The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date, in the Council Room of the Memorial Auditorium Building,
with the following members present:
Kindel Faulk Mayor

Mayor Kindel Faulk stated this meeting had been called to take the place
of the regular meeting of April 14, duly postponed to meet as of this date.
Moved by Alderman Harvey that the minutes of the called meeting held
April 7, 1952, be approved.
Motion•seconded by Alderman Willis and carried.
Moved by Alderman Thomas that the Board of Aldermen approve the plate
of University Park Addition, both Sections "A" and "B", copies of which are attached
hereto and made a part of the records hereof.
Motion seconded by Alderman Mason and carried.
A petition bearing numuero signatures was presented to the Council,
requesting that the City Bus lines be required to route the Holliday bus, returning
to town, east on 24th St. to Broad St., north to 18th St., east to Burnett St.,
then to the regular route.
Mr. W. A. Lynn of 2213 Jasper St., and Mr. Key of 1525 - 23rd, appeared
in person, requesting the above changes.
J. L. Johnson, colored, of 800 Jalonic St. and Mr. Carter of 702 Dallas
St.stated bus service, in their respective sections of the City, was inadequate;
whereupon Mayor Kindel Faulk assured those present that the bus service would be
looked into in an effort to improve the service wherever possible and practical
Jack Ballard also complained to the Council on what he termed excessive
bus fares.
A petition was presented by Alderman Dr. E. Aubrey Cox, bearing the
signature of J. N. Gribble et al, requesting the City to authorize paving of a
24 foot strip connecting Carol Ann St. to Beverly Drive. No action was taken
at this time.
The following report of the Traffic Commission was submitted to the
Council by J. Walter Friberg, Chairman:

Mayor and Board of Aldermen
The Traffic Commission met at 4 FM April 21st, 1952, and wishes to
recommend to the Board of Aldermen that the signal light presently located at
North Broadway and North 3rd Streets be removed and placed at North 5th and North
Broadway-Streets. The signal is not needed at its present location and in order
to protect school schildren it is needed at the North 5th street location. As a
substitute at North 3rd and North Broadway Streets, stop signs may be used in the
future.
The Traffic Commission also recommends that the City pave the skips
on Travis Street, this being a one way thoroughfare beginning at Kell Blvd. and end-
ing at 6th Street, such skips being at 1205 Travis on which,the City will pay 100%,
and at 1208 Travis on which skip the City is to pay 25% of the costs.
The Committee also recommends that signs be placed on Kell Blvd. as
requested by Mr. Maier, our Traffic Consultant, as set out in his Request and
Report.
The Committee also determined, as a matter of policy, that in the
future all stop signs and signal requests will be referred to a committee before
action is taken thereon by the Commission.

Moved by Alderman Mason that the Board of Aldermen approve Paragraph
One (1) of the above report, and that immediate steps be taken to carry out the
same, as soon as possible, as pertains to traffic signals and stop signs.
Motion seconded by Alderman Thomas and carried.
Moved by Alderman Harvey that the Board of Aldermen approve the second
Paragraph of the above report and recommendation, and direct that immediate steps
be taken to carry out the same as soon as possible with reference to paving the
skips on Travis Street.
Motion seconded by Alderman Thomas aid carried.
Moved by Alderman Montgomery that the Board of Aldermen approve the
Third Paragraph of the above report, and direct that immediate steps be taken to
comply with the same as soon as possible, with reference to installation of signs
on Kell Blvd.
Motion seconded by Alderman Cox and carried.
Moved by Alderman Harvey that theBoard of Aldermen approve and authorize
a tax refund to W. H. Allen, Wenonah Street, in the amount of $9.24 on account of
an error in the assessed valuation of Lot 5, Block C, Keitz Addition, and further
to direct the City Clerk to draw a warrant for the same.
Motion seconded by Alderman Willis and carried.
Moved by Alderman Thomas that permission be granted to Maskat Temple for t
a fireworks exhibition at Coyote Stadium June 6, 1952, subject to approval of the
City Manager with reference to necessary insurance or bond to protect the city
against property and public liability damages.
Motion seconded by Alderman Montgomery and carried.

Moved by Alderman Harvey that the City advertise for bids in the dAily • •
newspaper for the sale of an oil and gas lease covering an 80 acre tract, and being
the East 1/2 of Block 22, Walker &Fletcher Cowherd Subd. League No. 1, Denton
Co. school Lands, Wichita Co., Texas.
Motion seconded by Alderman Thomas.
After considerable discussion, Alderman Harvey, with the consent of the
second, withdrew the motion.
Moved by Alderman Willis that the proposal to sell an oil and gas lease
on an 80 acre tract out of the Walker &Fletcher Cowherd Subd. first be cleared
through the Park Board, then proceed to advertise for bids.
Motion seconded by Alderman Cox and carried.
Moved by Alderman Montgomery that the City request a letter from the Lessee,
M. S. Grace, to whom an oil and gas lease was recently assigned to, covering a
certain 80 acre tract out of the Walker& Fletcher Cowherd Subd., League No. 1,
Denton Co. School Lands, Wichita Co. Texas, said letter to request the said lessee to
give the City permission to advertise for bids, and further to absolve the City from
any liability whatsoever, providing some other person or firm bids higher for said
above described oil'and gas lease.
Motion seconded by Alderman Willis and carried.
c- Moved by Alderman Thomas that the Board of Aldermen authorize the issuance
of a permit to Gulf Oil Corporation to install two 3000 gal. underground gasoline
storage tanks at 1510 Iowa Park Road, and three 3000 gal. underground gasoline
storage tanks at 2901 Call Field Road in Faith Village, providing the same are in-
stalled in accordance with requirements of the City Engineer.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Thomas that the Board of Aldermen authorize the issuance
of a permit to Faith Temple Church to construct a sidewalk on the Lincoln Street side
f their property, and locate the back edge of the sidewalk five feet from the property
line, instead of one foot as is the usual practice; also to issue a permit to the said
Faith_Temple Church to erect an electric sign between the curb and sidewalk at the
Above described location for period of one year, and further provided that the city
Slay cause the same to be removed after a period of one year from date if and when at
Ouch time it may become necessary to remove the said sign; with further provision
that both the electric sigh and sidewalk are constructed in accordance with the require-
ments of the City Engineer.

