On this the llth day of October, 1948, the Board of Aldermen of the City
of Wichita Falls, Texas, convened in Regular meeting at the regular meeting place,
with the following members present, to-wit:

time the following proceedings were had:
Alderman Spragins presented for the consideration of the Board of
Aldermen a resolution.
Alderman Spra4ns made a motion that the resolution be adopted finally.
The motion was seconded by Alderman Coffey. The motion was carried by the following
vote:
YEAS: Aldermen Spragins, Kadane, Wininger, Ray, Coffey and
Mayor Jones.
NAYS: None.

BY THE BOARD OF ALDERMEN OF THE CITY OF
WICHITA FALLS, TEXAS, CALLING AN la CTION
ON THE QUESTION OF THE ISSUANCE OF $250,000.00
WATERWORKS SYSTEM BONDS; ON THE QUESTION OF •
THE ISSUANCE OF $250,000.00 SANITARY SEWER
SYSTEM BONDS, AND ON THE QUESTION OF THE ISSU-
ANCE OF $500,000.00 SEWER IMPROVE2$ENT AND
EXTENSION REVENUE BONDS.
WH RiEAS, the Board of Aldermen of the City of Wichita Falls, Texas,
deems it advisable to issue the bonds of said City for the purposes hereinafter
mentioned;
BE IT RESOLVED BY THE BOARD OF ALDELLMEN OF THE CITY GF HICHITA FALLS,
TEXAS:
1. That an election be held in said City of Wichita Falls, Texas,
on the 9th day of November, 1948, at which election the following propositions shall
be submitted:
PROPOSITION NO. 1
"Shall the Board of Aldermen of the City of Wichita
Falls, Texas, be authorized to issue the bonds of said City
in the amount of Two Hundred Fifty Thousand ($250,000.00)
Dollars, maturing serially in such installments as may be fixed
by the Hoard of Aldermen, the maximum maturity date being not
more than Thirty (30) years from their date, and bearing in-
terest at a rate not to exceed Four (4%) per cent per annum,
payable annually or semi-annually, and to levy a tax sufficient
to pay interest as it accrues and principal as it matures on
said issue of bonds, for the purpose of constructing, repair-
ing, improving and extending the water works of said City, as
authorized by the Constitution and laws of the State of Texas."

PCOPOSITION NO. 2
"Shall the Board of Aldermen of the City of Wichita
Falls, Texas, be authorized to issue the bonds of said City
in the amount of Two Hundred Fifty Thousand ($p250,000.(30)
Dollars, maturing serially in such installments as may be fixed
by the Board of Aldermen, the maximum maturity date being not
more than Thirty (30) years from their date, and bearing in-
terest at a rate not to exceed Four (4%) per cent per annum,
payable annually or semi-annually, and to levy a tax sufficient
to pay interest as it accrues and principal as it matures on
said issue of bonds, for the purpose of constructing, repair-
ing, improving and extending the sanitary sewers of said City,
as authorized by the Constitution and laws of the State of Texas."
PMCPOSITION NO. 3
"Shall the Board of Aldermen of the City of Wichita
Falls, Texas, he authorized to issue the bonds of said City
in the amount of Five Hundred Thousand (4500,000.00) Dollars,
maturing serially in such installments as may be fixed by
the Board of Aldermen, the maximum maturity being not more
than Twenty Five (25) years from their date, bearing inter-
est at a rate not to exceed Four (4%) per cent per annum,
for the purpose of constructing improvements and extensions
to the sanitary sewer system of said City, to be issued in
accordance with and secured in the manner provided in Arti-
cles 1111-1118, both inclusive, of the Revised Civil Statutes
of Texas, 1925, as amended, each bond to be conditioned that
the holder thereof shall never have the right to demand pay-
ment of said obligation out of funds raised or to be raised
by taxation, secured by a pledge of the net revenues from the
operation of said system."
2. The said election shall be held within the City of
Wichita Falls, Texas, at the several voting places and the following persons
are hereby appointed directors of said election:

3. The said election shall be held under the provisions of
Chapter 1, Title 22, of the Revised Civil Statutes of 1925, as amended, including
the provisions of Article 704, as amended by Chapter 382, passed at the First
Called Session of the Forty Fourth Legislature, and only legally qualified electors
who own taxable property in the City and who have duly rendered the same for taxa-
tion shall be qualified to vote.
4. The ballots of said election shall have written or printed
thereon the following:

Concerning each of said propositions each voter shall mark-
out with black ink or black pencil one of the above expressions, thus leaving
the other as indicating his vote on the proposition.
5. A substantial copy of this resolution signed by the
Mayor of said City and attested by the City Clerk shall serve as proper notice
of said election. Notice shall be given in accordance with Article 704, Re-
vised Civil Statutes of 1925, as amended by Chapter 382, passed at the First
Called Session of the Forty Fourth Legislature, supra. The Mayor is authoriz-
ed and directed to have a copy of said notice posted at the City Hall and at
a public place in each of the voting precincts within said City, not less thaa
fifteen days prior to the date fixed for holuing said election. He shall also
cause said notice to be published on the same day in each of two successive
weeks in a newspaper of general circulation published within said City, the
date of the first publication to be not less than fourteen days prior to the
date set for said election. Except as otherwise provided in said Article 704,
as amended, the manner of holding said election shall be governed by the laws
governing general elections.
