Min 08/11/1952 __ . - - 205 Wichita Falls, Texas Memorial Auditorium Bldg. August 11, 1952 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date, in the Council Room of the Memorial Auditorium Building, at 8:00 o'clock, P.M., with the following members present: Kindel Paulk Mayor R. P. Willis Dr. E. Aubrey Cox Aldermen Henry Mason Geo. T. Henderson City Clerk Bill N. Taylor City Manager J. Walter Friberg City Attorney Moved by Alderman Mason that the Minutes of the regular meeting held July 28, 1952, and the called meeting held August h, 1952, be approved. Motion seconded by Alderman Cox and carried. Attorney I. D. Allen again appeared before the Council, requesting the City Ito furnish water to City View Community at a reduced rate, under a plan to create a Water District for City View Community and take city water at some point to be desig- nated by the City, the water to be metered through one meter and paid for by the said City View Water District. The matter was discussed at length, but deferred for further study and advisement. Mrs Dever, 1307 - 23rd St., presented a petition to the Council, requesting the installation of a traffic signal light at the intersection of Broad Street and "i$ell Blvd., for the safety and protection of their children who live south of Kell 'Blvd. Mayor Paulk advised Mrs Dever the matter would be turned over to the Traffic Commission for further consideration and recommendation. Dr. Oats of 1543 Malcolm Lane, again appeared before the Council, asking that Malcolm Lane be changed back to Eden Lane, thereupon Mayor Faulk advised that the Council has received written requests from other property owners in this area, requesting that Malcolm Lane remain as such, furthermore, no action will be taken until the next regular meeting, at which time all members of the Council probably would be present. Moved by Alderman Willis that the Board of Aldermen authorize the issuance 4, of a permit to Nunn Electric Company to set the curb back 18 feet, at their place of "business at 1306 Indiana Ave., which is in line with the recommendation of the Traffic Commission. Motion seconded by Alderman. Cox and carried. Moved by Alderman Mason that the Board of Aldermen authorize the issuance of a permit to the Chamber of Commerce to erect a traffic record bill board on the Municipal Auditorium Building lawn, at such location as may be designated by the City Manager, Bill N. Taylor. Motion seconded by Alderman Cox'and carried. w f Moved by Alderman Willis that theBoard of Aldermen adopt and approve the " plat of the Billing Subdivision of the South 1.75 acres of Block 77, Amended Plat of East Side Gardens, Wichita County, Texas; a copy of which is attached hereto and ,made a part of the records hereof. Motion seconded by Alderman Mason and carried. 236 Moved by Alderman Cox that permission be granted to Joe H. Farabee to number the houses in the Farabee Addition so that the street address will correspond to the lot number in said Farabee Addition; that is, Lot No. 1, shall be known as No. 1, S Circle, Lot No. 2, No. 2 Surrey Circle, and the remaining houses located Ale shall be numbered in like manner. Motion seconded by Alderman Willis and carried. Moved by Alderman Cox that the Board of Aldermen authorize the execution of a contract with Ringling Bros. Barnum & Bailey Circus, for the use of'city-owned property lying adjacent to the Ball Park, on September 26, 1952, for a consideration of $350.00; further to authorize and empower the City Manager, Bill N. Taylor, to execute a contract for the same for and on behalf of the City of Wichita Falls. Motion seconded by Alderman Mason and carried. ` Moved by Alderman Mason that the Board of Aldermen authorize the issuance of a permit to Barrow-Grace Buick Co. to retain seven air conditioners at the rear of - their building located at 1300 Scott St., providing, the said Barrow-Grace Buick Company furnishes the City with a letter agreeing to hold theCity harmless from any liability whatsoever from any damages incurred from the said air conditioner. installa- tions. A petition was read to theCouncil, signed by various employees of the Wichita Health Unit, requesting salary raises, effective October 1.; 1952. The