Moved by Alderman Thomas that the closing of the alley between Lots
33 and 11:, Block 29, Kinley Subd., as requested in petition dated April 16, 1952,
signed by Mrs Effie McClure et al, be deferred,•due to a petition signed by
0. C. Morgan et al. protesting closing of the said alley.

ORDINANCE NO. 1612
AN ORDINANCE CREATING AND F1 ENG A FIRE LANE ON THE SOUTH 205 FEET OF
THE ALLEY EXTENDING FROM 8TH TO 7TH STREET IN BLOCK 258, IN THE ORIGINAL TOWNS ITE;
-PROHIBITING THE PARKING OF ANY AND ALL VEHICLES IN SUCH FIRE LANp AND PROVIDING A
PENALTY FOR VIOLATION.
Moved by Alderman Harvey that Ordinance No. 1612 be approved and passed
ss read.
Motion seconded by Alderman Thomas and carried by the following vote:
Yeas: Aldermen Willis, Thomas, Harvey, Cox, Montgomery and Mason.

Moved by Alderman Willis that the Board of Aldermen authorize payment to
the Wichita General Hospital the sum of $6130.07, for charity patients for the
month of March, 1952, and direct the City Clerk to draw a warrant for the same upon
like payment by Wichita County.

ORDINANCE NO. 1613
AN ORDINANCE EXTENDING THE CITY LIMITS OF THE'CITY OF WICHITA FALLS, TEXAS,
BY ANNEXING CERTAIN LANDS ADJACENT TO THE PRESENT TERRITORIAL LIMIT'S OF THE CITY OF
WICHITA FAILS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS
OF THE CITY OF WICHITA FALLS, TEXAS, ALL OF WHICH LANDS ARE FULLY DESCRIBED IN THE
BODY OF THIS ORDINANCE, SUCH ADDITION BEING KNOWN AS WICHITA MANOR#2.
Moved by Alderman Harvey that Ordinance No. 1613 be set for Public Hearing
May 12, 1952.
Motion seconded by Alderman Willis and carried by the following vote:
Yeas: Aldermen Willis, Thomas, Harvey, Coat, Montgomery and Mason.
Nays: None.
Moved by Alderman Thomas that the Board of Aldermen authorize the purchase
of a tract of land from Jim Fowler and Alfred Fowler, being a tract of land out of
Block 2, Irrigation Subdivision of J. A. Scott Sur. #12, Abs. 296, Wichita County,
containing 15.30 acres, more or less, for a consideration of $500.00 plus the execu-
tion of a deed by the City of Wichita Falls to Jim Fowler and Alfred Fowler, conveying
the following tract of land: A tract of land out of Block 1, Irrigation Subd. of J.A.
Scott#12, Abs. 296, Wichita Co., containing 15.34 acres, more or less; and to author-
ize and empower City Manager, Bill N. Taylor, to execute said deed for and on behalf of
the City of Wichita Falls, Tex.; further to authorize and direct the City Clerk to
draw a warrant for the cash consideration; and further authorize the City Manager to
transfer the sum of $500.00 from the Appropriation Contingent Fund to the General Fund
to properly provide for payment of the above transaction.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Harvey that the Board of Aldermen authorize the purchase
of a portion of Lots 214 and 25, Taylor Subd., from Clyde E. Johnson, for Kell Blvd.
right-of-way, for a consideration of $1750.00 and direct the city clerk to draw a
warrant for the same.

Moved by Alderman Mason that the Board of Aldermen approve and adopt the
Plat of Aurelia Heights Addition, copy of which is attached hereto and made a
part of the records hereof.

Moved by Alderman Harvey that the request of the Bethania Hospital to pave
Grace Street, from 10th St. to 11th St. be referred to the City Attorney and City
Engineer, for careful study aid report back to the Council.
Motion seconded by Alderman Mason aid carried.
Moved by Alderman Willis that the Board of Aldermen authorize the execution
of a deed to Ray Keith conveying a portion of Lots 1 & 10, Block 10, at244a portion
of Lot 10, Block 9, all in South Park Addition, and being that portion 8t7ots on
the East side of Highway 66, all for a consideration of $300.001 further to authorize
and empower Mayor Kindel Faulk to execute the said deed for and on behalf of the City
of Wichita Falls, Texas. It being expressly understood that the primary purpose of
this conveyance is to perfect title to property previously conveyed to Mr. Keith
for which he agrees to pay the aforesaid consideration, to prevent clouding of title.

heirs or assigns, free of all coats of development or otherwise.
We shall deed this acreage to the City of Wichita
Falls upon final plat approval and subsequent plat recording.
