Min 07/28/1952 r w 200 j Wichita Falls, Texas Memorial Auditorium Building July 28, 1952 The Board of Aldermen of the City of Wichita Falls, Texas, met in regular session on the above date, in-the Council Room of the Memorial Auditorium Building, {. at 8:00 o'clock P.M., with the following members present: Kindel Paulk Mayor R. P. Willis 9 Lloyd C. Thomas 4 Dr. E. Aubrey Cox Q Aldermen J. Paul Montgomery Q Geo. T. Henderson, City Clerk Bill N. Taylor City Manager J. Walter Friberg City Attorney Moved by Alderman Cox that the Minutes of the regular meeting held July 14 and the called meeting held July 23, 1952 be approved. Motion seconded by Alderman Willis and carried. Dr. Griffith Oats, who resides at 1543 Malcolm Lane, formerly Eden Lane, and John Kiel of 1547 Malcolm Lane, together with two other property owners on this street, came before the Council to protest the recent changing of Eden Lane to Malcolm Lane and requested that Malcolm Lane be changed back to Eden Lane. Attorney Walter Nelson and Ralph Milburn requested that the street continue to be named Malcolm Lane. After I listening to both proponents and opponents and by common consent of the Council, the matter was deferred for further investigation to consult with other prop ty owners who reside on this street, before further action is taken. Mr. Keeler of 1416 13th Street stated that he had installed the plumbing at 35 Circle Drive prior to this area being incorporated in the city limits, therefore requested approval of the plumbing installation. The matter was discussed at length, whereupon the following action was had: ti Moved by Alderman Willis that the plumbing installation at 35 Circle Drive be / approved, providing sufficient affidavits are furnished to show that the plumbing was actually installed at this location before being taken into the city limits. Motion seconded by Alderman Montgomery and carried. Mr. Eddie Kadane came before the Council seeking to acquire an oil and gas lease ""on city owned property on the south side of Lake Kickapoo. Mr. Kadane proposes to drill to an approximate depth of 5,500 feet and in case production is found in paying quantities, tank batteries would be located on high ground so as to prevent water pollution, etc. The matter was discussed in considerable detail, whereupon the following motion was had: Moved by Alderman Montgomery that the City Attorney be instructed to work out details as above discussed and properly advertise for bids on the proposed oil and gas lease sale on the south side of Lake Kickapoo. ,, Motion seconded by Alderman Thomas and carried. 7r. W. A. Pater came before the Council again seeking a permit to set the curb line back at 909 Burnett so as to provide ample parking. Since the City Traffic Commission recommended this permit be denied, the matter was referred to Alderman Mason for the purpose of reopening the proposition and re-examination by the City Traffic Commission. o 201 Moved by Alderman Montgomery that the Board of Aldermen authorize the issuance of ar permit to Home State Life Insurance Company to erect a sign between the curb and sidewalk at 1403-B Tenth Street, ,providing the same is erected in accordance with the requirements of the city engineer. It is expressly understood that this permit is issued for a period of one year only from date hereof, and that the City may cause removal of the same after "� the period of one year by giving thirty days notice in writing. o Motion seconded by Alderman Cox and carried. 'I John R. Myers, city employee, was given special recognition and commended by City V.Manager Bill N. Taylor for forty years of loyal and faithful service to the municipal organization. i Moved by Alderman Thomas that the Board of Aldermen authorize the execution of an easement and right-of-way to the Texas Electric Service Company for the installation of four poles and one guy to be located on the 44.7 acre tract of land out of Block 1, John -w r Scott Survey No. 12, A-296, Wichita County, Texas, upon the terms and conditions sets forth in said easement and right-of-way, and to authorize and empower City Manager Bill N. Taylor or Mayor Kindel Paul to execute the same for and on behalf of the City of f Wichita Falls; a copy of which is filed in the office of the City Clerk. Motion seconded by Alderman Montgomery and carried. o The request of Mr. Dobbins that the Edgemere Addition be taken into the city limits ' was deferred, since the Council