Memorial Auditorium Building
May 12, 1952
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date, in the Council Room of the Memorial Auditorium Building,
at 8:00 o'clock P.M., with the following members present:

The Minutes of the regular meeting held April 28, 1952, were approved;
likewise the Minutes of the Called Meeting held May 2, were approved.
Attorney Z. D. Allen came before the Council to discuss the petition:
previously filed with the City, in which petitions/the residents of City View
requested the City to construct water mains and furnish water for residents of this
area. The matter was discussed at length, whereupon the petitioners were assured
the matter would be given due consideration but it would be necessary to furnish
the City with comprehensive plans and certain detailed information before an estimate
could be furnished as to the cost, and that City View would have to pay the entire
cost of water mains up to the City Limits.
Mr. C. W. Miller presented a petition bearing signatures of residents
of Hampton Drive, requesting the City to extend water mains to serve residents of
this street. The petitioners were assured the matter would receive due consideration
but were advised that it would be necessary to furnish comprehensive pans and plats
before the City could estimate the cost of such installation, and since Hampton Drive
is not in the City Limits, the residents of this street would have to defray the
cost of the water main construction up to the City Limits.
Floyd Skinner appeared before the Council requesting the City to pave
r Avenue R from Grant St. to Kemp Blvd. Mr. Skinner stated the traffic over this
street had greatly increased since the paving of Kell Blvd., therefore, he thought
the City should bear the total cost of paving. Mr. Skinner was assured the matter
would be taken into further consideration.
A Public Hearing was held on Ordinance No. 1613, extending the City Limits.
There being no opposition voiced against the same, the following motion was had:
Moved by Alderman Thomas that the Public Hearing of Ordinance No. 1613
be closed.
Motion seconded by Alderman Mason and carried.
ORDINANCE NO. 1613
AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS,
BY ANNEXING CERTAIN LANES ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF
WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS
OF THE CITY OF WICHITA FALLS, TEXAS, ALL OF WHICH LAND; ARE FULLY DESCRIBED IN THE BODY
OF THIS ORDINANCE, SUCH ADDITION BEING KNOWN AS WICHITA MANOR#2.
Moved by Alderman Willis that Ordinance No. 1613 be approved and passed as
read.
Motion seconded by Alderman Thomas and carried by the following vote:
Yeas: Aldermen Willis, Thomas, Cony Montgomery and Mason.
Nays: None.

Johnson David Kilgore appealed direct to the Council for a Chauffeur's
Permit and was referred back to the Chief of Police.
Moved by Alderman Mason that due to the fact that Southern Street sustained
certain damages on account of the paving of Kell Blvd., the Board of Aldermen authorize
and direct that Southern Street be paved west from Bridwell Street approximately 500
feet, the City to pay 50 percent of the paving cost, plus grading.

Moved by Alderman Thomas that the Board of Aldermen approve and adopt the
Flat of the Roy Peterson Addition, a copy of which is attached hereto,and made a part
of the records hereof.
Motion seconded by Alderman Willis and carried.
Moved by Alderman Montgomery that the Board of Aldermen authorize the
issuance of a permit to B. Chafin to install one - 4000 gal. underground gasoline
storage tank at 2911 Grant Street, providing the same is installed in accordance with
the requirements of the City Engineer.
Motion seconded by Alderman Mason and carried.
Moved by Alderman Montgomery that the Board of Aldermen authorize the issuance J
of a permit to A. W. Holland to install one - 5000 gal. underground gasoline storage
tank at 2312 Grant Street, providing the same is installed in accordance with the require-
ments of the City Engineer.
Motion seconded by Alderman Cox and carried.
Moved by Alderman Montgomery that the Board of Aldermen authorize the execution
of a water main contract by and between L. V. Abernathy and the City of Wichita Falls,
in the amount of $2896.74, and upon the terms and conditions therein stated) further ',
to authorize and empower Mayor Kindel Paulk or the City Manager Bill N. Taylor to execute
the same for and on behalf of the City of Wichita Falls.
Motion seconded by Alderman Cox and carried.
Moved by Alderman Mason that the Board of Aldermen approve the plans for
the overhead lighting system for Kell Blvd, as submitted by the Texas, Electric Service
Co; it being understood that the said lighting system shall be installed without cost
to the City; the city being required only to pay monthly electricity bill.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Mason that the assessed valuation of W 1/2 of Lot 1,
1 Block 2, Golf Course Addition, 1809 Speedway, owned by John Ebner, be reduced from f4`1
$17,500.00 to $13,390.00, by reason of an error in the classification in addition to
being assessed at 100% valuation.

Moved by Alderman Montgomery that the Board of Aldermen approve and ratify Ge.
the temporary agreement between the Wichita City Lines, Inc. and Kindel Pailk, Mayor,
which reads as follows:

Wichita Falls, Texas
Atten: Mr. Don Leffard, Mgr.
As per our conversation of recent date, and after polling a quorum of the
Council, I have the authority to agree to discontinue the night bus service in
the City of Wichita Falls, by your Company, between the hours of 8:00 P.M. and
5:45 A.M.
It is understood and agreed that this is a temporary stop gap measure to
enable you to effect settlement and permit immediate resumption of bus service
during the hours between 5:45 A.M. and 8:00 P.M.