matter was deferred for further study and advisement. Moved by Alderman Mason that the Board of Aldermen authorize the issuance of a permit to the First National Bank to install a drive-up window in the alley behind the Bank, adjacent to the stairwell, in accordance with the plans submitted, said plans being filed in the Office of the City Engineer. Motion seconded by Alderman Willis and carried. ORDINANCE NO.1624 AN ORDINANCE AMENDING ARTICLE 6 OF ORDINANCE NO. 998; CHANGING THE NAME y' OF DEPARTMENT OF ENGINEERING TO THE DEPARTMENT OF PUBLIC WORKS AND ADDING SECTION FIVE TO SUCH ARTICLE PROVIDING FOR A TRAFFIC ENGINEER AND TRAFFIC ENGINEERING DIVISION IN THE DEPARTMENT OF PUBLIC WORKS AND REPEALING ALL LAWS IN CONFLICT HERE- WITH. Moved by Alderman Cox that Ordinance No. 1624 be approved and passed as read. Motion seconded by Alderman Willis and carried by the following vote: Yeas:.Aldermen Willis, Cox and Mason. Nays: None. ORDINANCE NO.1625 AN ORDINANCE DEFINING THE AUTHORITY OF THE TRAFFIC ENGINEER, CITY OF WICHITA FAILS, AND DEFINING HIS DUTIES WITH REFERENCE TO THE CONTROL OF TRAFFIC DEVICES. Moved by Alderman Cox that Ordinance No. 1625 be approved and passed as read. Motion seconded by Alderman Mason and carried by the following vote: Yeas: Aldermen Willis, Cox and Mason. Nays: None. 207 ..ate....,.. • Moved by Alderman Mason that the Board of Aldermen adopt and approve the Plat of D&K Subdivision of a part of Wichita Gardens Homesteads, Wichita County, Texas, a copy of which is attached hereto and made a part of the records hereof. Motion seconded by Alderman Willis and carried. Moved by Alderman Mason that the Board of Aldermen accept the sum of $200.00 /from the D-K Company in lieu of donating .4bcre for park purposes, in connection with the approval of the Flat for the said D-K Subdivision, as recommended by the Park Board. Motion seconded by Alderman Willis and carried. Moved by Alderman Mason that the request of R. D. Landreth, 2420 Speedway, .to re-purchase the right of way heretofore sold to the City for Kell Blvd., or permission to fence same with a lease contract for $1.00 per year, be and is hereby denied. Motion seconded by Alderman Willis and carried. Moved by Alderman Mason that the Board of Aldermen authorize City Engineer -'F. M. Rugeley to negotiate a deal with Geo. Dwyer and Rutledge, enclosing an open drainage ditch in the 3300 block on Grant St. Motion seconded by Alderman Willis and carried. Moved by Alderman Cox that the City Attorney and the City Engineer prepare "-the necessary Resolutions to pave Bluff Street, from 2)th to 21st Streets, and certain /other streets, and present the same to the Council for further consideration. Motion seconded by Alderman Willie and carried. A letter was read to the Council from Mr. Buck Greever, a member of the Citizens Committee, requesting immediate action concerning the disposal of the Giddings Street Fire Station and relocation elsewhere. The matter was discussed at length, whereupon the following motion was had: Moved by Alderman Mason that Mayor Faulk appoint a committee to work with Greever and other members of the Citizens Committee to work out all details necessary /tosell the Giddings Street Fire Station, locate a suitable site upon which to construct a new fire station, ascertain the cost of the land, cost of a building at the proper time and other pertinent facts pertaining to the approximate cost of the construction of the proposed new fire station. Motion seconded by Alderman Cox and carried. Moved by Alderman Cox that the Stuckey Construction Company be requested tojpave the skip in the paving at 710 Burnett, as set out in Unit No. 68. This is a sub- division of one homestead which orginally contained an acre and a quarter, There is little likelihood that Sherry Lane will ever be extended to the south since it is cut off by a lake in this area. Attached to the plat is a letter from Mr. Kelly Gilbreath, County Commissioner, approving the width of the street to be dedicated which is less than that requested by the county heretofore. Since the county approves of this layout and the street can never be more than a local street for use of a few individuals, I recommend that the plat be approved.
