the Wichita County Water Improvement District J No. 2, requested the City to pay current and delinquent taxes, aggregating the sum of $3892.88, on city owned property located in the vicinity of the Secondary Water Reservoir, whereupon the following motion was had: Moved by Alderman Thomas that the matter of the above mentioned taxes against the City be deferred for further study and consideration. Motion seconded by Alderman Cox and carried. Moved by Alderman Harvey that the Board of Aldermen authorize the issuance of a permit to Southwestern Investment Co. to erect a sign on a pole, between the "`curb and sidewalk at 909 Burnett, providing the same is installed in accordance with requirements of the City Engineer. It is expressly understood and agreed that this permit shall expire one year from date hereof and the City may cause remobal of the same at any time after expiration date by giving 30 days notice in writing. Motion seconded by Alderman Montgomery and carried. • 224 Next cane on to be considered was the bids for the purchase of a fire truck. " No Moved by Alderman Montgomery that the Board of Aldermen accept the pid of Howe Fire Apparatus Co. for the sum of $16,500.00, upon the terms and conditions therein stated, said bid being the lowest and best bid. Motion seconded by Alderman Cox and carried. • Moved by Alderman Cox that the Board of Aldermen approve and authorize payment to the General Hospital the sum of $6499.60 for charity patients for the month of September, and direct the City Clerk to drt}w a warrant for the same upon like payment by Wichita County. Motion seconded by Alderman Thomas and carried. Moved by Alderman Harvey that the Board of Aldermen approve and ratify the action of the Zity Manager Bill N. Taylor, for the execution of Reimbursement Sewer Main Contract by and between Hamilton Investment Co. and the City of Wichita Falls, Jan. 4, 1952, in the amount of $2450.59, covering Blocks 40, 41 and 42, Sixth Supplemental Addition to the Country Club Estates. Motion seconded by Alderman Thomas and carried. RESOLUTION NO. 224 A RESOLUTION EXTENDING TIME WARRANTS NOS. 1, 2, 3, AND 4, IN THE AMOUNT OF $214,000.00 TO A DUE DATE OF, ON, OR BEFORE DECEMBER 15, 1952. BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, (yyo'o�Is, TEXAS: WHEREAS, the City has heretofore issued certain Time Warrants against • anticipated revenues, said Warrants being Nos. 1, 2, 3, and 4, totaling an amount of $214,000.00, and, WHEREAS, such anticipated revenues having failed to materialize on or before the due date of such Time Warrants, and, WHEREAS, it is mutually desirable that said Warrants be extended to December 15, 1952, the same to bear the same rate of interest and on the same terms and conditions as originally issued; NOW, THEREFORE, BE IT RESOLVED that the City Manager is hereby authorized to enter into a contract extending the due date of the above numbered Time Warrants to, on or before December 15, 1952, such contract to be negotiated with the City National Bank, Wichita Falls, Texas, the owner and holder of such Warrants, and the same are to be paid on or before December 15, 1952, under the same terms and conditions as originally issued except for the new due date. Moved by Alderman Harvey that Resolution No. 224 be adopted and passed as read. Motion seconded by Alderman Montgomery and carried by the following vote: Yeas: Aldermen Thomas, Harvey, Cox and Montgomery Nays: None 225 RESOLUTION NO. 225 A RESOLUTION REQUESTING THE STATE HIGHWAY DEPARTMENT TO SIGN THE TRUCK ROUTE TO THE CITY OF WICHITA FALLS, TEXAS. WHEREAS, the City has designated by law a truck route through the City of Wichita Falls and has duly marked the same, and WHEREAS, the absence of uniform State Highway markings are confusing to the traveling public who are required to use such truck route, NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FATJS, TEXAS; That the State Highway Department be requested to properly sign said truck route as follows: For routes over U. S. 287 and 281: Beginning on Scott Street at a point where the Wichita Valley Railway Compare- and Wichita Falls &Southern tracks intersect Scott; Thence at an angle nort#eastward to Indiana Avenue at 14th Street; Thence on Indiana to the intersection on 12th Street; Thence east on 12th Street to Ohio Avenue; Thence on Ohio Avenue to 5th Street; Thence West on 5th Street to Scott Avenue; U. S. 82 is to follow the same route save and except it shall proceed from Ohio Avenue to Scott Avenue on 6th Street. Moved by Alderman Thomas that Resolution No. 225 be adopted and passed as read. Motion seconded by Alderman Montgomery and carried by the following vote: Yeas: Aldermen Thomas, Harvey, Cox and Montgomery. Nays: None. Chester Seals, Chairman of the Housing Committee of the local Chamber of Commerce, appeared before the Board of Aldermen, asking that Rent Control be abolished and a Public Hearing be called on Rent Control. RESOLUTION NO. 226 BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF WICHITA FALLS, TEXAS: That a Public Hearing be set before the Board of Aldermen on the 8th day of December, 1954 at 7-30 PM in the Council Room for the purpose of determining whether there no longer exists in the City of Wichita Falls such a shortage in rental housing aecomodations as to require rent control therein. THAT after such Public Hearing the Board of Aldermen shall make a determina- tion of whether such a shortage exists in rental housing accomodations so as to require rent control and certify their findings to the Office of Rent Stabilization as provided by Public Law 96, Eighty-Second Congress. Be it further resolved that Notice of the proposed Public Hearing be published one time in the official newspaper of the City. Moved by Alderman Harvey that Resolution No. 226 be adopted and passed as read. Motion seconded by Alderman Thomas and carried by the following vote: Yeas: Aldermen Thomas, Harvey, Cox and Montgomery. Nays: None. 226 Moved by Alderman Harvey that the meeting be adjourned.