Moved by Alderman Thomas that the Board of Aldermen approve and authorize
the transfer of $5000.00 from the Contingent Appropriation to the Interest and Sinking
Fund, and further direct the said $5000.00 transfer be made from the General Fund
Cash to the Interest and Sinking Fund Cash, to meet debt requirements maturing June
1, 1952.

Moved by Alderman Willis that the Board of Aldermen approve and ratify the
action of the City Engineer on May 5 1952, for the issuance of a rmit J V.
McCasland to erect a building at 1206-10 Sixth Street, with wail Brie two feet from
, the east property line on Bluff Street. Also to install three - 3000 gal. underground
storage tanks, and to erect one Banjo electric sign between the sidewalk and curb; at
the same address; win provisions that the gasoline tanks and electric sign be installed
in accordance with requirements of the City Engineer; it being distinctly understood
that the permit for the electric sign is good for a period of one year only, further,
the City reserves the tight, after the expiration of one year, to cause removal of the
same electric sign if and when at such time as the City may deem it necessary to remove
the same. _

PROCLAMATION

WHEREAS; The Honorable Harold Jones served two terms as Mayor of the City of Wichita
Falls from 1948 to 1952, and
WHEREAS: In his service, he represented the best interest of every citizen of Wichita
Falls, regardless of their station in life, race, creed, color or position, and
WHEREAS: During trying times, he held firm to his convictions and stood his ground in
the face of adversity, and
WHEREAS: His devotion to civic duty has been an inspiration to all who hold in high
regard the honor of citizenship in our beloved 'city and our great state, and
in our free nation,
THEREFORE, I, Kindel Faulk, Mayor'of the City of Wichita Falls, do herewith declare
Tuesday, May 6, to be "Harold Jones Day" in Wichita Falls and call upon all
citizens to extend their thanks and appreciation to Harold Jones for hismost
excellent service on the highest plane of citizenship.

A letter from Elie Lam, protesting the closing of a certain portion of
Colorado Street, was read to the Council, whereupon the City Attorney was directed
to write a letter to Mr. Lam, stating this action was taken by a former Council,
therefore, the present Council is without authority to change the same.
Moved by Alderman Thomas that the Board of Aldermen approve and authorize
a tax refund to Robert Brashear Co., in the amount of $1:20.00, for the year 1951,
by reason of double payment, further to direct the City Clerk to draw a warrant for
the same.

AN ORDINANCE ABANDONING AND CLOSING THAT PORTION OF CLAY STREET FROM THE
SOUTH PROPERTY LINE OF WICHITA STREET TO THE WICHITA Rivrai; CLOSING THE ALLEY IN
BLOCK 46 OF THE M/IGINAL TOWNEITE OF THE CITY OF WICHITA FALLS, FROM THE NORTH
PROPERTY LINE OF CAROLINE STREET TO THE SOUTH PROPERTY LINE OF WASHINGTON STREET;
CLOSING THE ALLEY IN BLOCK 68, FROM THE NORTH PROPERTY LINE OF LINCOLN STREET TO
THE SOUTH PROPERTY LINE OF CAROLINE STREET; CLOSING THE ALLEY IN BLOCK 69 FROM THE
EAST PROPERTY LINE OF CLAY STREET TO THE EAST PROPERTY LINE OF SAID BLOCK AND FROM
THE SOUTH PROPERTY LINE OF LINCOLN STREET TO THE ALLEY RUNNING EAST AND WEST IN SAID

as read.

Yeas: Aldermen Willis, Thomas, Cox, Montgomery and Mason.

Moved by Alderman Cox that the Board of Aldermen authorize payment to the
General Hospital the sum of $1700.00 for repairs to one of the buildings on the
Hospital Grounds, and direct the City Clerk to draw a warrant for the same, upon
like payment by Wichita County.
Motion seconded by Alderman Thomas and carried.
The proposal to pave 2111 Filmore Street was referred to the City Attorney
for investigation and report back to the Council.
Mayor Kindel Faulk appointed the following named persons to serve as
members of the Park Board:
Norman Downing, to fill the unexpired term of H. B. Dudley, whose term expires
Jan 1, 1953
Re-appointment of Mrs Henry Barton, whose term shall expire Jan 1, 1955
0. R. Tipps, whose term shall expire Jan 1, 1955
Bill Hale, whose term shall expire Jan 1, 1955.
Moved by Alderman Thomas that the Board of Aldermen approve and ratify
the appointment by Mayor Kindel Faulk of the above and foregoing persons to serve
on the Park Board.

of a portion of the 5 acre tract of land which is surrounded by acreage.