prefers to take no action until a majority of property owners in that Addition sign a petition requesting incorporation into the city limits. p6 Moved by Alderman Thomas that the Board of Aldermen approve and authorize the execution of pipe line license by and between the Fort Worth & Denver City Railway Company and the City of Wichita Falls for the construction of a 24 inch water main across the right-of-way in the vicinity of Lake Street, and upon the terms and conditions stated therein, and to authorize and empower Mayor Kindel Faulk to execute same for and 4 on behalf of the City. Motion seconded by Alderman Montgomery and carried. Ip Io Moved by Alderman Montgomery that the Board of Aldermen authorize the issuance of a permit to Miller & Miller Motor Freight Lines to install two 3000 gallon underground gasoline storage tanks at their new terminal located just west of the overpass between the old Iowa Park Road and U. S. Highway 287, providing, however, the same are installed according to requirements of the city engineer. Motion seconded by Alderman Cox and carried. iv 4 Moved by Alderman Thomas that the Board of Aldermen approve and adopt the plat F. of Beverly Industrial District, a copy of which is attached to and made a part of the record herein. rj Motion seconded by Alderman Willis and carried. I. ;t The petition presented by members of the Fire Department asking for salary increases was presented to the Council and discussed favorably. The matter was deferred until iL further advisement in connection with the budget for the fiscal year beginning October 1, )i 1952. 46 , l , a ,11 } aI 2( Moved by Alderman Thomas that henceforth and hereafter all persons, firms or corporations who desire plats approved for any and all additions, to file with the City Clerk a photostatic copy of said plat or plats which will conform to the size of the Minute Book. Motion seconded by Alderman Willis and carried. The following report was submitted to the Council by the Traffic Commission: On July 25, 1952, the City Traffic Commission met at the Kemp Hotel, with Mr. Eugene Maier of Houston, our Consultant Engineer present, and with Mr. Willis of the Chamber of Commerce as a guest. Alderman Henry Mason was present and should be an ex-officio member of the Commission. The City Traffic Commission respectfully recommends to the Board of Aldermen as follows: 1. That all angle parking be eliminated where the curb line is not set back from the street; 2. That street in front of Mahaney property on Travis Street be paved and if anti agreement cannot be reached with Mr. Mahaney, property be assessed; 3. That the City Council reconsider the propriety of letting Mr. Haber move back the curb line on Burnett St. between 10th and llth Streets, in front " of the Chenault Apartments, and that his request for permission to use head-in parking be denied; 4. That the City Traffic Commission recommend to the Board of Aldermen that the Division of Traffic Engineering be set up under the Director of Public Works in the Administrative Code of the City of Wichita Falls; A suggest chart of the Organization and its functions is attached hereto for your consideration. The Commission recommends that requests for loading zones at the following locations be denied: Johnson's Supply Store, 613 Seventh'St. Army Store, 726 Seventh St. Thompson Wholesale House, 812 Eleventh St. Moved by Alderman Montgomery that Item No. 1 submitted in the above report be referred back to the Traffic Commission to specify the minimum number of feet required to be set back from the curb. Motion seconded by Alderman Thomas and carried. Moved by Alderman Montgomery that Item No. 4 in the above report be accepted and adopted applicable to the budget for the fiscal year beginning October 1, 1952. Moved by Alderman Montgomery that the Board of Aldermen authorize the issuance of a permit to Warehouse Out Rate Liquor Store No. 2 to construct ramp entrances at 701 Ohio approximately 23 feet wide on Ohio Street and approximately 98 feet wide on Seventh Street, providing the same are constructed in accordance with requirements of the city engineer, also permission is granted to remove eight parking meters from this location, 1 two spaces to be free and the remaining six to be paid for monthly by the said Warehouse Cut Rate Liquor Store; the request to erect one sign on city property be hereby denied. } The same must be erected on property owner's own property.
