Memorial Auditorium Building
March 24, 1952
The Board of Aldermen of the City of Wichita Falls, Texas, met in regular
session on the above date at 7-30 o'clock P.M., in the Council Room of the Memorial
Auditorium Building, with the following members present:

The Minutes of the regular meeting held March 10, 1952, were approved.
Moved by AldermanBrown that permission be granted to the St. Paul Lutheran
Church to pave the alley to their school located at 2222 Bret Street with crushed
rock and black top, and waive the usual curbing requirements for such paving. Ib
granting this waiver, it is expressly understood that the City shall not be responsible
in any manner whatsoever for the maintenance of the above mentioned paving in said
alley.
Motion seconded by Alderman Willis and carried.
Attorney Otis Nelson, representative of a group of local property owners,
requested an answer to their former request for rent de-control. The matter was
discussed both pro and con, whereupon the following motion was hadr

control rent in the City of Wichita Falls as of this date.
Motion seconded by Alderman Ray and lost by the following voter

Brown al*taining.
Moved by Alderman Harvey that the Board of Aldermen authorize the issuance
of a permit to the Fowler- Thornton Dancing School to install an aluminum awning at
their place of business, located at 703i - 7th St., providing the same is attached
to the building by metal attachments and installed in accordance with requirements of
the City Engineer.

THE OLD SEYMOUR ROAD TO BURROUGHS STREET, TO RIVERCREST DRIVE; NAMING THE UN-NAMED
STREET IN RIVERCREST PARK ADDITION LYING BETWEEN BLOCKS 1 AND 2 AND BLACKS 3 AND 4
TO THE NAME OF KING DRIVE; NAMING THE UN-NAMED STREET IN BLACK 5 OF RIVERCREST PARK
ADDITION LYING BETWEEN LOTS 16 AND 17 AND BETWEEN LOTS 19 AND 20 TO THE NAME OF VALLEY
VIEW DRIVE; CHANGING THE NAME OF MALCOLM LANE IN SOUTHMOOR MANORS AND SOUTHMOOR ADDITION

AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FALLS, TEXAS,
BY ANNEXING CERTAIN LANIE ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF
WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHWESTERLY DIRECTION FROM THE PRESENT
LIMITS OF THE CITY OF WICHITA FALLS, TEXAS, ADJACENT TO FAITH VILLAGE, ALL OF WHICH
LANES ARE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE.
Moved by Alderman Harvey that a Public Hearing be held in the Council
Room of the Memorial Auditorium Building at 8:00 PM, April 7, 1952, for the purpose
of considering Ordinance No. 1608.

ORDINANCE NO. 1609
AN ORDINANCE EXTENDING THE CITY LIMITS OF THE CITY OF WICHITA FAILS, TEXAS,
BY ANNEXING CERTAIN LANDS ADJACENT TO THE PRESENT TERRITORIAL LIMITS OF THE CITY OF
WICHITA FALLS, TEXAS, THE SAME LYING IN A SOUTHERLY DIRECTION FROM THE PRESENT LIMITS
OF THE CITY OF WICHITA FALLS, TEXAS, ADJACENT TO LARK PLACE ADDITION, ALL OF WHICH
LANDS ARE FULLY DESCRIBED IN THE BODY OF THIS ORDINANCE.
Moved by Alderman Willis that a Public Hearing be held in the Council Room
of the Memorial Auditorium Building at 8:00 PM April 7, 1952, for the purpose of
considering Ordinance No. 1609.

Moved by Alderman Willis that the Board of Aldermen approve and adopt the
Plat of First Supplemental Addition to Park Place Addition, a subdivision of part of ‹
19.8 acres out of Block 2, Kemp and Newby Subdivision, Cherokee County School Land,
Wichita County, Texas, a copy of the Plat being attached hereto and made a part
of the records hereof.
Motion seconded by Alderman Ray and carried.
Moved by Alderman Brown that in accordance with a written request of £cc:
Wichita City Lines, Inc., under date of March 14, 1952, the Board of Aldermen <r,
authorize the said Wichita City Lines, Inc. to discontinue bus service to Faith
Village.
Motion seconded by Alderman Montgomery and carried.
Moved by Alderman Montgomery that the Board of Aldermen appoint Dalton
Holloway, A. L. Lewis, George Hobbs, L. J. Jones and James L. Johnson, as Deputykec
Clerks of the Corporation Court, that they be and are hereby duly authorized
Deputy Clerks of the Corporation Court of the City pf Wichita Falls, Texas

