The Board of Aldermen of the City of Wichita Falls, Texas, met in called
session on the above date at 8:00 o'clock P.M., in the Council Room of the Memorial' Auditorium Building, with the following members present:

Mayor Harold Jones stated the purpose of this meeting to be, among other
things, the canvassing of the City Election returns.
The Minutes of the regular meeting held March 24, 1952, were approved,
likewise the Minutes of the called meeting held March 25, 1952, were approved.
A Public Hearing of Ordinance No. 1608 was held and there being no opposition
voiced against the same, the following motion was had:
• Moved by Alderman Thomas that the Public Hearing of Ordinance No. 1608 be
closed.
Motion seconded by Alderman Willis and carried.

A Public Hearing of Ordinance No. 1609 was held, and there being no opposition
voiced against the same, the following motion was had:

ORDINANCE NO. 1608
AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS,
BY ANNEXING CERTAIN LAMS ADJACENT TO THE PRESENT TERRITORIAL LIMITS 'OF'THE CITY OF
WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHWESTERLY DIRECTION FROM THE PRESENT
LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, ADJACENT TO FAITH VILLAGE, ALL OF WHICH
LANLS ARE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE. (Unit 2, University Park.)
Moved by Alderman Willis that Ordinance No. 1608 be approved and passed
as read.
Motion seconded by Alderman Brown and carried by the following vote:

ORDINANCE NO. 1609
AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, x
BY ANNEXING CERTAIN LANES ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF
WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS
OF THE CITY OF WICHITA FALLS, TEXAS, ADJACENT TO PARK PLACE ADDITION, ALL OF WHICH
LANES ARE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE. (1st SupSubd.Park Place Addn.)
Moved by Alderman Ray that Ordinance No. 1609 be approved and passed
as read.
Motion seconded by Alderman Brown and carried by the following vote:
Yeas: Aldermen Willis, Thomas, Harvey, Rey, Montgomery and Brown.

Moved by Alderman Harvey that the Board of Aldermen approve and ratify
the action of Mayor Harold Jones in the appointment of William L. Donnell to serve
as Commissioner of the Housing Authority of the City of Wichita Falls for the
unexpired term of Commissioner Donnell, deceased, which expires June 12, 1952.
Motion seconded by Alderman.Willis and carried.
RESOLUTION NO. 198
WHEREAS, at a called meeting of the Board of Aldermen of the City of
Wichita Falls, Texas, held in the Council Room of the Memorial Auditorium Building
in said city on the 7th day of April A. D. 1951, at which a quorum was present, came
on to be considered returns of the City Election held on April 1, 1952, for the pur- .
pose of electing a Mayor and three Aldermen, and
WHEREAS, after canvassing the returns of said election, it was found to
be duly and legally held in all respects, and there were cast at said election
6303 votes, for the election of Mayor and three Alderman, and that

AND, it appearing that Kindel Paulk received the greatest number of
votes cast at said election for Mayor; that Dr. E. Aubrey Cox received the
greatest number of votes cast at said election for Alderman Position 4; that
J. Paul Montgomery received the greatest number of votes cast for Alderman Position
5; and that Henry D. Mason received the,greatest number of votes cast for Alderman
Position 6.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS:
That Kindel Paulk was duly and legally elected Mayor, and that Dr. E.
Aubrey Cox, J. Paul Montgomery and Henry D. Mason were duly and legally elected
Alderman of the City of Wichita Falls, Texas, at said election, and that said
election was in all respects legally held in accordance with the laws of the State
of Texas and.the Charter and Ordinances of said City.
Moved by Algernon Thomas that Resolution No. 198 be approved and passed
as read.
Motion seconded by Alderman Ray and carried by the following vote:
Yeas: Aldermen Willis, Thomas, Harvey, Ray, Montgomery and Brown.
Nays: None.
The Oath of Office was administered to Kindel Faulk, as Mayor, and Dr.
E. Aubrey Cox, and Henry D. Mason as Aldermen, whereupon the newly elect Mayor
and Aldermen were duly seated.
Moved by Alderman Harvey that in accordance with the custom of previous
councils, the retiring Mayor and Aldermen each be given choice of either a permanent
eeks Park Golf Club membership, or a permanent lease on a cabin site at Lake
ickapoo.

Moved by Alderman Montgomery that the Board of Aldermen authorize the
'•ssuence of a permit to the Buckaroo Inn for the erection of a cable canopy,
,„s t their place of business at 301 East Scott St. Since part of this canopy will
•e installed on city property, it is expressly understood and agreed that if, at
time, any citizen or group of citizens object to this canopy being located upon
ity property, the City Engineer may by demand in writing, cause the said canopy to
•e removed immediately.

Moved by Alderman Thomas that the request of Fred Procopio of 1301 N.
9th for the immediate installation of an overhead traffic signal light at North ✓
5th & Broadway be referred to the Traffic Commission for action as soon as possible.
Motion seconded by Alderman Harvey and carried.
Moved by Alderman Harvey that theBoard of Aldermen approve and authorize the
execution of a contract by and between the City of Wichita Falls and the United States
of America for the construction of a 24-inch concrete express water main from the
City Filtration Plant to the Old Burkburnett Road just northeast of the city limit of
Wichita Falls. That the estimated cost of such main is $220,137.95, which will be
paid to the City of Wichita Falls by the Government to cover the cost of the main, such
construction including engineering, superintendents, equipment, labor, material and the
tools necessary to install the main complete to be furnished by the City. The money
advanced to the City shall be amortized in full and repaid the Federal Government over
a period of sixty months out of the funds due the City for water service to Sheppard
Air Force Base under the present existing contract, provided that said Sheppard Air
Force Base continues the purchase of water from•the City as a fully activated field.
The City Engineer and Water Superintendent are also authorized to negotiate for the
purchase of suitable pipe for said main and a complete contract shall be entered into
by the City and the Government in line with this resolution. Such contract to be
executed by Kindel Faulk, Mayor, or Bill N. Taylor, City Manager, for and on behalf
of the City.

Moved by Alderman Harvey that the Board of Aldermen authorize the issuance
of a permit to W. B. Rice to install one-1000 gal. and two-3000 gal. gasoline tanks
at 1901 Holliday St., providing the same are installed inside his property 31nr and !i`
in accordance with requirements of the City Engineer.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Willis that the Board of Aldermen approve Cones Replat
of the North half of Block 2, Inglewood Place Amended Plat, copy of which is attached
hereto and made a part of the records hereof.
Motion seconded by Alderman Thomas and carried.
ORDINANCE NO. 1611
ORDINANCE MAKING AN APPROPRIATION FOR THE INDEBTEDNESS TO BE INCURRED
BY THE CITY OF WICHITA FALLS, TEXAS, UNDER CONTRACT WITH STUCKEY CONSTRUCTION COMPANY
AND SAID CITY FOR THE MAKING AND CONSTRUCTION OF CERTAIN STREET IMPROVEMENTS ON A
PORTION OF TWELFTH STREET IN THE CITY OF WICHITA FALIS, TEXAS, AND DECLARING AN
EMERGENCY.
Moved by Alderman Harvey that Ordinance No. 1611 be approved and passed
as read.
Motion seconded by Alderman Cox and carried by the following vote:
Yeas: Aldermen Willis, Thomas, Harvey, Cox, Montgomery and Mason.
Nays: None.
Moved by Alderman Harvey that the meeting be adjourned.
Motion seconded by Alderman Mason and carried.
The Board of Aldermen then adjourned.
