Memorial Auditorium Building
June 23, 1952
The Board of Aldermen of the City of Wich ta Falls, Texas, met in regular
session on the above date, in the Council Room of the Memorial Auditorium Building,
at 8:00 otclock P.M., with the following members present:

Mayor Kindel Faulk declared a quorum present.
Moved by Alderman Cox that the Minutes of the regular meeting held June
9, 1952, be approved.
Motion seconded by Alderman Willis and carried.

Ben Howie , Vice-President of the Wichita Falls Boating Club, came before
the Council, requesting permission for boat racing on the west side of Lake Wichita
July 6th. The matter was discussed pro and con, whereupon the following motion was
had:
Moved by Alderman Willis that permission be granted to the Wichita Falls
Boating Club to conduct boat races on the west side of Lake Wich ta July 6, 1952,
providing the same are conducted in strict accordance with the rules and requirements
of John Ruhmann, Supt* of Public Utilities.
Motion seconded by Alderman Cox and carried.
Dr. L. I. Lacey appeared before the Council, stating that he and three
other people had, some few years ago, paid for the installation of a private water
line to their respective properties near the Henrietta Highway, and since them the
City had made four additional taps or connections on this private line without
consent of Dr. Lucey, and that he, Dr. Lacey, and the three owners of the said water
main demand that the City remove all other connections. Whereupon the matter was
discussed by the Council, and John Ruhmann advised Dr. Lucey that he would see that
all other connections would be required to seek connections from some other source.
Bill. Hood, Representative of the Local Police force, presented a petition
,requesting salary increases for Police personnel, as set forth in said petition.
Wayne R. Penry, member of the Citizens Committee, also made a similar plea.
The request was viewed with favor by the Council and assured by Mayor Faulk
that a serious effort would be made to comply with the request in setting up the
budget for the fiscal year 1952-53, taking into consideration, of course, the amount
of revenue available for the bidget for the fiscal year beginning Oct. 1, 1952.
Mr. Darr and others who reside in the 300 Block on Bluff Street, stated
that they had previously oiled the street in this block, and that the Plains Paving
Co. and the City had completely destroyed the oil in front of 307 and 309 Bluff, approxi-
mately a distance of 150 feet, and requested the City to recondition and re-oil this
block at its own expense, whereupon, Mayor Faulk assured Mr. Darr the matter would be
thoroughly checked into.

RESOLUTION NO. 204 El
WF.EREAS, the State of Texas, acting by and through its Highway Department, 11111111111100101
in cooperation with the United States of America, proposes to widen and improve State 1111111111111111111111

Highway No. 281, from a point beginning at the south end of the Wherrey Housing Project
at Sheppard Air Force Base, and ending at Lincoln Street, in the City of Wichita Falls,
Texas; and,
WHEREAS, the said State Highway Department and the City of Wichita Falls has
requested Precinct One of Wichita County, Texas, to assist in such highway improvement
project, the same being in Precinct One, Wichita County, Texas, by furnishing funds for
the building of curbs and(utters on a portion thereof; and,

WHEREAS, IT IS THE desire of Sheppard Air Force Base to begin immediately
the construction re-construction and improvement of such highway, and further facilitate
Military and Military Personnel traffic between the Base and Wichita Falls; and,
WHEREAS, it is the desire of the Board of Aldermen to cooperate in such pro-
ject to the fullest extent;
NOW, THEREFORE, BE IT RESOLVED by the Board of Aldermen of the City of
Wichita Falls, Texas, that said City furnish its facilities for the purpose of obtain-
ing necessary additional rights of way along such highway and take over the obligation
of drains and storm sewers on said highway if any be needed, provided same does not
change the present water course in such area and said City of Wichita Falls cooperate
in every manner and method possible in completing said proposed improvement program.
The fact that the City of Wichita Falls does not have sufficient funds avail-

+ able for the purpose of additional rights of way, it is further resolved that said
rights of way be obtained, if possible, in consideration of the street improvements
being made adjacent to the property involved fronting on such highway.

Gentlemen:
I beg to report that Stuckey Construction Company, a partnership, of
Wichita Falls, Texas, to whom was awarded the contract for the improvement of certain
streets and avenues in the City of Wichita Falls, Texas, has completed the'improvements:
ON NORTH AUSTIN STREET, from the east property line of North Brook Avenue
• to the north curb line of Warren Street, SAVE AND EXCEPT the intersection
of North Austin Street with Wichita Street, known and designated as Unit No.
63A.
The said improvements having been completed in strict accordance with the
terms of said contract and specifications of said work adopted by the City, I hereby
recommend that•the said improvements be finally accepted by the Board of Aldermen'.

construction of certain improvements on the following portion of North Austin Street in
said City to wit:
ON NORTH AUSTIN STREET, from the east property line of North Brook Avenue
to the north curb line of Warren Street, SAVE AND EXCEPT, the intersection of North
Austin Street with Wichita Street, known and designated as Unit No. 63-A.

Street and have been inspected and found to be complete in accordance with the contract
therefor, THEREFORE,

1. The improvements on said portion of North Austin Street be, and they are
hereby, accepted; and the contract with reference to the construction of such improvements

of the east property line of Lot 4 and the west property line of Lot 5, Block
251, Isley Subdivision of the Original Townsite of the City of Wichita Falls,
Texas and an imaginary line drawn parallel to and at a distance of 59 feet
east of the prolongation of the east property line of the said Lot 4 and the
west property line of the said Lot 5 and being the south one-half of that
portion of Twelfth Street within the limits herein described, known and
designated as Unit No. 109.
The said improvements having been completed in strict accordance with the
terms of said contract and specifications of said work adopted by the City, I hereby
recommend that the said improvements be finally accepted by the Board of Aldermen:

of citizens of Wichita Gardens, demanding that the City construct a water distribution
system which will amply supply them with water. By common consent of the Council, the
matter was deferred for further study and consideration.
Moved by Alderman Willis that the Board of Aldermen authorize the issuance of
c a license to E. E. Bowlen to operate a miniature golf course at 1607-09-11 Monroe St.,
under the terns and conditions set forth in the ordinance governing miniature golf
courses.
Motion seconded by Alderman Cox and carried.
Moved by Alderman Montgomery that the meeting be adjourned.