PROPOSED AMENDMENT TO SECTION 12 OF THE TEMPORARY REGULATIONS CONCERNING PERSONNEL
OF THE CITY AS SET UP IN AN INTER-OFFICE MEMORANDUM, DECEMBER 10, 1951.
From and after the approval of the Board of Aldermen, Section 12 covering
occupational leave should read as follows:
SECTION 12. An employee will be allowed occupational injury leave of
absence with partial pay commensurate with this rule. In order to establish the ,

rights of the employee, such employee will be given his regylar pay for lost time caused
by an injury received in the scope of his employment as defined by the Workmen's Compensa-
tion Law of the State of Texas, in the amount of 60% of his average weekly wage, but not
to exceed $25.00 per week. In addition, the City will pay the actual medical and
hospital expense of said employee due to and caused solely by his injury, provided that
after emergency treatment, the employee obtain the consent of the City in writing as to
the doctor to be employed, and in all events, hospitalization, if any, shall be in the
Wichita General Hospital, which is operated by said City and Wichita County, Texas.
That in adopting the rules as out by the Workmen's Compensation Act, the
Act is adopted with the following limitations and exceptions:
1. No benefit shall be paid for any.injury resulting in death save and except
the hospital and medical bill of the employee that has been arranged for under this
Section prior to the death of the employee, and salary, if sly, paid to the date of death.
2. The City shall only carry an employee until such time as he is able to
return to partial or full duty and in.no event for a period of more than 50 weeks.
3. That this obligation on the part of the.City is a gratuity and is not
a portion of the employee's pay, and the decision of the City Manager or other desig-
nated official of said City appointed by him to investigate the claim shall be final.
4. The City does not waive compliance with the ordinance providing for
notice on claims against the City.

5. The City does not require any formal application other than a written
notice claiming benefits under this Section of the personnel rules, and it is the
duty of the Personnel Director and the City Attorney to investigate or cause the
claim to be investigated immediately so that in the event of hospitalization and
medical attention is necessary, the employee may readily obtain the same. In applying
for benefits under this Section, the employee agrees that he will accept the services
of the Wichita General Hospital in a ward for hospitalization and will accept any
doctor on the staff of said Hospital as his medical attendant, which doctor shall make one
report each month to the Personnel Director.
Before accepting benefits under this Section of the personnel rules, the
employee shall execute a contract, the consideration for which will be a release of
any claims or damages he or she may have against the City in consideration for payment
of benefits under this section.
Moved by Alderman Thomas that the above and foregoing Amendment to Section
12 of the Temporary Regulations concerning Personnel of the City, as set up in an
Inter-Office Memorandum December 10, 1951, be adopted.

ORDINANCE NO. 1610
AN ORDINANCE AMENDING SECTION 8 OF ORDINANCE NO. 1599, FROVIDING THAT
HEREAFTER ALL F7.FCTIOAS FOR THE SELECTION OF OFFICIALS OF THE CITY OF WICHITA FALLS,
TEXAS, SHALL BE HELD BETWEEN THE HOURS OF 8:00 AM and 7:00 FM., and DECLARING
AN EMERGENCY.
Moved by Alderman Willis that Ordinance No. 1610 be approved and passed
as read.
Motion seconded by Alderman Ray and carried by the following vote:
Yeas: Aldermen Willis, Thomas, Harvey, Ray, Montgomery and Brown.
Nays: None.
City Manager Bill N. Taylor presented to Fire Chief Thurston Harvick and
Assistant Chief Jim Juliuson, a Citation recognizing the Fire Department for
receiving third place in the State for Educational activities conducted during
Fire Prevention Week Oct. 7th to 13th, 1951.

Moved by Alderman Harvey that the Board of Aldermen approve and authorize
payment to the Wichita General Hospital the sum of $5455.27 for charity patients for
the month of February, 1952; further to direct the City Clerk to draw a warrant for
the same upon like payment by Wichita County.
Motion seconded by Alderman Ray and carried.
Moved by AldermanRay that the Board of,Aldermen act upon the recommendation
of the City Engineer, and that the contract for construction of a sanitary sewer x "
extension to Sunnyside Heights Addition be awarded to the lowest and best bidder,
Clyde Flick, in the amount of $40,762.72.

Moved by Alderman Harvey that the Board of Aldermen approve the Plat
of the First Methodist Church parking lot, at the corner of 11th& Travis
Streets, providing the same is approved by the City Engineer.

The following citation for Achievement was read to the City Council
by City Manager Bill N. Taylors
Our colleague, Mayor Harold Jones, was the recipient of the first
annual citizenship award of the Wichita Falls Civitan Club on Friday, March
21.
This honor was conferred upon Mayor Jones in recognition of his four
years of untiring service as mayor of this community.
The conferring of this award brings to our.administration outstanding
recognition from one of our leading service clubs.
In line with out policy of giving public recognition to our associates
for outstanding achievements, I take pleasure in commending Mayor Jones for
the unusual honor which has been bestowed upon him.
